Dear readers,The Israeli government has launched a national strategic program for develop<strong>in</strong>g <strong>the</strong> Negev and a program for promot<strong>in</strong>g and develop<strong>in</strong>g<strong>in</strong>dustries and employment <strong>in</strong> peripheral regions, particularly <strong>in</strong> Galilee. The objective of <strong>the</strong>se programs is to create developmentalstrongholds which could later <strong>in</strong>fluence and transform economical development throughout <strong>the</strong> Negev and Galilee. In order to fur<strong>the</strong>r <strong>the</strong>achievement of <strong>the</strong>se economical and occupational developmental objectives, <strong>the</strong> M<strong>in</strong>istry of Industry, Trade and Labor has establisheda designated unit - The Negev and Galilee Development Center.The Center is responsible for <strong>in</strong>tegrat<strong>in</strong>g, manag<strong>in</strong>g and coord<strong>in</strong>at<strong>in</strong>g <strong>the</strong> designated treatment for economic development, for f<strong>in</strong>ancial<strong>in</strong>vestments and employment <strong>in</strong> <strong>the</strong> Negev and Galilee regions, with <strong>the</strong> aim of <strong>in</strong>creas<strong>in</strong>g growth and employment <strong>in</strong> <strong>the</strong>se regions.The Center was established under <strong>the</strong> authority of <strong>the</strong> M<strong>in</strong>istry of Industry, Trade and Labor CEO and is operat<strong>in</strong>g cooperatively with allprofessional units with<strong>in</strong> <strong>the</strong> m<strong>in</strong>istry, as well as with various governmental agencies. The Beersheba Advanced Technology ParkDescription of <strong>the</strong> ProjectThe Project is <strong>in</strong>tended for <strong>the</strong> advancement of <strong>the</strong> Negev <strong>in</strong> general andBeersheba as a technology and <strong>in</strong>dustrial metropolis <strong>in</strong> particular. TheProject's aim is <strong>the</strong> creation of quality employment for graduates of <strong>the</strong><strong>in</strong>stitutes of higher education and creation of an advanced <strong>in</strong>dustrial andtechnological <strong>in</strong>frastructure which will be able to benefit from <strong>the</strong> researchand educational <strong>in</strong>frastructure of <strong>the</strong> nearby Ben-Gurion University. ThePark is located <strong>in</strong> <strong>the</strong> vic<strong>in</strong>ity of <strong>the</strong> new Beersheba railway station. Hitechcompanies <strong>in</strong> Israel and abroad that are engaged <strong>in</strong> science-based<strong>in</strong>dustry research and development will be concentrated <strong>in</strong> <strong>the</strong> Park. Itis <strong>in</strong>tended that <strong>the</strong> science park will help speed up <strong>the</strong> processes ofeconomic and urban development of <strong>the</strong> Beersheba metropolitan area.Government <strong>in</strong>vestment <strong>in</strong> <strong>the</strong> Park amounts to approximately NIS 51Million. The Negev National Bio-Technology InstituteDescription of <strong>the</strong> ProjectThe State of Israel is mak<strong>in</strong>g substantial <strong>in</strong>vestments <strong>in</strong> <strong>the</strong> field of basicacademic research civil-<strong>in</strong>dustrial development and at an unprecedentedrate <strong>in</strong> comparison to o<strong>the</strong>r countries 1 . The National Bio-TechnologyInstitute provides an example of <strong>the</strong> connection between academia and<strong>in</strong>dustry, where <strong>the</strong> results of applicative reserch are quickly passed to<strong>in</strong>dustry and <strong>in</strong>tegrate <strong>in</strong>to production. The Institute places emphasison development of <strong>in</strong>novative technological applications <strong>in</strong> collaborationwith academia and o<strong>the</strong>r research <strong>in</strong>stitutes <strong>in</strong> Israel and world-wide. TheInstitute is located <strong>in</strong> Beersheba and more than 75% of <strong>the</strong> researchersand employees <strong>in</strong> <strong>the</strong> Institute are Negev residents.The Project is be<strong>in</strong>g undertaken by <strong>the</strong> Office of <strong>the</strong> Chief Scientists' <strong>in</strong><strong>the</strong> M<strong>in</strong>istry of Industry, Trade and Labor <strong>in</strong> conjunction with <strong>the</strong> M<strong>in</strong>istryfor Development of <strong>the</strong> Negev and Galilee, Ben Gurion University of <strong>the</strong>Negev and a foreign donor. Industrial Incubator ProgramDescription of <strong>the</strong> ProjectThe Industrial Incubator <strong>in</strong> <strong>the</strong> Negev is work<strong>in</strong>g for <strong>the</strong> establishment ofa manufactur<strong>in</strong>g base for technology/eng<strong>in</strong>eer<strong>in</strong>g-based companies whohave passed <strong>the</strong> stage prov<strong>in</strong>g technological feasibility and are <strong>in</strong>tend<strong>in</strong>gto set-up an <strong>in</strong>dustrial manufactur<strong>in</strong>g operation (<strong>in</strong>clud<strong>in</strong>g <strong>the</strong> software andprocess<strong>in</strong>g sector). The Incubator Project activity will have an emphasison transition to <strong>in</strong>dustrial manufactur<strong>in</strong>g and will subsequently <strong>in</strong>clude <strong>the</strong>carry<strong>in</strong>g out of research and development or eng<strong>in</strong>eer<strong>in</strong>g activity to perfect<strong>the</strong> product. This <strong>in</strong>cludes "Beta-Site", <strong>in</strong>dustrialization, manufactur<strong>in</strong>gpreparation, preparation of manufactur<strong>in</strong>g portfolios, commencement ofproduction <strong>in</strong> small series, preparation for market<strong>in</strong>g, commercializationof <strong>the</strong> products, products design, tra<strong>in</strong><strong>in</strong>g of personnel, establishmentof operat<strong>in</strong>g <strong>in</strong>frastructures, participation <strong>in</strong> exhibitions and professionalconferences and obta<strong>in</strong><strong>in</strong>g consult<strong>in</strong>g services <strong>in</strong> a range of spheresconnected with company build<strong>in</strong>g and <strong>in</strong>dustrialization. The period overwhich <strong>the</strong> work of sett<strong>in</strong>g up <strong>the</strong> <strong>in</strong>cubator project is <strong>in</strong>tended to be isbetween two to three years accord<strong>in</strong>g to <strong>the</strong> plan that is to be approvedfor <strong>the</strong> whole Project. Renewable Energy Technology CenterDescription of <strong>the</strong> ProjectThe Renewable Energy Technology Center <strong>in</strong> <strong>the</strong> Negev will proceedwith <strong>the</strong> promotion of research and development projects <strong>in</strong> this field <strong>in</strong>collaboration with university o<strong>the</strong>r research <strong>in</strong>stitutions, research <strong>in</strong>stitutesand <strong>in</strong>dustry. The Sde Boker National Water Technology CenterDescription of <strong>the</strong> ProjectThe Sde Boker technology center is program for <strong>the</strong> development of watertechnologies <strong>in</strong> Israel. The object of <strong>the</strong> center is to extend aid to <strong>the</strong> watersector, as a transition from <strong>the</strong> research and development stage to <strong>the</strong>manufactur<strong>in</strong>g and market<strong>in</strong>g stage and to lay <strong>the</strong> foundation for <strong>the</strong> statusof Israeli <strong>in</strong>dustry as a pr<strong>in</strong>ciple factor <strong>in</strong> <strong>the</strong> worldwide water technologymarket. As part of <strong>the</strong> more extensive program, a number of steps willbe taken to encourage academic research and <strong>in</strong>dustrial research anddevelopment, <strong>in</strong>clud<strong>in</strong>g <strong>the</strong> establishment of a national water technologycenter at Sde Boker. The center will comb<strong>in</strong>e bus<strong>in</strong>ess <strong>in</strong>itiatives