3. PRESIDENT’S STATEMENTIt has been a good year for <strong>Singapore</strong> cricket both on and off thefi eld. The pinnacle of our cricketing activity this year has been thesuccessful hosting of the Pepsi ICC World <strong>Cricket</strong> League Division 5in February with an added bonus of winning the championship andgaining promotion to Division 4. Pioneering the cause of women’scricket, we also successfully hosted the fi rst international tournamentfor women in the region.On the domestic front, the SCA league continues to fl ourish andthe domestic infrastructure is bursting at the seams coping withthe leagues and credit to the SCA member clubs for well organisedlocal tournaments featuring international players, clubs, teams andfor providing opportunities for our own elite players. In the women’scricket area, we have been successfully running the SCA women’sleague and this year we have introduced a women’s developmentteam to play in the SCA league in Division 6 thereby giving equal emphasis to women’s cricket. The introductionof the SCA Junior League this year is yet another initiative to create pathways to national representation.On the development side, we have embarked on a mission this year to create awareness of the game to a largeraudience and popularise the game through the Discover <strong>Cricket</strong> Program taking the game to various schoolsand community centres across the island and increase the participation numbers. The various educationalcourses conducted through the year for coaches, umpires and scorers is testimony to our seriousness indevelopment of the game in <strong>Singapore</strong>.The world of international cricket is growing fast and furious; the decision of the BCCI to allow IPL teamsto play against associate nations is welcome news to countries like <strong>Singapore</strong>. We are in discussions withseveral franchises to host a few IPL teams next year. Administratively, we enjoy the presence of a <strong>Singapore</strong>representative on the ICC and ACC board, I am fortunate to be re-elected to the boards of the ICC and theACC, this was achieved only because we in <strong>Singapore</strong> collectively strive, by our deeds, on and off the fi eld, tolive and play cricket with a straight bat.The successes achieved through the year, is attributed to the hard work put in by the management, staffand the volunteers who are the lifeline for any sporting organisation. Special mention must be made to themembers of the Executive Committee and the Sub-Committees who have worked tirelessly above the call ofduty.<strong>Singapore</strong> <strong>Cricket</strong> is in a strong position and much more can be achieved. We must be mindful that all wedo must be anchored in good governance and transparency. Whatever we wish to achieve we must do sopreserving the spirit of cricket. 4. CEO’s STATEMENTWelcome to our Annual Report for the fi nancial year <strong>2011</strong>/12. Thereport provides an overview of our main areas of activities andsummarises our achievements.This has been a busy year of growth and success and I ampleased to report that progress has continued to be made towardsimprovement in the delivery of organisation’s programs and events inline with our strategic vision and mission. Most notable achievementswere recorded across a number of areas of our operation and ourreputation both at domestic and international levels was enhancedthanks to the tireless efforts of sub-committees and our own staff tomanage change and bring about continuous improvements.There have been several successful cricket events hosted by bothSCA and its member clubs. We have seen successfully organisedcompetitions both at the senior as well as at the junior level, youthclinics, carnivals, development programs, educational courses, etc.as highlighted in this annual report. National teams representing<strong>Singapore</strong> at all levels took part in international tournaments throughthe year, offi cials and umpires representing <strong>Singapore</strong> at the international levels have all brought accolades tothe organisation.The highlight of the year has been the successful hosting of the Pepsi ICC World <strong>Cricket</strong> League Division 5in <strong>Singapore</strong> and promotion of <strong>Singapore</strong> to Division 4 by virtue of being crowned champions of the Division5 tournament. <strong>Singapore</strong> narrowly missed promotion to Division 3 in the later part of the year fi nishing thirdin the Pepsi ICC WCL Division 4 in Malaysia; however, <strong>Singapore</strong> improved its world ranking by 5 places thisyear moving on to 27th place from 32nd place last year in the ICC world rankings. The other two signifi cantdevelopments in the year have been the introduction of the inaugural Junior <strong>Cricket</strong> League and the launch ofthe Discover <strong>Cricket</strong> Program to create awareness and to grow the participant base of the game throughoutthe island through an integrated youth development program targeting schools and community centres.A special mention must be made to all the Sponsors, Member Clubs and Teams participating in the SCALeague, and also for their inspiring support and feedback which has helped the SCA management. I wouldlike to take this opportunity to thank all the clubs who provided their grounds and cricketing facilities, and thepeople working behind the scenes to help SCA’s development efforts.I am pleased to acknowledge the support and guidance provided by SCA president Imran H Khwaja and hiscommittee throughout another busy and challenging year. The countless hours of voluntary service given byour Executive Committee / Sub-committee members is greatly appreciated. (b) SCA International Women’s T-20 Challenge<strong>Singapore</strong> <strong>Cricket</strong> <strong>Association</strong> (SCA) played hosts to a 5 teaminternational women’s cricket event “SCA International Women’s <strong>Cricket</strong>T-20 Challenge” held from Tuesday 2nd – Thursday 5th July <strong>2012</strong> at theKallang <strong>Cricket</strong> Ground. This tournament was conceived as there was alack of international tournaments for women’s cricket in this region. The<strong>Singapore</strong> <strong>Cricket</strong> <strong>Association</strong> women’s sub-committee took the leadto host the fi rst of the tournament this year in <strong>Singapore</strong>. Hopefully thistournament will be continued in the next year with the help of sponsors orhosted by one of the participating associations.Five teams participated in the fi rst international women’s tournament tobe organised by SCA to boost the participation of women cricketersin <strong>Singapore</strong>. The participating teams included Hong Kong <strong>Cricket</strong><strong>Association</strong>, <strong>Cricket</strong> <strong>Association</strong>of Thailand; Japan <strong>Cricket</strong><strong>Association</strong>; <strong>Cricket</strong> withoutBorders (Victoria, Australia)and hosts <strong>Singapore</strong> <strong>Cricket</strong>Samantha Ashwini Singham inaction<strong>Association</strong>. The tournament initially planned to be a six team event,due to the last minute pull out by Colombo Women’s District <strong>Cricket</strong><strong>Association</strong> team; it was decided to go ahead with only 5 teams in thetournament.<strong>Singapore</strong> celebrating the fallof a wicket<strong>Cricket</strong> <strong>Association</strong> of Thailand beat Japan <strong>Cricket</strong> <strong>Association</strong> by4 wickets in the fi nal of the tournament to claim the champions titleof the fi rst “SCA International Women’s <strong>Cricket</strong> T-20 Challenge”. The<strong>Singapore</strong> <strong>Cricket</strong> <strong>Association</strong> Women’s team led by Captain Diviya GK and Vice-Captain Vritti Sethi and coached by Chetan Suryawanshiwon 1 game against <strong>Cricket</strong> without Borders and lost to Thailand, Japanand Hong Kong. SINGAPORE’S PARTICIPATION ININTERNATIONAL TOURNAMENTS OVERSEAS.(a) Pepsi ICC World <strong>Cricket</strong> league Division 4, MalaysiaAfter being promoted from Division 5, <strong>Singapore</strong> advanced to Division 4 hosted by Malaysia from 3rd – 10thof September <strong>2012</strong> in Kuala Lumpur in the six nation’s tournament against Nepal, U.S.A, Denmark, Tanzaniaand hosts Malaysia.<strong>Singapore</strong> missed out on its promotion bid to Division 3 of the World <strong>Cricket</strong>League, when they lost to USA in the last match of the league stage, 37 runsshort of the revised D/L target, after <strong>Singapore</strong> innings was interrupted byrain. USA, <strong>Singapore</strong> and Denmark fi nished on equal points (6) at the end ofthe league stage behind Nepal (10), based on the Net Run Rate (NRR) USAedged out <strong>Singapore</strong> by a narrow margin to take the second place and deny<strong>Singapore</strong>’s promotion bid.<strong>Singapore</strong> team at the ICC WCL Division 4 in Malaysia<strong>Singapore</strong> ended the tournament in third place behind Nepal and U.S.A and thereby gaining 2 positions inthe ICC world ranking climbing up to 27th Position. (b) ACC U-16 Elite Trophy, MalaysiaThe <strong>Singapore</strong> U-16’s lead by Navin Michael Param fi nished fourth after losing to Nepal in the Semi-fi nal in the9 nations Asian <strong>Cricket</strong> Council’s U-16 Elite Trophy <strong>2012</strong> hosted by Malaysia in Penang and Kuala Lumpurfrom 4th – 13th of May <strong>2012</strong>.