ACTING PRESIDENT’S<br />
REPORT Phil Pettifer<br />
I would like to begin by thanking the many <strong>Queensland</strong> volunteers for your contributions over the<br />
past water polo season. Without your untiring support we could not have continued to deliver and<br />
grow the dynamic sport of water polo throughout <strong>Queensland</strong>.<br />
I would also like to remember at this time those members who have passed away over the year<br />
and who have contributed to QWPI's mission and values. In particular I reflect on the<br />
recent passing of our Life Member in Lyra Lister.<br />
This past year saw a rare achievement by our Women’s National <strong>Water</strong> <strong>Polo</strong> League<br />
representatives. Defending champions, the VICI Brisbane Barracuda's defeated the KFC<br />
<strong>Queensland</strong> Breakers in the gold medal match. I congratulate both teams<br />
on this significant outcome.<br />
At State level in 2009-<strong>2010</strong>, we saw the:<br />
State 14 and Under Championship held in Brisbane<br />
State 16 and Under Championship held at the Sunshine Coast<br />
State 18 and Under Championship held in Brisbane<br />
<strong>Queensland</strong> Country Championships held in Toowoomba, and<br />
Northern League held in Mackay<br />
The inaugural Under 12 'Weekend of <strong>Water</strong> <strong>Polo</strong> Tournament' was held in Brisbane and proved to<br />
be a highly successful event.<br />
The fun atmosphere and all round smiles at that particular event is a constant reminder of why we<br />
become involved in the sport.<br />
<strong>Queensland</strong> <strong>Water</strong> <strong>Polo</strong> Inc (QWPI) was granted hosting rights to running the inaugural 16 Years<br />
and Under National Club Championships in Brisbane. A record 43 teams participated at that event.<br />
QWPI also hosted the 14 Years and Under National Club Championships in Brisbane.<br />
At National Championships, <strong>Queensland</strong> continued to produce solid performances across all age<br />
groups. In total, QWPI was represented by the following teams during the 2009-<strong>2010</strong> season:<br />
5 teams at the Pan Pacific <strong>Water</strong> <strong>Polo</strong> Championships in New Zealand. 3 of these teams were<br />
involved in the Trans Tasman Challenge held in Auckland<br />
4 teams at the East Coast Challenge in Sydney<br />
2 Country Teams at the 16 and Under National Club Championships in Brisbane<br />
4 teams at the 18 and Under National Championships in Perth<br />
2 teams to the Australian Country Championships at Albury/Wodonga<br />
Participation within the sport grew during the past year especially in the Brisbane area for junior<br />
players. QWPI has invested considerable time and money to promote junior development across<br />
the State and this work has continued into this season.<br />
School visits saw over 1200 primary school students participating in Flippa Ball and Welcome to<br />
<strong>Water</strong> <strong>Polo</strong> programs at their schools. This grass roots work continues to be supported with grants<br />
from the <strong>Queensland</strong> Department of Sport and Recreation.<br />
The season saw a consolidation of the efforts of the <strong>Queensland</strong> <strong>Water</strong> <strong>Polo</strong> Referees Commission<br />
(QWPRC) which continued its mission to create a support and education structure for all referees across<br />
2009/<strong>2010</strong> <strong>Annual</strong> <strong>Report</strong><br />

<strong>Queensland</strong>. The QWPRC also provided valuable professional refereeing services to competitions in<br />
<strong>Queensland</strong>.<br />
Unfortunately a proposed support network for coaches was short-lived with access to critical<br />
resources proving a major constraint.<br />
Prior to closing I would like to acknowledge the efforts of our Executive Committee Members for<br />
their input over the past year. I am especially grateful to those members who are stepping down<br />
from their positions at the AGM and who have made positive contributions to the advancement of<br />
water polo throughout <strong>Queensland</strong>.<br />
A special thank you also in recognition of the efforts of our state administration team led by Keith<br />
Long. Their able support and effort has added value to all of our activities.<br />
In closing, I look forward to the new committee adding value to your organisation with the<br />
implementation of the QWPI Strategic Plan for the 2011-2013 period.<br />

ADMINISTRATION Keith Long<br />
Personnel<br />
