One of<strong>the</strong> major challenges ofhumanity today is tobalance <strong>in</strong>creas<strong>in</strong>g dem<strong>and</strong>s<strong>for</strong> fresh water<strong>and</strong> <strong>in</strong>tegrity of freshwaterbiodiversity <strong>and</strong>aquatic environment.More than 1/3 rd of<strong>the</strong> humanity today isliv<strong>in</strong>g without adequatefresh water <strong>and</strong> <strong>for</strong>ecastsstate that twothirds of <strong>the</strong> Worldpopulation will bewithout safe dr<strong>in</strong>k<strong>in</strong>gwater by <strong>the</strong> year2025.The wetl<strong>and</strong>s <strong>and</strong>rivers, store morethan 90% of <strong>the</strong>liquid fresh wateron earth surface,are important <strong>for</strong>human developmentdue to <strong>the</strong>important ecosystem<strong>and</strong> livelihoodsupports <strong>the</strong>y provide.The environmental conditionsof most lakes are<strong>in</strong> a steady decl<strong>in</strong>e dueto severe anthropogenicpressures <strong>and</strong> deserveimmediate conservationattention to overcome<strong>the</strong> imm<strong>in</strong>ent water crisis.Coastal backwaters <strong>and</strong><strong>in</strong>l<strong>and</strong> water bodies areeconomically efficientsystems, now fast decl<strong>in</strong><strong>in</strong>gdue to lack of care,improper management,over exploitation <strong>and</strong>lack of awareness. Oneof <strong>the</strong> hopes of wetl<strong>and</strong>conservation lies <strong>in</strong> <strong>the</strong>‘active <strong>in</strong>volvement of<strong>the</strong> dependent communities’<strong>in</strong> <strong>the</strong> managementof natural resources.This can be streng<strong>the</strong>nedby Institutionaliz<strong>in</strong>g communityrights over protection<strong>and</strong> harvest of<strong>the</strong> natural resources.<strong>Vembanad</strong> Lake (Kerala)- <strong>the</strong> largest tropicalwetl<strong>and</strong> ecosystem on<strong>the</strong> southwest coast ofIndia is only next to <strong>the</strong>Arabian Sea <strong>in</strong> terms ofsupport<strong>in</strong>g maximumlivelihood activities.Apart from this, <strong>Vembanad</strong>Lake has immenseconservation importanceas a designated Ramsarsite. S<strong>in</strong>ce livelihoodactivities of a large numberof people are directlydependent on <strong>the</strong>Lake, <strong>the</strong> deteriorationof extent <strong>and</strong> quality of<strong>the</strong> lake leads to <strong>in</strong>-creased conflicts. ATREEis try<strong>in</strong>g to address someof <strong>the</strong> conservation issuesfaced by <strong>Vembanad</strong>Lake by br<strong>in</strong>g<strong>in</strong>g toge<strong>the</strong>rlocal communities<strong>and</strong> <strong>in</strong>stitutions tostreng<strong>the</strong>n wetl<strong>and</strong> management.Through itsCommunity EnvironmentalResource Centre(CERC), established atAlappuzha, ATREE aimsto build multi-sectoral<strong>and</strong> multi- stakeholderpartnerships at <strong>the</strong> locallevel to <strong>in</strong>fluence decisionmak<strong>in</strong>g, <strong>in</strong>creasecoord<strong>in</strong>ation betweenstakeholders <strong>and</strong>streng<strong>the</strong>n <strong>the</strong>ir capacityto address <strong>the</strong> variousissues related to <strong>the</strong>susta<strong>in</strong>able managementof <strong>Vembanad</strong> Wetl<strong>and</strong>s.If Kerala is ‘God’s owncountry’ as it is popularlyknown, <strong>Vembanad</strong> Lakeis <strong>the</strong> ‘signature of Almighty’leas<strong>in</strong>g out hisl<strong>and</strong> to humanity.ATREE’s VemabanadTeam is happy to presentthis News Letter‘<strong>Vembanad</strong>’, reflect<strong>in</strong>g<strong>the</strong> charm (<strong>and</strong> agonies)of this magnificent lakewith a special focus onits conservation issues.