<strong>Singapore</strong> U-16 team for the ACC U-16 Elite Trophy, MalaysiaThe <strong>Singapore</strong> team went into the tournament to defend the champion’s title <strong>Singapore</strong> won by defeatingNepal in the fi nal of the 2010 tournament. Nine countries took part in the tournament, Hong Kong, Oman,Thailand, Iran, Nepal, Bahrain, Kuwait, <strong>Singapore</strong> and hosts Malaysia divided into two groups played the fi rstround of the tournament in Penang (Group A) and Kuala Lumpur (Group B) and the teams moved to KualaLumpur to play the knock out stage matches.Navin Param who was the man of the match in the 2010 fi nal leading a talented bunch of youngsters in thisyear’s tournament won against Oman and Hong Kong and lost to Thailand and Nepal thus qualifying to playin the Semi Final. The Saudara Cup startedin 1970 is an annual three day match played between Malaysia and <strong>Singapore</strong>.Hosts Malaysia, won the toss and elected to bat on their own turf and posted a total of 254 for 6 at the endof the allotted 75 overs in the fi rst innings. In reply a predominantly young <strong>Singapore</strong> side posted a total of295 for 4 in 75 overs which included a 150 plus partnership between Anish Param(137 not out) and VarunShivaram(68).Having taken a lead of 41 runs, <strong>Singapore</strong> could not restrict Malaysia on what seemed to be a batting track.Malaysia fi nished their second innings for 307 all out in 94.1 overs. The SCA Junior League is designed to build a competitive platform for youth talent playing in line with theadult league format and to seed a base of emerging cricketers for the Clubs and also to set up a platform fortalent identifi cation of cricketers to represent <strong>Singapore</strong> in the international competition.Five member clubs of SCA put up junior teams for this league in the inaugural season and the sixth team wasa development team from SCA. A youth cricket carnival on the 6th of March was conducted to kick start thefi rst game of the SCA Junior League <strong>2012</strong>. YOUTH DEVELOPMENT PROGRAMS(a) Discover <strong>Cricket</strong> Program<strong>Singapore</strong> <strong>Cricket</strong> <strong>Association</strong> in its vision to continue to grow theparticipant base of the game in <strong>Singapore</strong>, have designed an integratedyouth development program targeting schools by working closely with theMinistry of Education and the <strong>Singapore</strong> Sports Council. The “Discover<strong>Cricket</strong> Program” is a result of SCA’s continuing quest for creatingawareness of the game of cricket and developing the game in the Island.Mr Lim Biow Chuan, Member of Parliament for the Mountbatten SMC andadviser to Mountbatten grass roots organizations launched the <strong>Singapore</strong><strong>Cricket</strong> <strong>Association</strong>’s youth development program “Discover <strong>Cricket</strong>Program” at a carnival organised by the SCA at the Kallang <strong>Cricket</strong> Ground,on Saturday 28th July <strong>2012</strong>.The Discover <strong>Cricket</strong> Program is aimed at introductionof cricket to kids between the ages of 8 and 12 at localMinistry of Education schools; the program focuses oninculcating life values such as spirit of self-confi dence,self-reliance, leadership, teamwork, discipline, justice,fair play, etc. through the game of cricket. SCA plansto introduce the game of cricket to new schools atthe primary school level through this Program andencourage more local schools to participate in juniorcricket competitions by providing opportunities at bothprimary and secondary school levels. The SCA <strong>Cricket</strong>Academy designs programs suited to all levels and age group ofcricketers through the year. The academy offers various training programs designed for different age groups including specialized clinicsfor batting, bowling and fi elding. The academy structure will identify talent and feed the National age groupteams creating development squads which will feed players to the future national squads.(a) Saturday Coaching ClinicsThe Saturday Youth Coaching Clinic is an initiative by the High Performance Unit of the SCA to groom theyoung talent in <strong>Singapore</strong>. The clinic is conducted by SCA coaches in two batches on Saturdays and it catersto different age groups for both boys and girls. Around 200 kids of varying ages take part in this program.This unique clinic designed and delivered by the SCA <strong>Cricket</strong> Academy offers personalised professionaltraining on Saturdays where both boys and girls from different age groups (U10, U13, U15 & 17) will receivepersonalized professional coaching under the guidance of SCA’s experienced coaches. The clinic programcaters to all the needs of upcoming players as well as beginners, who have the passion to play cricket underthe watchful eyes of our professional coaching team.