withacademic research and will streng<strong>the</strong>n <strong>the</strong> l<strong>in</strong>k between academia and<strong>in</strong>dustry. No'am Industrial ParkDescription of <strong>the</strong> ProjectThe No'am Industrial Park located near Netivot, Sderot, Rahat and Ofakimhas been designated as a suitable location for <strong>in</strong>creas<strong>in</strong>g <strong>the</strong> supplyof places of employment <strong>in</strong> <strong>the</strong> Western Negev. In view of this, variousbenefits and <strong>in</strong>centives have been provided that encourage <strong>the</strong> ownersof exist<strong>in</strong>g enterprises or <strong>the</strong> owners of new enterprises, to relocate andestablish <strong>the</strong>ir operations <strong>in</strong> this <strong>in</strong>dustrial park. Aid for <strong>the</strong> Establishment of Change-Generat<strong>in</strong>gEnterprises <strong>in</strong> <strong>the</strong> Priority A AreasIn view of <strong>the</strong> global economic crisis and its implications on <strong>the</strong> state ofIsrael and especially priority A areas. <strong>the</strong> M<strong>in</strong>istry of Industry, Trade andLabor and <strong>the</strong> M<strong>in</strong>istry of F<strong>in</strong>ance have formulated a track for <strong>the</strong> provisionof aid to encourage <strong>the</strong> establishment of change - generat<strong>in</strong>g enterprises<strong>in</strong> <strong>the</strong> Priority A areas. As <strong>the</strong> supply and range of places of employment<strong>in</strong> <strong>the</strong> Priority A areas is substantially lower than those <strong>in</strong> <strong>the</strong> center of <strong>the</strong>country, employees who have lost <strong>the</strong>ir jobs <strong>in</strong> bus<strong>in</strong>esses <strong>in</strong> <strong>the</strong> Priority Aareas f<strong>in</strong>d it difficult to f<strong>in</strong>d alternative employment and some of <strong>the</strong>m areeven lost to <strong>the</strong> employment market.The purpose of this track is to create a wide range and scope of stableplaces of employment <strong>in</strong> <strong>the</strong> Priority A regions through <strong>the</strong> establishmentof enterprises <strong>in</strong> this area or <strong>the</strong> relocation of <strong>in</strong>dustrial activity to this area,with a total <strong>in</strong>vestment of at least NIS 300 Million and an employmentexpectation of at least 400 employees.Extent of <strong>the</strong> Aid Be<strong>in</strong>g Provided:Up to 25% of <strong>the</strong> total eligible <strong>in</strong>vestment (equipment and mach<strong>in</strong>ery, expensesof plann<strong>in</strong>g and supervision of build<strong>in</strong>gs; construction; land and <strong>in</strong>frastructuredevelopment; <strong>in</strong>stallations and systems <strong>in</strong> <strong>the</strong> build<strong>in</strong>g; improvements <strong>in</strong>leased property; <strong>in</strong>stallation of equipment; runn<strong>in</strong>g-<strong>in</strong> costs; office equipment;computers and communications; transportation of equipment).Fur<strong>the</strong>r details can be obta<strong>in</strong>ed from <strong>the</strong> website of <strong>the</strong> M<strong>in</strong>istry ofIndustry, Trade and Labor - <strong>Invest</strong>ment Center.17 Negev and Galilee Development Center

Development and Upgrad<strong>in</strong>g of Infrastructures<strong>in</strong> Industrial Parks <strong>in</strong> <strong>the</strong> Priority AreasNIS 30 Million will be allocated for <strong>in</strong>vestment for development andupgrad<strong>in</strong>g of <strong>in</strong>frastructures <strong>in</strong> <strong>in</strong>dustrial parks <strong>in</strong> <strong>the</strong> Negev and Galilee,The programs will assist <strong>the</strong> Local Authorities <strong>in</strong> <strong>the</strong> outly<strong>in</strong>g areas torestore <strong>the</strong> <strong>in</strong>frastructure <strong>in</strong> <strong>the</strong> <strong>in</strong>dustrial parks and encourage <strong>the</strong>attraction of enterprises to <strong>the</strong>se areas.This Program accomplishes <strong>the</strong> policy of <strong>the</strong> M<strong>in</strong>istry of Industry, Trade andLabor to streng<strong>the</strong>n <strong>the</strong> <strong>in</strong>dustry <strong>in</strong> <strong>the</strong> Negev and Galilee and to attractenterprises to <strong>the</strong>se <strong>in</strong>dustrial parks, <strong>in</strong>crease <strong>the</strong> supply of places ofemployment and encourage economic growth <strong>in</strong> <strong>the</strong>se areas.An <strong>in</strong>ter-m<strong>in</strong>isterial committee of <strong>the</strong> M<strong>in</strong>istry of Industry, Trade andLabor and <strong>the</strong> M<strong>in</strong>istry for <strong>the</strong> Development of <strong>the</strong> Negev and Galileehas formulated criteria and benchmarks for <strong>in</strong>dustrial development andupgrad<strong>in</strong>g <strong>in</strong> <strong>the</strong> <strong>in</strong>dustrial and employment parks. At <strong>the</strong> end of <strong>the</strong>process <strong>the</strong> Committee decided that budget funds would be provided for15 <strong>in</strong>dustrial parks under this Program <strong>in</strong> <strong>the</strong> com<strong>in</strong>g year. Projects Focus<strong>in</strong>g on <strong>the</strong>Bedou<strong>in</strong> Population<strong>in</strong> <strong>the</strong> NegevBedou<strong>in</strong>-Arab society is undergo<strong>in</strong>g a process ofdifficult social and political changes as a result of <strong>the</strong>transition from a traditional lifestyle to a modern lifestyle.This transition has led to a challeng<strong>in</strong>g situation <strong>in</strong> allareas of life. Bedou<strong>in</strong> society has lost its sources oflivelihood and traditional vocation (agriculture and sheeprear<strong>in</strong>g) while at <strong>the</strong> same time an alternative economicsystem has not been developed. A system of personalsupport is <strong>the</strong>refore necessary, which is compatibleand for <strong>the</strong> most part more prolonged than <strong>the</strong> systemsof support currently exist<strong>in</strong>g. This system will enable<strong>the</strong>m to acquire basic tools <strong>in</strong> a manner that befits<strong>the</strong> characteristics of <strong>the</strong> Bedou<strong>in</strong> population, <strong>in</strong> orderto cope <strong>in</strong> <strong>the</strong> best possible way with <strong>the</strong> personal,professional and economic barriers fac<strong>in</strong>g <strong>the</strong>m <strong>in</strong> <strong>the</strong>process of establishment of bus<strong>in</strong>esses and entry <strong>in</strong>to<strong>the</strong> bus<strong>in</strong>ess world.The follow<strong>in</strong>g are examples of <strong>the</strong> specially designatedprojects for this population group:• Employment Center for <strong>the</strong> Bedou<strong>in</strong> Sector:Accord<strong>in</strong>g to data of <strong>the</strong> Central Bureau of Statistics,


<strong>the</strong> percentage of those <strong>in</strong> employment among <strong>the</strong> Bedou<strong>in</strong>population is one of <strong>the</strong> lowest <strong>in</strong> <strong>the</strong> Country. It has <strong>the</strong>reforedecided to establish specially designated employment centers<strong>in</strong> <strong>the</strong> Bedou<strong>in</strong> localities. These centers will encompass <strong>the</strong>various subjects that relate to solv<strong>in</strong>g employment-relatedproblems and will attempt to remove most of <strong>the</strong> exist<strong>in</strong>gbarriers. The aims of establish<strong>in</strong>g <strong>the</strong> Employment Centers<strong>in</strong>clude an <strong>in</strong>crease <strong>in</strong> <strong>the</strong> number of Bedou<strong>in</strong> be<strong>in</strong>g <strong>in</strong>tegrated<strong>in</strong>to employment, assistance <strong>in</strong> <strong>the</strong> creation of <strong>in</strong>itiativesand small bus<strong>in</strong>esses, an <strong>in</strong>crease of <strong>the</strong> net <strong>in</strong>come