- Priyadarsanan“Oh! Even though <strong>the</strong>recent growth rate of tourism<strong>in</strong>dustry is exponential, <strong>and</strong> ithas opened up a new arena oflivelihood opportunities, <strong>the</strong>lack of a vision <strong>and</strong> organizedplann<strong>in</strong>g is clearly visible.There is a visible shift fromfarm<strong>in</strong>g, fish<strong>in</strong>g <strong>and</strong> o<strong>the</strong>r traditionallivelihood sectors totourism, construction <strong>and</strong>o<strong>the</strong>r associated <strong>in</strong>dustries. Int<strong>and</strong>em with o<strong>the</strong>r factors,paddy fields are <strong>in</strong>creas<strong>in</strong>glybe<strong>in</strong>g left fallow even as <strong>and</strong>while <strong>the</strong> state depends on ricefrom neighbor<strong>in</strong>g states.tor will also be analyzed. Approachpapers <strong>and</strong> action planswill be prepared <strong>and</strong> shared <strong>in</strong>various <strong>for</strong>ums to draw attentionof all concerned policymakers, local leaders, stakeholders,to <strong>the</strong> critical situation.Citizens’ reports will bedeveloped on <strong>the</strong> basis of surveys<strong>and</strong> policy analysis.Panchayath Raj Institutions(PRI) have to play a significantrole <strong>in</strong> implement<strong>in</strong>g any environmentmanagement plan.Appropriate capacity build<strong>in</strong>gof PRI leaders <strong>in</strong> associationwith various tra<strong>in</strong><strong>in</strong>g <strong>in</strong>stitutesof <strong>the</strong> Government such asKerala Institute <strong>for</strong> Local Adm<strong>in</strong>istration(KILA) is also onbowl of Kerala’is slowly gett<strong>in</strong>gClam collectors areone of <strong>the</strong> most vulnerablecommunitiesdepend<strong>in</strong>g <strong>Vembanad</strong>its name as a‘waste bowl ofPhoto: DeepakKerala’ .”Agriculture is <strong>the</strong> mostimportant livelihoodactivity of <strong>the</strong> regionrespective stakes are unique<strong>and</strong> require an underst<strong>and</strong><strong>in</strong>gof local conditions <strong>and</strong> realities.There is conflict of <strong>in</strong>terestamong <strong>the</strong> primary stakeholders<strong>in</strong> <strong>Vembanad</strong>. Such<strong>in</strong>terests emerge to <strong>the</strong> <strong>for</strong>efrontby various groups whilestakes are discussed. Incorporationof such stakes <strong>and</strong> <strong>in</strong>terests<strong>in</strong>to <strong>the</strong> plann<strong>in</strong>g <strong>and</strong> implementationof activities of <strong>the</strong>program is important <strong>for</strong>achiev<strong>in</strong>g <strong>the</strong> goals of wetl<strong>and</strong>conservation <strong>and</strong> management.<strong>Vembanad</strong>’s picturesque environmentwith <strong>in</strong>tricate networkof canals <strong>and</strong> backwatersbordered by coconut palms,extensive paddy fields that arebelow mean sea level, largeflocks of birds <strong>and</strong> <strong>the</strong> warmhospitality of <strong>the</strong> peopleprompted <strong>the</strong> National Geo-Photo: KiranThe fertile region once called‘<strong>the</strong> rice bowl of Kerala’ isslowly assum<strong>in</strong>g <strong>the</strong> derogative‘waste bowl of Kerala’. Thelake is a s<strong>in</strong>k <strong>for</strong> pollutantbrought by <strong>the</strong> seven riversthat dra<strong>in</strong> <strong>in</strong>to it. Human <strong>in</strong>ducedchanges have also leadto <strong>the</strong> depletion of fish <strong>and</strong>resources. More than a hundredvarieties of fishes thatwere present a couple of decadesago have reduced to afigure of 58 as shown by recentstudies.Way ForwardDepartmental support systems<strong>and</strong> <strong>the</strong> roles of Panchayath Raj<strong>in</strong>stitutions <strong>in</strong> resolv<strong>in</strong>g pert<strong>in</strong>entissues under local plann<strong>in</strong>gprocess are be<strong>in</strong>g assessed.The functions of <strong>the</strong> exist<strong>in</strong>gco-operative societies to safeguard<strong>the</strong> <strong>in</strong>terest of each secouragenda.ATREE feels duty bound toassist <strong>the</strong> PRIs <strong>in</strong> <strong>Vembanad</strong>wetl<strong>and</strong> region to developenvironmental managementplans as part of <strong>the</strong>ir annualdevelopment plans dur<strong>in</strong>g <strong>the</strong>11 th plan period. We are explor<strong>in</strong>g<strong>the</strong> possibility of comb<strong>in</strong>edworkshops with KILA toorganize vision shar<strong>in</strong>g workshops<strong>in</strong> this context.The role of media <strong>in</strong> highlight<strong>in</strong>g<strong>the</strong> major issues will bechanneled suitably. VariousGovernment policies <strong>in</strong> <strong>the</strong>pipel<strong>in</strong>e need a closer look <strong>for</strong>facilitat<strong>in</strong>g remedial <strong>in</strong>terventionto <strong>the</strong> sector. Such Policybridg<strong>in</strong>g <strong>in</strong>itiatives at <strong>the</strong> State<strong>and</strong> National level will be ano<strong>the</strong>rtarget to fulfill.- Latha Bhaskar


Page 3<strong>Vembanad</strong>Jalapaadom Becomes Popular <strong>in</strong> <strong>Vembanad</strong> SchoolsPreparationsGett<strong>in</strong>g Teachers ReadyJalapaadom (Lessons on water)is a unique environmentaleducation program designed<strong>for</strong> <strong>the</strong> students <strong>in</strong> <strong>the</strong> <strong>Vembanad</strong>region. The programaims to create awarenessamong <strong>the</strong> students about <strong>the</strong>ecological functions of <strong>the</strong>lake ecosystem <strong>and</strong> about <strong>the</strong>socio-cultural <strong>and</strong> economicsignificance of wetl<strong>and</strong>s. Ultimatelythis is expected tomotivate <strong>the</strong> young generationto appreciate <strong>the</strong> valuesof wetl<strong>and</strong>s, so that <strong>the</strong>y becomeadvocates <strong>for</strong> wetl<strong>and</strong>conservation. Jalapaadom isimplemented <strong>in</strong> 40 villageJalapaadom was <strong>in</strong>augurated on October 4th, 2007Rays of Hope ….To be <strong>in</strong> <strong>the</strong> l<strong>and</strong> of <strong>the</strong> famed<strong>and</strong> endemic Vechoor cow wasgood enough. But little did Iexpect <strong>the</strong> response from <strong>the</strong>children who assembled <strong>for</strong> <strong>the</strong>first <strong>in</strong>teraction about Wetl<strong>and</strong>Study Centre at <strong>the</strong> VechoorDevi Vilasom School, <strong>in</strong> <strong>the</strong>tir<strong>in</strong>g pre-lunch hours!! But <strong>the</strong>bubbl<strong>in</strong>g group that assembledsurprised me. The teacher <strong>in</strong>charge, Mr. Sivankutty’s <strong>in</strong>troductoryspeech reflected <strong>the</strong>depth of awareness <strong>and</strong> knowledgeabout <strong>the</strong> complex issuesrang<strong>in</strong>g from tourism to l<strong>and</strong>based tox<strong>in</strong>s that are impact<strong>in</strong>g<strong>the</strong> <strong>in</strong>tegrity of <strong>the</strong> Lake. Thestudent group number<strong>in</strong>g 80listened with a lot of attentionwhile Jojo <strong>and</strong> me expla<strong>in</strong>ed<strong>the</strong> uniqueness of <strong>Vembanad</strong>lake, its impact on <strong>the</strong> “ecologyschools <strong>and</strong> afew colleges<strong>and</strong> TeacherTra<strong>in</strong><strong>in</strong>g Institutesadjo<strong>in</strong><strong>in</strong>g<strong>Vembanad</strong>Lake. The project activitiesare carried out through Wetl<strong>and</strong>Study Centres (WSCs)established <strong>in</strong> each participat<strong>in</strong>g<strong>in</strong>stitution.Each Wetl<strong>and</strong> Study Centrehas 60 to 80 active members.Convener <strong>and</strong> Jo<strong>in</strong>t convenerswere selected fromamong <strong>the</strong> students <strong>and</strong> twoteachers were selected to<strong>and</strong> environment” especiallys<strong>in</strong>ce it is part of <strong>the</strong>ir everyday life. Gokul, <strong>the</strong> President<strong>and</strong> Sreelakshmi <strong>the</strong> Secretaryof <strong>the</strong> Student