London Pre-Arranged Housing for Spring 2013October 2012<strong>Syracuse</strong> University <strong>Abroad</strong> is happy to once again offer a <strong>pre</strong>-<strong>arranged</strong> <strong>housing</strong> option for studentsparticipating in the London program. The flats are for four people. There are limited spaces available in the <strong>pre</strong><strong>arranged</strong><strong>housing</strong>. If there is more demand than space, we will have a lottery to assign spots. In <strong>pre</strong>vioussemesters, we have been able to accommodate most students interested in <strong>pre</strong>-<strong>arranged</strong> <strong>housing</strong>. Students notinterested in <strong>pre</strong>-<strong>arranged</strong> <strong>housing</strong> will find their own apartments in London with a briefing, listings, andguidance and support from the London staff.Our <strong>pre</strong>-<strong>arranged</strong> <strong>housing</strong> is located in the heart of the University district, the Clerkenwell neighborhood ofLondon, near Farringdon tube station and within a twenty minute walk to Faraday House. While the cost ofthese flats is higher than the amount contained in the program fee (there is a $1,595 surcharge), the two mainadvantages to students are that they will not have to look for <strong>housing</strong> upon their arrival in London, andthis is a ready-made solution for students <strong>pre</strong>ferring dorm-type living arrangements. <strong>SU</strong> <strong>Abroad</strong> hasnegotiated an agreement with a London-based company, Anglo American Educational Services, to provide this<strong>housing</strong>. To view some pictures of what a typical <strong>pre</strong>-<strong>arranged</strong> flat will look like, please go to the <strong>SU</strong> <strong>Abroad</strong>website (http://suabroad.syr.edu) – click on the “London, England” button under “Destinations” and then on“Pre-Arranged Housing” on the Housing page. Please note that the flats are not all the same, but the roomsize is British, and smaller than American student <strong>housing</strong> might be.The agreement provides for the availability of forty (40) spaces for our students (<strong>SU</strong> and non-<strong>SU</strong>). There are tenfour person flats. Bedrooms will have 2 occupants. There are 2 bathrooms in each flat, and a kitchen equippedto British standards, with a washer/dryer. Students will be assigned to a bedroom and flat based on the Pre<strong>arranged</strong>Housing Preference form.Each apartment is furnished, including a set of bed linens (towels are not provided), and a television in eachapartment lounge. Each flat is equipped with one telephone line for incoming and outgoing phone calls.Students will not be able to charge outgoing phone calls to the phone in the apartment. For that purpose,students will need to use a long-distance calling card. Limited broadband internet (wireless) is provided asstandard.Utilities (i.e. gas, electricity and water) are included as part of the rent. Anglo American Educational Serviceswill provide weekly cleaning of the apartment, including a change of bed linen. Maintenance for the apartmentswill be provided (including but not limited to plumbing, heating, appliances and fixtures) and there will be a 24-hour <strong>housing</strong> emergency contact. NOTE: individuals may be allergic to cleaning solutions or to pest controlsprays used in the flats.Smoking within the flats is not permitted, and overnight guests are not permitted due to fire regulations.Beyond the semester tuition and program fee charges, students selecting the <strong>pre</strong>-<strong>arranged</strong> <strong>housing</strong> optionmust pay an additional $1,595 fee which will be added to their Bursar bill. Furthermore, a securitydeposit of $600 is required when the contract is returned to <strong>SU</strong> <strong>Abroad</strong>. The University will process thecheck received for the security deposit and return it (or a portion thereof) only after the apartment is cleared anddeemed undamaged by Anglo American Educational Services. This may take four to six weeks or more fromthe end of the semester. If for any reason students do not receive a placement in <strong>pre</strong>-<strong>arranged</strong> <strong>housing</strong>, and havepaid the security deposit, the University will coordinate the return of the deposit and the contract will becomenull and void. Note: Students finding their own <strong>housing</strong> also have to pay a security deposit on their flats,typically equal to one month’s rent.Please note that neither <strong>Syracuse</strong> University nor Anglo American Educational Services carries insuranceon students’ personal items. We strongly urge all students to obtain the appropriate insurance coveragefor personal items that may be lost due to theft or damage while abroad.If more than forty students apply for the <strong>pre</strong>-<strong>arranged</strong> <strong>housing</strong>, assignments will be made through a lotterydrawing for all students who have filed the necessary papers by November 1. The lottery will be held after thedue date.