of<strong>in</strong>dividuals and Bedou<strong>in</strong> families and a change <strong>in</strong> perceptionsand traditional employment practices among <strong>the</strong> Bedou<strong>in</strong>population.The Project is <strong>in</strong> conjunction with <strong>the</strong> "Jo<strong>in</strong>t" and <strong>the</strong> M<strong>in</strong>istry forDevelopment of <strong>the</strong> Negev and Galilee and is be<strong>in</strong>g carried outthrough <strong>the</strong> Community Centers Corporation.Target Group: residents of <strong>the</strong> Bedou<strong>in</strong> localities <strong>in</strong> <strong>the</strong> Negevwho are not engaged <strong>in</strong> salaried employment or self-employed,between ages 18-65.• Establishment of Specially Designated Foster<strong>in</strong>g ofInitiative Centers (FIC) for <strong>the</strong> Bedou<strong>in</strong> Sector <strong>in</strong> <strong>the</strong>Negev - with <strong>the</strong> object of <strong>in</strong>creas<strong>in</strong>g <strong>the</strong> exposure of Bedou<strong>in</strong>bus<strong>in</strong>esses,help<strong>in</strong>g <strong>the</strong>m overcome <strong>the</strong> problem of <strong>the</strong> largedistances between <strong>the</strong> localities and to facilitate greateraccessibility of bus<strong>in</strong>ess owners <strong>in</strong> <strong>the</strong> sector to <strong>the</strong> variousservices that exist <strong>in</strong> <strong>the</strong> FIC, establish<strong>in</strong>g a special extensionunder <strong>the</strong> FIC <strong>in</strong> Beersheba and supply<strong>in</strong>g various services toentrepreneurs and small bus<strong>in</strong>esses <strong>in</strong> <strong>the</strong> sector. In additions,a number of bedouim advisors with a profound knowledge oflanguage and culture have been rta<strong>in</strong>ed to provide bus<strong>in</strong>esscounsel<strong>in</strong>g and oversee bus<strong>in</strong>ess.• Loans Fund for Small Bus<strong>in</strong>esses <strong>in</strong> <strong>the</strong> Bedou<strong>in</strong> Sector:With <strong>the</strong> object of encourag<strong>in</strong>g <strong>in</strong>itiatives among <strong>the</strong> Bedou<strong>in</strong>sector <strong>in</strong> <strong>the</strong> Negev and assist<strong>in</strong>g <strong>in</strong> <strong>the</strong> establishment ofnew bus<strong>in</strong>esses and <strong>the</strong> expansion of exist<strong>in</strong>g bus<strong>in</strong>esses,it was decided to establish a Loans Fund which wouldprovide assistance to <strong>in</strong>terested parties wish<strong>in</strong>g to establisha bus<strong>in</strong>ess or expand <strong>the</strong> operation of an exist<strong>in</strong>g bus<strong>in</strong>ess.The aims of <strong>the</strong> Fund are to streng<strong>the</strong>n Bedou<strong>in</strong> Society andrelieve <strong>the</strong> unemployment situation among <strong>the</strong> Bedou<strong>in</strong> <strong>in</strong><strong>the</strong> Negev Region. The Fund is designated for <strong>the</strong> provisionof special loans for small bus<strong>in</strong>esses and for work<strong>in</strong>g capitalloans on preferential terms. NIS 5 Million has been allocatedto <strong>the</strong> Fund and its conditions are: a loan amount of up to NIS75,000 for a period of up to five years with <strong>the</strong> possibility ofa period of six months "grace" at prime rate <strong>in</strong>terest. security- two personal guarantors. Every bus<strong>in</strong>ess <strong>in</strong> <strong>the</strong> Project is a recipient of <strong>the</strong> closesupervision of a lead<strong>in</strong>g market<strong>in</strong>g consultant and of a speciallydesigned aid package adapted to him <strong>in</strong> accordance with hisneeds.