Wetl<strong>and</strong> StudyCentre were confident about<strong>the</strong>ir roles <strong>and</strong> responsibilities,though shy <strong>in</strong> address<strong>in</strong>g <strong>the</strong>ga<strong>the</strong>r<strong>in</strong>g.The experience <strong>in</strong> <strong>the</strong> KudavechoorSt.Michael’s Higher SecondarySchool was different as<strong>the</strong> students were mostly fromhigher classes. Students areenthusiastic about <strong>the</strong> purpose<strong>and</strong> aim of WSCs <strong>and</strong> are committedto conserve this lake <strong>for</strong>future generations. The sprawl<strong>in</strong>gcampus of <strong>the</strong> schooltouches <strong>the</strong> banks of <strong>the</strong> lake<strong>and</strong> many of <strong>the</strong> participantscome to school by boat. Formal<strong>in</strong>augurations of <strong>the</strong> studycenters were organized <strong>in</strong> all<strong>the</strong>se schools <strong>the</strong>reby <strong>in</strong>itiat<strong>in</strong>g<strong>the</strong> function<strong>in</strong>g. Weeklymeet<strong>in</strong>gs, <strong>in</strong>vited lectures,documentary screen<strong>in</strong>g, noticeboards displays, competitions,field trips, etc. areamong <strong>the</strong> activities of WSCs.- T. D. JojoPa<strong>in</strong>t<strong>in</strong>gs by school childrenteacher <strong>in</strong> charge Mr. Sibi Josephquickly arranged <strong>the</strong> students<strong>in</strong> <strong>the</strong> big hall – a mixedgroup of very obedient girls<strong>and</strong> boys who were tensedabout <strong>the</strong> upcom<strong>in</strong>g SchoolYouth Festival. The responseto <strong>the</strong> class on ‘ecology <strong>and</strong>environment <strong>and</strong> <strong>the</strong> need tohave a research mentality <strong>in</strong>life’ was excit<strong>in</strong>g. Data collectionthrough close observationof <strong>the</strong> surround<strong>in</strong>gs as a researchmethodology was appeal<strong>in</strong>gto many of <strong>the</strong>m.The ABVHS School at Muhammast<strong>and</strong>s <strong>in</strong> <strong>the</strong> midst of ahuge s<strong>and</strong>y campus with trees<strong>and</strong> an old build<strong>in</strong>g. Mr. Ajithlalextended all help to assemble agroup of 40 students. His <strong>in</strong>troductoryspeech l<strong>in</strong>ked <strong>the</strong>Teachers are <strong>the</strong> architects of nextgeneration. Any program aim<strong>in</strong>g atmold<strong>in</strong>g <strong>the</strong> next generation shouldstart from <strong>the</strong> teachers. To make<strong>the</strong> teachers ready to take up <strong>the</strong>responsibilities of lead<strong>in</strong>g <strong>the</strong> WSCs,a workshop was organized at <strong>the</strong>ATREE-CERC on 3<strong>1.1</strong>0.2007. 43teachers from <strong>the</strong> WSCs participated<strong>in</strong> <strong>the</strong> workshop. Ms. Anitha Sharma<strong>in</strong>augurated <strong>the</strong> program <strong>and</strong> expla<strong>in</strong>ed<strong>the</strong> education module to <strong>the</strong>participants. Mr. Jojo T.D. <strong>in</strong>troduced<strong>the</strong> calendar of events <strong>for</strong> variouswetl<strong>and</strong> activities dur<strong>in</strong>g <strong>the</strong> academicyear.NewsJalapaadom InauguratedMr. K.C Venugopal, MLA of Alappuzha<strong>in</strong>augurated <strong>the</strong> Jalapaadomprogram on 4 th October 2007 at <strong>the</strong>YMCA Hall <strong>in</strong> a function chaired byDr. Ravi Chellam, Director ofATREE. Mr. P.P. Chitharanjan, MunicipalChairman of Alappuzha released<strong>the</strong> official logo of Jalapaadom.All <strong>the</strong> speakers expressed <strong>the</strong>irconcern over <strong>the</strong> issues of <strong>Vembanad</strong><strong>and</strong> appreciated ATREE <strong>for</strong> its timely<strong>in</strong>tervention <strong>and</strong> assured all possiblesupport <strong>for</strong> its ef<strong>for</strong>ts. Mr. K.V Dayal,<strong>the</strong> well known environmentalistmotivated students