(b) Youth Development ToursDevelopment team from the Youth ClinicThe SCA <strong>Cricket</strong> Academy, through its links with various <strong>Cricket</strong>ing <strong>Association</strong>s, Academies and institutionsin the Test playing nations organises developmental cricket tours for the Saturday youth clinic programparticipants. The academy recognises that is important for young cricketers to experience different conditions,environments and cultures in their progress as cricketers.The participants of the clinic were given an opportunity to go on a tour to Pune, India for a week in December<strong>2011</strong>. (c) School Holiday ProgramsThe SCA <strong>Cricket</strong> Academy organised age-group competitions and specialised coaching camps during theschool holidays to provide opportunities for the youth to develop their game and also to have some fun duringthe holiday period.Around 80 kids from various age groups took part in a competition organised in June, competitions for theyounger age group were played with pro-soft cricket balls while matches for the higher age group were playedusing proper cricket balls.The Academy also engaged the services of Pradeep Ingle, a reputed Level 3 coach from India to conduct aweek long high performance camp for the public. UMPIRING & SCORING<strong>Cricket</strong> in <strong>Singapore</strong> is growing year after year. The number of teams playing in the Club and CorporateLeagues is at an all-time high; it stands at 105 teams as compared to 101 teams that played in the league in<strong>2011</strong>. However, the growth of cricket is measured not just in numbers, but also by the quality of the game asplayed by the players and as managed by the offi cials on the fi eld. For the smooth operation of the games,it goes without saying; we need to have quality offi cials. The Umpiring and the Scoring Sub-committeesensured that SCA suffi cient programs and courses to supply the demand for offi cials needed to run thedomestic cricket in <strong>Singapore</strong>.(a) UmpiringFrom that perspective, the SCA Umpiring Panel could boast not only of an increased supply of umpiresbut also of the quality of umpires who handle the games both in <strong>Singapore</strong> and representing <strong>Singapore</strong> ininternational tournaments.In terms of numbers for <strong>2012</strong>, there are 739 SCA League games to be played in <strong>2012</strong> (as against 693 in<strong>2011</strong>). Thereof, 543 games have been completed till end-August with neutral umpires for all games beingprovided from within the SCA Umpiring Panel. With about 200 games to be played till the end of the seasonthe Panel is confi dent of maintaining its 100% assignment rate for this year. Feedback is one important aspect of any growth and development. With that in mind, the Panel institutedthe Captain’s Report system for the Division 1 and Division 2 league games. Per the system, each of thecaptains of the Division 1 and 2 games are required to fi le in their reports on the performance of the umpireswho offi ciated their games the previous weekend. The reports are collated and are used for valuable feedbackto the umpires. The Umpiring Panel wishes to thank all the captains who have spared time and effort toSri Ganesh officiating at theU-19 Asia Cup in MalaysiaSri Ganesh officiating at theU-19 Asia Cup in MalaysiaBishir Mehta officiating at theACC U-16 Trophy in Malaysiacontribute to this important aspect of umpiring development.SCA Umpiring Panel has also had a good run in terms of international assignments, Sarika Sivaprasad, whocontinues to be in the ICC Associates and Affi liates Umpiring Panel, offi ciated in the ICC World T20 Qualifi ersin Dubai in March <strong>2012</strong>, Under-19 Asia Cup in Malaysia in Jun <strong>2012</strong> and the ICC Under-19 World Cup inAustralia in August <strong>2012</strong>; Sri Ganesh offi ciated in ICC World <strong>Cricket</strong> League Div 5 in <strong>Singapore</strong> in February<strong>2012</strong>, ACC - Under-19 Asia Cup in Malaysia in June <strong>2012</strong> and ICC World <strong>Cricket</strong> League Div 4 in Malaysiain September <strong>2012</strong>; Ramesh MV offi ciated in World <strong>Cricket</strong> League Div 8 in Samoa in September <strong>2012</strong>; andBishir K Mehta offi ciated in ACC Under-16 Cup in Malaysia in May <strong>2012</strong>.Two umpires from the SCA Elite Panel Umpires, Rajan Krishnakumar and Hardeep Jadeja, were given theopportunity to complete their ACC Level 2 Certifi cation in <strong>2012</strong> at the ACC Level 2 Umpires course in KualaLumpur, Malaysia. With this, there are twelve ACC Level 2 Certifi ed Umpires in <strong>Singapore</strong> second only toNepal in the region.