He shall be neatly dressed, should wear white color uniform &shall carry a mobile phone in working condition, for which, no separatepayment shall be made by the Department .15. The Transport Operator and driver shall be bound to carry out theinstructions of the Department as well as of the Officers assigned to thevehicle.16. A daily record indicating time and mileage for each vehicle shall bemaintained in a log book.17. The Chief Commissioner of Income tax, Delhi, New Delhi reserves theright to accept or reject any or all quotations without assigning anyreasons.18. An interest free refundable security deposit of Rs. 10,000/- in the from of acrossed demand draft in favor of DCIT (H.Q) (Fin), New Delhi shall besubmitted by the contractor at the time of the award of the contract.19. In the event of the award of the tender & prior to execution of the contract,the contractor shall be required to submit copies of the RegistrationCertificates & Comprehensive Insurance Policies of the vehicles beingoffered for hire & particulars with photograph of the drivers dedicated toeach vehicle. He shall also be required to produce the vehicles in the officeof the undersigned for the physical verification/inspection.20. Notwithstanding anything contained in para-11, this contract will beeffective for duration of one year from the date of signing the contractunless terminated earlier for violation of any of the terms & conditionsmentioned above. The contract may be renewed for a further period ofone year as mutually agreed upon, subject to satisfactory performance.

Terms & Conditions (for Empanelment of vehicle provider)The interested parties must be capable of providing vehicles on their own on thefollowing terms & conditions-1. The make of the vehicles should be specified separately & the model should notbe earlier than 2011. All the vehicles must have valid taxi permit to run in theterritory of NCR.2. The successful bidder shall have to provide the desired number ofvehicles. However, in case the successful bidder expresses his inability tosupply the total number of vehicles required, the option shall be given tothe next lowest bidder to supply remaining number of vehicles at thelowest quoted rates (L1).3. The bidder must have past experience of providing minimum 5 vehicleson hire to at least one government organization/PSU/a prominent privatesector entity.4. The vehicle shall be at the disposal of the Income Tax Departmentthroughout the contract period at all times. Dedicated vehicle number anddriver shall not be changed without prior approval of hiring authority.The vehicle shall be parked either at the office or at the residence of theofficer of the Department to whom the vehicle is assigned by the hiringauthority at the option of the officer/ hiring authority.5. Contract charges include monthly charges of driver, repairs andmaintenance of vehicle, insurance, petrol/diesel, oil and also any otherincidental expenses including penalty, fine etc.6. CNG fitted vehicles shall also have the option of running on petrol/dieselin emergency situation.7. In the case of any accident, all the claims arising out of it shall be met bythe Contractor.8. The vehicle will be kept neat and clean and in perfect running condition &should be provided with air conditioners, heaters, neat & clean set covers& curtains.9. If the vehicle is out of order, the Contractor shall provide a substitutevehicle immediately. In case vehicle does not report on time/does notreport at all, the Department would have a right to hire a vehicle from themarket & the additional cost incurred by the Department will be borne bythe Contractor.10. Payment shall be made at the end of every month on presentation of thebill.11. The Driver should have valid driving license & the vehicle should beregistered with the concerned authorities of Central/State Govt. Acertificate to this effect should be provided. Other Information to be suppliedTechnical BidThe interested parties are requested to provide the following informationalong with the quotations:-1. Name & Address of the Contractor2. Nature of business3. Income Tax assessment particulars for the last three years, Ward &PAN4. Number of the vehicles owned along with proof of ownership. Theoperator should own at least 5 vehicles.5. Turnover in the past three years6. Details of hiring of vehicles done in the past:-a. Name & Addresses of the parties to whom vehicles were givenon hire;b. Period for which the vehicles were hired out;c. Number of vehicles given on hire.d. Model and make of vehicles.PRICE BIDa) The rate for running of hired vehicles should be quoted for 2500 Kms. &330 hours per moth. The time & distance is to be calculated from the time& place or reporting to the time & place of release. The rates for petrol,diesel and CNG run vehicles are to be given separately.b) Rates for extra Km/hour must be separately specified.c) Rates for 80km/10 hours per day must be separately specified foradditional cars that may be required on temporary basis.Quotation should be sent in sealed covers super scribed as quotation for hiring ofvehicles & should reach the office of the PRO Room No. G-22A, C.R. Building,I.P. Estate, New Delhi on or before 27 th March 2012 by 1 P.M. The quotation willbe opened on the same day at 4 P.M on 27.03.2012 in the Conference Hall, 3 rdFloor, C.R. Building, I.P. Estate, New Delhi in the presence of one representativeof each of the bidder who wishes to be present.