to be committedto protect <strong>the</strong>ir environment <strong>and</strong>take s<strong>in</strong>cere ef<strong>for</strong>ts to safeguard <strong>the</strong>Lake from fur<strong>the</strong>r destruction. Hedistributed <strong>the</strong> water quality test<strong>in</strong>gkits to WSCs.need <strong>for</strong> commitment to nature<strong>and</strong> society. The childrendisplayed very strong <strong>in</strong>terest<strong>and</strong> were able to list <strong>the</strong> uniquefeatures about <strong>Vembanad</strong> Lake.The project that was done lastyear on migratory birds by anoutgo<strong>in</strong>g student also proved<strong>the</strong> awareness of <strong>the</strong> teachershave about local ecology <strong>and</strong>nature.These are few <strong>in</strong>teractions <strong>and</strong>responses from <strong>the</strong> schools wevisited The silent, yet strongcommitment of <strong>the</strong> youngm<strong>in</strong>ds provides rays of hope.- Anitha Sharma


Page 7<strong>Vembanad</strong>Activity filled wetl<strong>and</strong> festivalSeveral activities were organized<strong>for</strong> students <strong>and</strong> stakeholdergroups who participated <strong>in</strong> <strong>the</strong>wetl<strong>and</strong>s festival, which <strong>in</strong>cluded,competitions <strong>for</strong> <strong>the</strong> students,exhibitions “ask <strong>the</strong> expertdesks”, <strong>and</strong> water quality monitor<strong>in</strong>gdemonstration kits. KudumbasreeSelf Help Groups displayedwetl<strong>and</strong> products like fish pickles,various types of rice <strong>and</strong> riceproducts, jam/squash, etc. whichwere also sold at <strong>the</strong> venue. Theactivities <strong>for</strong> <strong>the</strong> students <strong>in</strong>cludedquiz competition, frog call contest,pa<strong>in</strong>t<strong>in</strong>g, poster competitions,water games etc.The afternoon session startedwith a “wetl<strong>and</strong> conservationpledge” prepared by <strong>the</strong> studentsof NSS High School, Kavalam. Allparticipants pledged to safeguard<strong>and</strong> conserve <strong>the</strong> wetl<strong>and</strong>s, to <strong>the</strong>level best possible, through out<strong>the</strong>ir life. Two student poets recited<strong>the</strong>ir creations on <strong>Vembanad</strong>,was too touchy. A magicshow with <strong>the</strong> <strong>the</strong>me ‘Water <strong>and</strong>Wetl<strong>and</strong>” by <strong>the</strong> Magician ManuMancompu was ano<strong>the</strong>r attractionof <strong>the</strong> festival. Children enjoyedthis very well applaud<strong>in</strong>g everyitem. The first issue of <strong>the</strong> CERCnewsletter titled <strong>Vembanad</strong> wasreleased <strong>in</strong> this venue by Ms.Anitha Sharma, h<strong>and</strong><strong>in</strong>g over acopy to naturalist Mr. Manu.The conclud<strong>in</strong>g session waschaired by Mrs. Mariamma Kurienpopularly known as <strong>the</strong> “K<strong>and</strong>alAmma” who loves <strong>and</strong> protects<strong>the</strong> mangroves <strong>in</strong> her area. To thosewho had been to her house, gets a feel<strong>in</strong>gthat she had cared mangroves more than her11 children. In <strong>the</strong> past, she used to collectseeds from <strong>the</strong> dense mangrove patchesnear Kumarakom. Now one has to visit herl<strong>and</strong> to see <strong>the</strong> rema<strong>in</strong><strong>in</strong>g patches of mangroves<strong>in</strong> this region. She was <strong>in</strong>spired by herpoor fa<strong>the</strong>r who had started plant<strong>in</strong>g mangroves,<strong>in</strong>stead of putt<strong>in</strong>g stone walls likeo<strong>the</strong>rs do, to save <strong>the</strong>ir small piece of l<strong>and</strong><strong>and</strong> house from be<strong>in</strong>g eroded.It is perhaps <strong>the</strong> Indian Ocean tsunami thatimplanted <strong>the</strong> importance of mangroves <strong>in</strong><strong>the</strong> m<strong>in</strong>d of people <strong>and</strong> policy makers.
