The procedures are required to bereviewed once in a year in the month <strong>of</strong> December. The documentary support forimplementation the above mentioned guidelines are already covered in this section.3. Organizations located in countries outside Nepal (NCAR 145.B.15)Applications <strong>of</strong> foreign firms seeking approval under NCAR 145 are dealt in the samemanner as organizations located in Nepal. All such applications will be accompanied bythe following:(i) Letter <strong>of</strong> Intent from the Nepalese operator desirous <strong>of</strong> using the facility.(ii) Copy or any evidence <strong>of</strong> FAA/CAAN and Local <strong>Authority</strong> approval.(iii) Recent audit findings from the above mentioned authorities and internal audit report.(iv) Resolution <strong>of</strong> the audit findings.(v) Work done on similar scope in the last three years.(vi) MOE & Capability List.(vii) Fees.Upon satisfactory scrutiny, the case file will be submitted to the Head <strong>of</strong> the<strong>Airworthiness</strong> Inspection Division or higher rank. Check lists in this regard must be usedto avoid missing <strong>of</strong> essential check points <strong>of</strong> approval. Approvals <strong>of</strong> the firm may beissued only after confirming that no deficiency is pending closure. Where maintenancefacilities are located outside Nepal the investigation and continued oversight <strong>of</strong> theapproval may be carried out by a team appointed by the Director General, CAA Nepal.4. Approval procedure (NCAR 145.B.20)4.1 Initial phase approvalThe <strong>of</strong>ficers who look after the approval process will follow the following procedureswhile processing the approval request.4.1.1 Introductory Meeting:Introductory meeting with the applicants, especially with the proposed accountablemanager along with post holders will be organized to emphasis the responsibility <strong>of</strong>upholding the maintenance quality and safety. The applicant may be asked to give apresentation on preparedness to compliance the requirements stipulated in the NCARand growth plan prior to start operation. Record <strong>of</strong> discussions will also be maintainedin the organization file.July 2012 Page 7
