Jonathan’s Medicaid ServiceCoordinator worked at the Capital District Developmental Disabilities Services Office,which served the region <strong>of</strong> the Careys’ Bethlehem, New York home.NEW YORK STATE AGENCIES RESPONDING TO ALLEGATIONSOF JONATHAN CAREY’S ABUSEOffice <strong>of</strong> Children and Family Services’ <strong>State</strong> Central Register <strong>of</strong>Child Abuse and MaltreatmentThe New York <strong>State</strong> Office <strong>of</strong> Children and Family Services operates andmaintains the <strong>State</strong> Central Register <strong>of</strong> Child Abuse and Maltreatment. 3According tolaw, the purpose <strong>of</strong> the <strong>State</strong> Central Register and New York’s child protective system is“to encourage more complete reporting <strong>of</strong> suspected child abuse and maltreatment and toestablish in each county <strong>of</strong> the state a child protective service capable <strong>of</strong> investigatingsuch reports swiftly and competently and capable <strong>of</strong> providing protection for the child orchildren from further abuse or maltreatment and rehabilitative services for the child orchildren and parents involved.” In essence, the <strong>State</strong> Central Register is a central locationto r eport and refer cases <strong>of</strong> suspected child abuse to the appropriate investigative agency,as well as a repository for names <strong>of</strong> individuals found to have abused or maltreated achild.The register is in continuous operation and receives telephone calls frommandated reporters and the general public (including anonymous sources) alleging child3 Social Services Law § 422.33
