Acknowledgements
I wish to thank many friends, colleagues and experts I have talked
to and had discussions with over the years about Serbia’s failure to
transform and its catastrophic consequences. My special thanks go to
the United State Institute of Peace, where I have spent almost a year
as the senior fellow working on the project. I want to thank Daniel