<strong>2010</strong> saw dramatic movement in the staff and executive committee which universally impacted on our<br />
operations.<br />
Firstly, we experienced the loss of Andre Teuwsen; long serving State Development Coordinator followed by<br />
Mel Rippon, development officer who accepted a national coaching appointment in pursuit of her career<br />
aspirations in water polo. Earlier this year we were joined by Annabel Kehoe who took on the role of SDO<br />
for a brief period but who left us to return to the UK. Emma Jackson took over from where Mel Rippon left off<br />
and admirably completed the development project. Apart from disruptions such changes bring to small<br />
organisations, the state administration has continued to maintain the momentum and carried out operations<br />
with due diligence, care and universal success. In this I must acknowledge the contributions of Daniel, Gina<br />
and Sandy and all those volunteers who stepped in to help in particular<br />
Executive Committee<br />
At the 2009 annual general meeting, our long serving President, John Birch retired, followed later in the term<br />
by Finance Director Jeff Cranley. Combined with departures of key management, these losses which<br />
represent many years of intellectual knowledge and experience at state level are profound and keenly felt.<br />
Whilst this is unavoidable, it must never be forgotten that everyone is a volunteer and can only give so much<br />
of themselves and the state administration team truly appreciate the contribution of all members who step<br />
forward and seek to help make the sport what it is and what it could be.<br />
The <strong>Water</strong> <strong>Polo</strong> Executive Committee met regularly throughout the 2009-<strong>2010</strong> season in accordance with<br />
the requirements of the Constitution. The president, Trevor Giles, resigned due to work pressure in August<br />
but was admirably replaced by the treasurer Phil Pettifer who stepped into the breach and remains in situ in<br />
both appointments until this annual general meeting. His contributions across both portfolios have been well<br />
received.<br />
Membership<br />
<strong>Queensland</strong> registrations have remained relatively steady in the metropolitan area overall but regional<br />
membership is down with associations experiencing challenges in governance, opportunity and pool access.<br />
QWPI in collaboration with the state government will seek to partly address this with a proposed placement<br />
of a development officer in the northern region in 2011, tasked to deliver sustainable governance and<br />
development support to regional clubs and associations.<br />
These challenges aside, <strong>Queensland</strong> now represents 25% of the national capitation and has experienced<br />
continual growth, from a base of 18.8% recorded 6 years ago, both in number of registered players and<br />
share of the national pool. In addition, <strong>Queensland</strong> has almost 7000 active participants when you include the<br />
school and university competitions and active programs conducted by our team.<br />
State School based competition and our relationship with this organization continues to grow with this<br />
administration actively providing technical assistance to their state championships<br />
<strong>Queensland</strong> Academy of Sport<br />
QWPI enjoys a mutually supportive relationship with the QAS who continue to support and sustain our high<br />
performance athletes seeking representative opportunity and outcomes. The contributions of Aleksandr<br />
Osadchuk (Women) and Simon Daly (Men) as head coaches are much appreciated as are their support<br />
teams.<br />
Emerging Athlete Program (EAP)<br />
QWPI is committed to the development of sub-elite athletes, providing opportunity to maximize their potential<br />
to reach their goals and aspirations in the high performance area. The program is designed to provide<br />
potential elite athletes with a solid grounding in fundamental skills plus physical and mental preparatory<br />

expectations for the journey along the pathways with possible inclusion into the <strong>Queensland</strong> Academy of<br />
Sport and or representative duty at national level.<br />
The QWPI EAP is currently female focused and the results of athletes achieving their expectations has been<br />
outstanding and the envy of other states. The EAP Coach, Scott Schweickle, and his group of volunteer<br />
helpers are to be congratulated for the outcomes and contributions and the athletes for their commitment and<br />