(b) ScoringThe scoring sub-committee has been very pro-active in ensuring most of the domestic league games areoffi ciated by a qualifi ed scorer. The scorer’s sub-committee is proud that the progress on this front has beenexcellent and in line with the plan this year. The scoring sub-committee conducted two scoring courses anda refreshers course this year to ensure there is high quality of scorers available to offi ciate for all matches inthe domestic league. A special mention of thanks to Nasir Madakia for coordinating scorers for all the leaguegames.For the fi rst time the ACC held the ACC Advanced Scorer’s Course in Kathmandu, Nepal in September <strong>2012</strong>.Two senior scorers from <strong>Singapore</strong> were selected to participate in this course. EDUCATION PROGRAMS(a) Coaching CoursesVarious coaching courses were held through the year to increase SCA’s coaching resources to cater to thegrowing demand for coaches and coaching clinics in <strong>Singapore</strong>.SCA and ACC jointly hosted the ACC level 1 coaching course in <strong>Singapore</strong> from 27 Nov <strong>2011</strong> to 30 Nov<strong>2011</strong>. Mr. Aminul Islam, ACC Development Offi cer, ran the Level 1 course assisted by the SCA Developmentteam Mr. Saad Khan Janjua, Mr. Shoib Razak, Mr. Chetan Suryawanshi and Mr. Sarika Prasad.Participants of the ACC Level 1 Coaching course withACC Development Officer Aminul Islam and SCA Coaches19 participants took part in the Level 1 course, which was held at the Kallang <strong>Cricket</strong> Ground. The 19participants had earlier successfully completed the SCA Level 0 course conducted by SCA in September<strong>2011</strong> to be eligible to do the ACC Level 1 course. All the participants did well and deserved to move to thenext level due to their commitment and interest which they possess for the game of <strong>Cricket</strong>.<strong>Singapore</strong> also played hosts to the ACC Level 2 coaching course that was held in <strong>Singapore</strong> from the 28th ofApril – 3rd May <strong>2012</strong>. 30 participants from 15 of the 18 non test playing member of the Asian <strong>Cricket</strong> Councilincluding four coaches from <strong>Singapore</strong> took part in this course conducted by ACC Development Offi cersAminul Islam, Rumesh Ratnayake and Iqbal Sikander along with consultant Ross Turner from Australia.Participants of the ACC Level 2 Coaching course with ACC DevelopmentOfficers Aminul Islam, Rumesh Ratnayake and Iqbal SikanderTwo of SCA’s senior coaches Saad Khan Janjua and Md. (b) Umpiring CoursesSCA recognises that quality is a continuous process. To that effect, SCA conducted the fi rst ACC Level 1Course for our umpires in <strong>Singapore</strong> in February <strong>2012</strong>. This is the stepping stone for our emerging umpiresto get into the ACC arena. It has to be noted that the participants for ACC Level 2 Umpiring course - highestlevel within ACC are selected only from the pool of umpires who have successfully completed the Level 1course. The ACC Level 1 course was ably conducted by the veteran International Umpire Mr. K.T. Francisfrom Sri Lanka. The course boasted of 26 participants, of which 21 successfully obtained the ACC Level 1Certifi cation.In view of the tremendous increase of the need for good quality umpires, yet another Level 0 Umpiring coursewas conducted this year in May <strong>2012</strong>. The course was conducted by Sarika Sivaprasad and Sri Ganesh andit added 27 new umpires to the Panel, most of whom have taken to active umpiring right away in this season.With this induction, we are proud that we achieved the landmark of crossing a century of umpires in the Panelas we currently have 104 umpires in the Panel.(c) Scoring CoursesIn line with the ambitious goal of having over 100 registered scorers by the end of the year, SCA has beenorganising training courses for Scorers. A basic scorer’s course was held by SCA on the 14th and 15th Julyat the <strong>Singapore</strong> Indian <strong>Association</strong> to introduce the basics of scoring to the participants.The response for the course was overwhelming with a strong attendance of 31 participants, which included5 women. It is really heartening to see that more women are now coming forward to be a part of thecricketing community. Mr Raghuram, an experienced scorer and member of the SCA Scorer’s sub-committeeconducted the Basic scorer’s course. Various topics related to scoring including mechanics of scoring, dutiesof the scorer, laws relating to scoring, understandingUmpire’s signals, exercises on symbols used andscoring for a game.The participants were given the opportunity toview the video of an SCA league match which wasplayed recently and practice scoring for that game.This helped simulate a real life out door situation andthe participants, especially those with no scoringexperience, enjoyed this exercise. A Scorer’shandbook which has the Code of conduct forscorers and Pointers for scorers was also releasedto the participants during the course.Feedback from the participants has been veryencouraging.