• Enterprise Centers for Students - Provides students andmembers of academic staff with appropriate tools for <strong>the</strong>enhancement and development of bus<strong>in</strong>ess <strong>in</strong>itiatives tocreate new sources of employment <strong>in</strong> <strong>the</strong> Negev and Galilee.The essence of <strong>the</strong> Project is to promote and develop <strong>the</strong>question of <strong>in</strong>itiatives <strong>in</strong> <strong>the</strong> outly<strong>in</strong>g areas by close assistanceto <strong>the</strong> students and <strong>the</strong> academic staff and provide <strong>the</strong>m withmanagement tools which will assist <strong>the</strong>m <strong>in</strong> efficiently operat<strong>in</strong>g<strong>the</strong> bus<strong>in</strong>esses that are opened <strong>in</strong> <strong>the</strong> future. In order to assistIsraeli companies <strong>in</strong> <strong>the</strong> creation of strategic collaboration, <strong>the</strong>Government of Israel has <strong>in</strong> <strong>the</strong> last two decades concludedagreements with many countries <strong>in</strong> which each countryundertakes to assist <strong>in</strong> provid<strong>in</strong>g f<strong>in</strong>ance for its companies thatare participat<strong>in</strong>g <strong>in</strong> jo<strong>in</strong>t research and development projectswith Israel. A project that is accepted <strong>in</strong>to an <strong>in</strong>cubatorreceives a loan from <strong>the</strong> State amount<strong>in</strong>g to 85% of <strong>the</strong>recognized expenditure up to a level of NIS 2.1 Million for aperiod of two years with projects <strong>in</strong> <strong>the</strong> field of bio-technologyand pharmaceuticals be<strong>in</strong>g also entitled to support for a thirdyear <strong>in</strong> <strong>the</strong> <strong>in</strong>cubator. Currently most of <strong>the</strong> <strong>in</strong>cubator ownersare participat<strong>in</strong>g and are also tak<strong>in</strong>g <strong>the</strong> lead <strong>in</strong> <strong>the</strong> cont<strong>in</strong>u<strong>in</strong>grecruitment of companies <strong>in</strong> <strong>the</strong>ir portfolios.Of <strong>the</strong> 24 technology <strong>in</strong>cubators, 15 <strong>in</strong>cubators are operat<strong>in</strong>g<strong>in</strong> <strong>the</strong> Negev and Galilee.2.2 Technology Based Industrial IncubatorStart<strong>in</strong>g from 2008 <strong>the</strong>re have been 2 <strong>in</strong>dustrial <strong>in</strong>cubatorsoperat<strong>in</strong>g <strong>in</strong> Haifa and Arad. The R&D is carried out <strong>in</strong> DevelopmentRegion A (namely, <strong>the</strong> Negev) which is entitled to an additionalgrant of 10% of <strong>the</strong> amount of <strong>the</strong> grant approved by <strong>the</strong> ChiefScientist's Research Committee. An addition of 25% to <strong>the</strong>amount of <strong>the</strong> grant decided by <strong>the</strong> Research Committee willbe provided for a research and development program be<strong>in</strong>gcarried out <strong>in</strong> a region described as a "friction zone". The Framework Program of <strong>the</strong> European Union for R&DThis is <strong>the</strong> biggest program <strong>in</strong> global terms for scientific and<strong>in</strong>dustrial cooperation. Generic Technology R&D (GTRD) - "Magnet"-The "Magnet" Program operates with<strong>in</strong> <strong>the</strong> office of <strong>the</strong> ChiefScientist with <strong>the</strong> aim of re<strong>in</strong>forc<strong>in</strong>g <strong>the</strong> long term competitivetechnological advantage of <strong>in</strong>dustry <strong>in</strong> Israel by support<strong>in</strong>g <strong>the</strong>development of generic technology <strong>in</strong>frastructures that will actas a platform for <strong>the</strong> development of future products.Technological <strong>in</strong>frastructure development is based oncollaboration between a number of <strong>in</strong>dustrial corporations anduniversity research <strong>in</strong>stitutes which expresses itself <strong>in</strong> terms ofjo<strong>in</strong>t activity as part of a consortium or association of <strong>the</strong> users.The amount of <strong>the</strong> grant provided <strong>in</strong> <strong>the</strong> GTRD framework toan <strong>in</strong>dustrial manufactur<strong>in</strong>g company is 66%, and up to 80% to<strong>the</strong> Research Institute.5.2. "Magneton" -Aim of <strong>the</strong> program is <strong>the</strong> encouragement of a transfer oftechnologies from academia to <strong>in</strong>dustry, <strong>in</strong> order to exploit <strong>the</strong>achievements of academic research <strong>in</strong> an <strong>in</strong>dustrial application,and for development of a product possess<strong>in</strong>g economicpotential. 