She has extensive experience and publications in working with individualswith autism and has served as a principal investigator on a number <strong>of</strong> federally-fundedresearch projects involving individuals with autism.Although this investigation’s analysis is limited to the actions <strong>of</strong> the oversightagencies in responding to the Careys’ complaint, understanding what occurred toJonathan at the Anderson School was essential. Accordingly, this agency made anexhaustive effort to establish and report on the underlying facts and events that occurredat the Anderson School to be able to establish the adequacy <strong>of</strong> the ensuing investigations.Much <strong>of</strong> the information related to Jonathan’s medical and clinical care, as well asthe investigations <strong>into</strong> allegations <strong>of</strong> child abuse, are protected by a variety <strong>of</strong> strictconfidentiality laws. The Inspector General obtained consent from Michael and LisaCarey to obtain and disclose information related to Jonathan’s medical and clinicalrecords and treatment in the interest <strong>of</strong> ensuring that this report would be thorough andcomplete. The Inspector General also obtained explicit authorization from the Office <strong>of</strong>Children and Family Services, pursuant to Social Services Law § 422-a, to disclosecertain information from the <strong>State</strong> Central Register.
