VieauPresident & CEO, A123 Systems, Inc.In November 2009, the <strong>Electrification</strong> Coalition releasedthe <strong>Electrification</strong> <strong>Roadmap</strong>, a comprehensive policyframework analyzing the state of the electric drive vehicleindustry and the barriers to achieving higher rates ofpenetration in America’s light-duty vehicle fleet. The goalof the <strong>Roadmap</strong> was ambitious: to transform the U.S. lightdutyground transportation system from one that is oil-dependent to onepowered almost entirely by electricity, enhancing U.S. economic prosperityand safeguarding national security. The report proposed an ambitiousfederal initiative to establish ‘electrification ecosystems’ in a number ofAmerican cities. <strong>Electrification</strong> ecosystems—also known as deploymentcommunities—were designed to move grid-enabled electric vehicles (GEVs)past early adopters and into mainstream consumer markets.The <strong>Electrification</strong> <strong>Roadmap</strong> envisioned a competitive selection processmanaged by the Department of Energy (DOE). To compete, applicantcities and communities would need to demonstrate that they had madesignificant progress toward establishing the regulatory environmentin which GEVs would thrive. The most competitive applications woulddemonstrate the support of a broad range of public and private stakeholders,including utilities, utility regulators, large local employers, vehicle andcharger OEMs, and state and local governments. The winning communitieswould be eligible for targeted, amplified, temporary subsidies for consumers,infrastructure providers, and utilities. The program was proposed to advancein two phases and expire in 2018.
