Supplemental (Population Management) Hunts and Hunter PoolBeginning in 2003-2004, the Arizona Game and Fish Departmentestablished Population Management Hunts andthe Hunter Pool. AGFD Wildlife Managers found that previoushunt strategies designed to manage some wildlifepopulations were not meeting objectives. When regularhunt seasons don’t meet management objectives, conflictsbetween wildlife and other uses of the land can occur.Population management hunts are designed to allow theDepartment to achieve supplemental harvests of wildlifewhen traditional harvest strategies have not met their objectives.Population management hunts will enhance theDepartment’s ability to meet population and habitat managementobjectives.The following information is important to know if you areplanning on applying for a population management hunt.• Population management hunts may occur as necessary,under the provisions of R12-4-115 (refer to thecurrent Hunting and Trapping Regulations).• The Population Management Seasons CommissionOrder 26 approved by the Commission designatesthe range of species, season dates, open areas, legalwildlife, lawful taking methods, and maximum tagnumbers for population management hunts to beprescribed by the Director and implemented underR12-4-115.• When a population management hunt is found to benecessary, as prescribed in R12-4-115, hunters will beselected from the hunter pool made up of hunter poolapplicants (see application below).• The hunter pool list will be purged by the DepartmentDec. 31, 2014. You may apply at any time during the year(note: do not include the hunter pool hunt applicationform with a hunt permit-tag application—you must applyseparately. See application below for instructions).• To complete your application, you must designate thespecies of animal(s) you desire to hunt and the weapontype(s). You must also submit a $13 application fee(residents) or a $15 application fee (non-residents)(note: one application fee per application—not perspecies). Please do not send cash.• You may designate more than one species andweapon type on the application form. If you chooseto designate more than one species and weapontype on your hunter pool application, your name willbe included in the hunter pool for each species andweapon type you designate. This means that you maybe eligible to participate in a population managementhunt for more than one species or method of takeeach year (note: annual bag limits apply to all populationmanagement hunts and may limit your ability toparticipate in a population management hunt or regularseason hunt).• If you participate in a population management huntand fill your annual bag limit for that species, youmay not participate in a regular hunting season forthat species even if you are drawn through the normaldraw process (note: A.R.S. 17-332.(E). prohibits the issuingof a refund for the purchase of a license or apermit).• If your application is selected during a random drawingfor a population management hunt, the Departmentwill attempt to contact you three times bytelephone within a 24-hour period. If you cannot becontacted within 24 hours, your application will bereturned to the hunter pool for inclusion in futurepopulation management hunts during that same year.• If you are offered a restricted non-permit tag for apopulation management hunt, pursuant to R12-4-115, you may decline to participate. If you decline toparticipate, your application will be returned to thehunter pool for inclusion in future population managementhunts during that year (note: if you agree toparticipate in a population management hunt but failto purchase your tag within the timeframe designatedwhen you are contacted, you will not be eligible forfurther population management hunts that year).• If you elect to participate in a population managementhunt, it is probable that you will be asked to arrive inthe field to hunt within a few days of being contacted(note: purchase of restricted nonpermit-tag and applicablehunting license prior to hunting is required).• Restricted non-permit tags issued through the hunterpool may be purchased through the Department’sPhoenix office.