5.3 "Nofar" - Industrial Application for Academic ResearchThe aim of <strong>the</strong> program is to bridge <strong>the</strong> gap between <strong>the</strong> basicand <strong>the</strong> applicative research, and to direct it towards <strong>in</strong>dustrialbasedrealization, <strong>in</strong> order to <strong>in</strong>crease <strong>the</strong> applicative potentialof academic research - via <strong>the</strong> opportunity of direct<strong>in</strong>g it to an<strong>in</strong>dustrial manufactur<strong>in</strong>g sector with economic potential. Thework is only carried out <strong>in</strong> academia after <strong>the</strong> basic researchstage has concluded, be<strong>in</strong>g a preparatory stage before itscont<strong>in</strong>uation <strong>in</strong> o<strong>the</strong>r frameworks. The program is restricted tobiological fields.Initial applicative research, is research that does not qualify forsupport by <strong>the</strong> universities because it is not basic researchand is not sufficient to warrant support by <strong>in</strong>dustry or <strong>in</strong> <strong>the</strong>"Magneton" framework.Extent of <strong>the</strong> grant: research <strong>in</strong> <strong>the</strong> program qualifies for agrant of up to 90% of <strong>the</strong> approved budget, and all <strong>the</strong> knowhowrights will belong to <strong>the</strong> Research Institute. For every"Nofar" Project <strong>the</strong>re must be an oversee<strong>in</strong>g <strong>in</strong>dustrial companythat can provide professional <strong>in</strong>struction for <strong>the</strong> research andcontribute 10% to <strong>the</strong> f<strong>in</strong>anc<strong>in</strong>g of its cost. Upon conclusionof <strong>the</strong> research <strong>the</strong> oversee<strong>in</strong>g company will be given <strong>the</strong> firstright of conduct<strong>in</strong>g negotiations with <strong>the</strong> Research Institute.The program is restricted to <strong>the</strong> fields of biotechnology andonly technology and for one year of research, <strong>the</strong> maximumresearch budget is up to NIS 466,000.5.4 "Katamon" - Encouragement of transfer of watertechnology from academia to <strong>in</strong>dustry -An additional aid program that operates with<strong>in</strong> <strong>the</strong> frameworkof <strong>the</strong> Chief Scientist for <strong>the</strong> re<strong>in</strong>forcement and expansion of<strong>the</strong> technology base <strong>in</strong> <strong>the</strong> water sector, The object of thisprogram is to encourage local development of state of <strong>the</strong> arttechnologies which will form a basis for systems and solutions<strong>in</strong> <strong>the</strong> water sector, by exploit<strong>in</strong>g <strong>in</strong>dustrial resources andacademic know-how.The target group is comprised of an academic researcher, an<strong>in</strong>dustrial manufactur<strong>in</strong>g company and a water <strong>in</strong>frastructurecompany who will jo<strong>in</strong>tly make progress with technology upto <strong>the</strong> stage of proof of actual feasibility. Establishment of an Enterprise - Aid TracksThe <strong>Invest</strong>ment Center at <strong>the</strong> M<strong>in</strong>istry of Industry, Trade andLabor operates under <strong>the</strong> Encouragement of Capital <strong>Invest</strong>mentsLaw, 5719-1959. The Center encourages <strong>the</strong> establishment andexpansion of <strong>in</strong>dustrial enterprises, hotels and tourism-relatedbus<strong>in</strong>esses by grant<strong>in</strong>g <strong>the</strong> status of an "approved enterprise" toa scheme of <strong>in</strong>vestment <strong>in</strong> an enterprise provided that it