dedication. Well done to everyone.<br />
A similar EAP will be established for young male athletes commencing 2011.<br />
Flippa Ball<br />
Flippa Ball continues to tap new growth areas, introducing children to the sport with great success. We now<br />
deploy 17 casual development officers delivering this program into ever increasing numbers of schools and<br />
pools across the state. As this is written, some 1200 children are actively engaged in a Flippa Ball program<br />
somewhere in the state and astute clubs are discovering this is a wonderful catchment area for recruiting<br />
new players, especially when promoted in conjunction with a “come n try” promotion.<br />
Registration administration remains a vital part of our existence and we appreciate the impact on Club<br />
Registrars in processing each registration. Accordingly, this administration continues to shoulder this burden<br />
and process all memberships centrally at the state office to try and reduce the work load on our volunteer<br />
registrars.<br />
Communications<br />
Communications by electronic means continues to be the enduring form of distributing information to all<br />
Clubs and Associations throughout the year. It is recognized that our current website is outdated and<br />
dysfunctional and, given the vital tool that it should be, it is shortly to be replaced with a dynamic and<br />
interactive model to meet our requirements into the future.<br />
The “Time Out” electronic newsletter plus our Facebook page and YouTube website are our current<br />
communication tools and we continue to welcome contributions from members for inclusion.<br />
Awards Dinner<br />
In previous years, the state administration would normally stage and conduct the QWPI <strong>Annual</strong> Awards,<br />
however earlier this year your board determined it would itself take responsibility for the conduct of the<br />
annual awards. It established a subcommittee which consulted widely then resolved to present the Awards<br />
during the conduct of the State 18 Years & under championships at the Valley Pool in December.<br />
Coaching & Officiating Courses<br />
NCAS Coaching and NOAS Officiating courses were conducted throughout the season and numbers in both<br />
steadily grow.<br />
Out technical arm, the <strong>Queensland</strong> <strong>Water</strong> <strong>Polo</strong> Referees Commission will undergo a review and name<br />
change to reflect its wider role. It will shortly metamorphose into the <strong>Queensland</strong> <strong>Water</strong> <strong>Polo</strong> Technical<br />
Commission with added inclusion of table and other official duty personnel. We thank Stephen Rippon<br />
especially and his fellow committee of the QWPRC for their contributions on the committee.<br />
Policy and Planning<br />
The new 3 year draft Strategic Plan (2011-2013) has been developed in consultation with Department of<br />
Communities, Sport & Recreation and I must acknowledge the contributions also of staff and board members<br />
in its development. It meets government requirements and has an emphasis on regional activity and<br />
development at its core. A series of regional forums with members are underway to complete the process of<br />
consultation.<br />

Funding<br />
QWPI receives the bulk of its funding from state government grants, merchandising activity, sponsorships<br />
and member affiliation fees with all monies so gained expended to the benefit of the membership.<br />
Thank you<br />
Whilst I have noted a number of contributors to our sport there are many more that must not go<br />
unrecognized. Included are all associations and club committees, managers, chaperones, selectors,<br />
coaches, players, referees, table officials , volunteer helpers, families, suppliers…and the list goes on ! To all<br />
we say a special thank you for supporting our athletes especially and for making this sport what it is.<br />
Vale Lyra Lister<br />
In noting our appreciation to our volunteers it was with considerable sadness to recently attend the funeral of<br />
our life member, Lyra Lister. Lyra’s considerable contributions to water polo and her role in our<br />
development were well acknowledged in the heartfelt tributes which flowed during the service.<br />
<strong>Queensland</strong> <strong>Water</strong> <strong>Polo</strong> stands today as the living outcome of the past unification of the various<br />
representative bodies then in existence. This achievement was largely attributed to Lyra and will live on as<br />
her legacy and will not be forgotten. Rest in peace.<br />
