AIRWORTHINESS INSPECTORSHANDBOOK-FOR NCAR 145/66/147/M10.3 A CAAN may elect to publish a proposed maintenance schedule for a pistonengined aircraft type or a group <strong>of</strong> piston engined aircraft types below 2730 Kgsmaximum take <strong>of</strong>f mass (MTOM) or for a sailplane, powered sailplane or balloontype or for a group <strong>of</strong> sailplanes, powered sailplanes or balloon types. Whenowners/operators <strong>of</strong> the aircraft mentioned above elect to use a CAAN proposedmaintenance schedule, all the out <strong>of</strong> phase manufacturer recommendations will beincorporated into the final maintenance programme in order for it to be approved.10.4 A copy <strong>of</strong> the approved programme will be retained by the CAAN, unless theprogramme is approved by a M.A. Subpart G approved organisation.10.5 The documentation issued by the CAAN to approve the operator’s maintenanceprogramme may include details <strong>of</strong> who may issue certificates <strong>of</strong> release to servicein a particular situation and may define which tasks are considered as complexmaintenance tasks or limited pilot owner maintenance according to Appendix V<strong>II</strong>Ito NCAR <strong>Part</strong> M.10.6 In the case <strong>of</strong> commercial air transport or large aircraft, development <strong>of</strong> theapproved operator’s maintenance programme is dependent upon sufficientsatisfactory in-service experience which has been properly processed. In general,the task being considered for escalation beyond the MRB limits will have beensatisfactorily repeated at the existing frequency several times before beingproposed for escalation. Appendix I to AMC M.A.302 and Para 10 gives furtherinformation.10.7 The CAAN may approve an incomplete maintenance programme at the start <strong>of</strong>operation <strong>of</strong> an aircraft or an operator, subject to limiting the approval <strong>of</strong> themaintenance programme to a period that does not exceed any requiredmaintenance not yet approved.10.8 If the CAAN is no longer satisfied that a safe operation can be maintained, theapproval <strong>of</strong> a maintenance programme or part <strong>of</strong> it may be suspended or revoked.Events giving rise to such action include:(a) An operator changing the utilisation <strong>of</strong> an aircraft;(b) The owner or M.A. Subpart G approved organisation has failed to ensure that theprogramme reflects the maintenance needs <strong>of</strong> the aircraft such that safe operationcan be assured.11. Maintenance Programme (AMC M.B.301 (c))11.1 Approval <strong>of</strong> an aircraft maintenance programme through a procedure establishedby a M.A. Subpart G organisation will require the organisation to demonstrate tothe CAAN that it has competence, procedures and record keeping provisions,which will enable the organisation to analyse aircraft reliability, TC holder’sinstructions, and other related operating and maintenance criteria.11.2 According to the complexity <strong>of</strong> the aircraft and the nature <strong>of</strong> the operation, themaintenance programme procedures will contain reliability centred maintenanceJuly 2012 Page 64