satisfies<strong>the</strong> follow<strong>in</strong>g conditions: 25% or more of its total <strong>in</strong>come <strong>in</strong> <strong>the</strong>tax year from sales to a certa<strong>in</strong> market is from sales to a certa<strong>in</strong>market which numbers at least 12 million <strong>in</strong>habitants - and also<strong>the</strong> o<strong>the</strong>r conditions set out <strong>in</strong> detail <strong>in</strong> Section 18A (b) of <strong>the</strong> Law.The aims for <strong>the</strong> <strong>Invest</strong>ment Center for <strong>the</strong> grant of "approvedenterprise" status are: advisability <strong>in</strong> terms of <strong>the</strong> nationaleconomy, ability to compete <strong>in</strong> <strong>in</strong>ternational markets, <strong>in</strong>novativetechnologies, places of employment, satisfy<strong>in</strong>g <strong>the</strong> State'srequirements. Placement of New Employees1. Employment Track -As part of <strong>the</strong> employment track, assistance is provided <strong>in</strong>respect of engagement of employees <strong>in</strong> <strong>the</strong> form of <strong>the</strong> paymentof grants as a percentage of <strong>the</strong> employees' salaries. Three aidschemes are operat<strong>in</strong>g <strong>in</strong> this framework.A. An employment track <strong>in</strong> which assistance is provided for 30months on two subsidiary tracks:1. The general track <strong>in</strong> <strong>the</strong> "outly<strong>in</strong>g areas" - a graduatedamount of assistance is provided, vary<strong>in</strong>g between 15%- 30% dur<strong>in</strong>g <strong>the</strong> first 10 months, 5% - 10% dur<strong>in</strong>g <strong>the</strong>last 10 months depend<strong>in</strong>g on <strong>the</strong> size of <strong>the</strong> Company. InDevelopment Region A, <strong>the</strong> aid varies between 5% - 25%depend<strong>in</strong>g on <strong>the</strong> size of <strong>the</strong> Company.2. The special population group track (m<strong>in</strong>orities, ultraorthodox,handicapped, s<strong>in</strong>gle parents). The track isavailable all over <strong>the</strong> country to entrepreneurs who employ90% of <strong>the</strong>se population groups and <strong>the</strong> amount of aidvaries between 35% <strong>in</strong> <strong>the</strong> <strong>in</strong>itial months to 10% <strong>in</strong> <strong>the</strong> lastmonths. M<strong>in</strong>imum employment on <strong>the</strong>se tracks is 5 jobsand <strong>the</strong> wage ceil<strong>in</strong>g for assistance is NIS 15 thousand.B.Initiatives for development of <strong>the</strong> outly<strong>in</strong>g regions:With<strong>in</strong> this framework, aid is provided for two types of enterprises:1. High salary earn<strong>in</strong>g enterprises (m<strong>in</strong>imum wage costof 250% of <strong>the</strong> national average wage). The m<strong>in</strong>imumemployment is 15 employees <strong>in</strong> <strong>the</strong> "outly<strong>in</strong>g" regions,when <strong>the</strong> aid will vary between 35% <strong>in</strong> <strong>the</strong> first year and5% <strong>in</strong> <strong>the</strong> fourth year. An advance payment will be madewhen <strong>the</strong> required m<strong>in</strong>imum is reached and with additionalassistance to those tak<strong>in</strong>g early steps to recruit employees.2. Firmly based enterprises. In this framework, <strong>the</strong> assistanceis provided to companies with a turnover of more thanNIS 100 million, and with a m<strong>in</strong>imum employment of 100jobs when <strong>the</strong> required wage cost is 150% of <strong>the</strong> nationalaverage wage.C.Send<strong>in</strong>g employees on paid leave (Agreed Leave):Assistance is provided to enterprises that employ more than 25employees, to send employees on paid leave. The employercan remove up to 100 employees from any paid leave cycle fora period of 3 months. Dur<strong>in</strong>g this period, <strong>the</strong> employer will pay<strong>the</strong> social benefits for employees up to 18% of <strong>the</strong> last salaryand high salary unemployment grant.
