AIRWORTHINESS INSPECTORSHANDBOOK-FOR NCAR 145/66/147/M49.3 At the successful conclusion of the audit(s) including verification of theexposition, an audit report form will be completed by the auditing surveyorincluding all recorded findings, closure actions and recommendation. A CAANForm 13 will be used for this activity.49.4 Credit may be claimed by the CAAN Surveyor(s) for specific item auditscompleted during the preceding 23 month period subject to four conditions:(a) the specific item audit will be the same as that required by M.A. Subpart G latestamendment, and(b) there will be satisfactory evidence on record that such specific item audits werecarried out and that all corrective actions have been taken, and(c) the CAAN surveyor(s) will be satisfied that there is no reason to believe standardshave deteriorated in respect of those specific item audits being granted a back credit;(d) the specific item audit being granted a back credit will be audited not later than 24months after the last audit of the item.49.5 When an operator sub-contracts continuing airworthiness management tasks allsub-contracted organisations will also be audited by the CAAN of operator atperiods not exceeding 24 months (credits per paragraph 4 above are permitted)to ensure they fully comply with M.A. Subpart G. For these audits, the CAANauditing surveyor will always ensure that he/she is accompanied throughout theaudit by a senior technical member of the operator. All findings will be sent toand corrected by the operator.49.6 When performing the oversight of organisations that hold both M.A. Subpart Fand M.A. Subpart G approvals, the CAAN will arrange the audits to cover bothapprovals avoiding duplicated visit of a particular area.50. Findings (NCAR M.B.705)50.1 When during audits or by other means evidence is found showing noncomplianceto the Part-M requirement, the CAAN will take the followingactions:(a) For level 1 findings, immediate action will be taken by the CAAN to revoke, limitor suspend in whole or in part, depending upon the extent of the level 1 finding,the continuing airworthiness management organisation approval, until successfulcorrective action has been taken by the organisation.(b) For level 2 findings, the CAAN will grant a corrective action period appropriate tothe nature of the finding that will not be more than three months. In certaincircumstances, at the end of this first period, and subject to the nature of thefinding the CAAN can extend the three month period subject to a satisfactorycorrective action plan.July 2012 Page 78

Findings (AMC M.B.705 (a) (1))51.1 For a level 1 finding the CAAN will inform the owner/operator and the CAANof any potentially affected aircraft in order that corrective action can be taken toensure possible unsafe conditions on these aircraft are corrected before furtherflight.51.2 Furthermore, a level 1 finding could lead to a non compliance to be found on anaircraft as specified in NCAR M.B. 303 (g). In this case, proper action asspecified in NCAR M.B.303 would be taken.52. Changes (NCAR M.B.706)52.1 The CAAN will comply with the applicable elements of the initial approval forany change to the organisation notified in accordance with point NCARM.A.713.52.2 The CAAN may prescribe the conditions under which the approved continuingairworthiness management organisation may operate during such changes unlessit determines that the approval will be suspended due to the nature or the extentof the changes.52.3 For any change to the continuing airworthiness management exposition:(a) In the case of direct approval of changes in accordance with NCAR M.A.704(b),the CAAN will verify that the procedures specified in the exposition are incompliance with this Annex (Part-M) before formally notifying the approvedorganisation of the approval.(b) In the case an indirect approval procedure is used for the approval of the changesin accordance with point NCAR M.A.704(c), the CAAN will ensure(i) that the changes remain minor and(ii) that it has an adequate control over the approval of the changes to ensurethey remain in compliance with the requirements of this Annex (Part-M);53. Changes (AMC M.B.706)53.1 Changes in nominated personsThe CAAN will have adequate control over any changes to the personnelspecified in NCAR M.A.706 (a), (c), (d) and (i).