Housing Fee.From the Program Fee for the London Program, the “Housing Fee” and a supplement feeof $1,595 (the “Supplement”) will be used by the University to pay AAES for the use bythe Participating Student of one of the flats in the apartment building for the Term. TheParticipating Student acknowledges that the Participating Student will use and occupy oneof the flats in the apartment building without having the opportunity to have inspected theapartment building or the flat to which the Participating Student will be assigned. Flat sizewill vary, and even rooms within flats will not be the same size. Further, the ParticipatingStudent may not have met one or more of the flat mates to be sharing the flat. If, for anyreason, the Participating Student does not use the flat assigned to the Participating Studentfrom the Term Commencement Date through the Official Program Ending Date, theHousing Fee will nonetheless be used for the sole purpose of paying AAES for its makingone flat in the apartment building available to the Participating Student.5. Security Deposit and Responsibility for the Loss or Damage of AAES Property.The Participating Student is responsible for any lost or damaged AAES property in theParticipating Student’s flat and in the common areas of the apartment building. Further,the Participating Student shall be responsible for any unacceptable telephone charges,payable in accordance with Section 8 of this Agreement. The Participating Student isrequired to pay the University offices of <strong>Syracuse</strong> University <strong>Abroad</strong>, <strong>Syracuse</strong>, NY 13244the sum of $600 as a security deposit for the Participating Student’s obligations under thisAgreement. Student, will have the obligation to vacate the flat on the Official Program Ending Date inthe condition which the flat existed as of the Term Commencement Date; ordinary wearand tear and damage by fire or other elements are excepted. Inspections of the flat will bescheduled at the beginning and end of the Term.All or a portion of the damage depositwill be used by the University to pay for the cost of repairing any damage to the flat or anydamage to communal areas of the building that can reasonably be attributed to theParticipating Student. The Participating Student shall pay the University the cost ofrepairing any damages in excess of the deposit. The balance of the security deposit shallbe refunded to the Participating Student when the flats have been vacated, inspected andpossible damage charges assessed. It may be several weeks after the Official ProgramEnding Date before the University is able to process any refunds. If for any reason, theparticipating Student does not use the flat assigned to the Participating Student from theTerm Commencement Date through the Official program Ending Date, the SecurityDeposit will nonetheless be used for the sole purpose of paying AAES for its making oneflat in the building available to the Participating Student.6. Smoke Alarms.A penalty of 250 BPS per flat will be imposed by AAES if it is discovered that smokealarms have been tampered with or removed during the students’ occupation of a flat.7. Lost Keys.Lost keys will be replaced at a cost of 25 BPS, payable to the University.8. Telephones.Each flat will be provided with one telephone capable of receiving incoming calls andpermitting outgoing calls made with a telephone charge card. Outgoing emergency callsare also possible to 999. Any unacceptable telephone charges will be assessed to theParticipating Student after the Official Program Ending Date (see Section 5).4 1656910.6 9/15/2011


9. The Apartment Building.The apartment buildings are not owned or managed by <strong>Syracuse</strong> University. AAES isresponsible for the provision of flats in the apartment building, and for the provision ofservices as described in this contract. A University staff member in London will provideoversight in the resolution of problems that may occur in the flats.In the event of a problem with the flat, the Participating Student is expected to notifyAAES of reasonable requests by calling the contact number provided to the ParticipatingStudent by AAES. AAES is the entity charged with resolving the problem.AlthoughAAES is responsible for problem resolution, AAES will keep the University apprised ofongoing problems and the resolution of those problems through regular contact with theUniversity’s designated staff member. Students may approach the University’s designatedstaff member to ex<strong>pre</strong>ss concerns or to ask for clarification of their <strong>housing</strong> situation. TheUniversity will provide assistance to students in making their concerns known to AAESand in working out these problems with AAES.10. Safety and Security.Although the University has used its best efforts to locate <strong>housing</strong> accommodations thatare safe and secure, the University cannot guarantee the safety and security of students.The Participating Student understands and agrees that the University shall not beresponsible or liable in any way for injury or loss suffered by the Participating Studentexcept for any injury or loss proximately caused by the University’s intentional ornegligent act or omission. The University strongly recommends that the ParticipatingStudent obtain insurance coverage for the personal property of the Participating Student.11. Rules Relating to the Apartment Building.The Participating Student shall comply with the House Rules relating to the apartmentbuildings. 12. Contingency.The obligations of the University and the Participating Student are subject to theParticipating Student being placed in the <strong>pre</strong>-<strong>arranged</strong> <strong>housing</strong> group for the University’sLondon Program for the Term. The Participating Student acknowledges that there may bemore students who wish to participate in the <strong>pre</strong>-<strong>arranged</strong> <strong>housing</strong> option than there arespaces available. If there are more students who wish to participate than there are spacesavailable, the University will hold a lottery drawing which will determine the students whowill be placed in the <strong>pre</strong>-<strong>arranged</strong> <strong>housing</strong> group. The University will process the securitydeposit check given by the Participating Student to the University upon the signing of thisAgreement. If the Participating Student is not selected to be placed in the <strong>pre</strong>-<strong>arranged</strong>group, this Agreement shall become null and void and the University will coordinate thereturn of the security deposit to the Participating Student within 30 days after the lotterydrawing.13. Cancellation Policy.If the Participating Student cancels this Agreement before November 9, 2012, the HousingFee and Supplement of $6,795 will be refunded. If, for any reason, the ParticipatingStudent cancels this Agreement after November 9, 2012, the Participating Student will becharged the full Housing Fee and Supplement of $6,795 and no refund will be given,unless another student is found to use and occupy the flat assigned by this Agreement.14. Co-Signer.Each co-signer to this Agreement is a parent or legal guardian of the Participating Student.Each co-signer shall be jointly and severally liable for the obligations of the ParticipatingStudent under this Agreement. This account is automatically “topped up” each week (each Saturday morning).Accounts can be used by only one person on a single computer, and user IDs and passwords should be retained, as they will beneeded to log on each time. User IDs and passwords are issued before arrival.If you exhaust your allowance and need to top up, you can purchase extra minutes/bandwidth. Please keep it clean and tidy at all times and be considerate to thoseliving with you.In order to limit damage and charges, please follow these Do’s and Don’ts:DO’sDO maintain reasonable quiet at all times, especially between 10 p.m. and 8 a.m. There is an excessive noise ordinance inLondon. If a neighbor complains about you or your flat-mates, the local authorities have an appointed environmental healthoffice who can be called 24 hours a day. If he believes the noise is unacceptable, he can impose a fine of up to £5,000.DO ensure that any spillage to the carpet or upholstery is cleaned immediately to reduce the chance of damage charges beingmade upon your departure.DO turn off your lights, water and heating when they are not in use.DON’TsDO NOT smoke within the building. It is illegal. Charges and fines will apply.DO NOT have parties.DO NOT have overnight guests.
