This includes resources required for approving andmonitoring <strong>of</strong> continued compliance <strong>of</strong> NCAR 145 organization.It is important to note that the <strong>Airworthiness</strong> Inspection Division will have resources andcapabilities in commensurate with the scope and nature <strong>of</strong> the organization that seeksapproval. In other words, the organization desire to maintain new generation airliners ortraining aircraft seeking approval may be dealt in an appropriate manner for which the<strong>Airworthiness</strong> Inspection Division will have adequate resources as mention below:2.3.1 Description <strong>of</strong> Facility:Facilities and <strong>of</strong>fice space equipped with adequate number <strong>of</strong> <strong>of</strong>fice equipment such ascomputers, printers, document/record storage racks and security system and so on. The<strong>of</strong>fice accommodations are environmentally controlled to provide comfortable workplace to the <strong>Airworthiness</strong> Officers.2.3.2 Manpower plan and Review:Qualified and trained personnel in commensurate with quantum <strong>of</strong> activities have to beappointed to perform the approval tasks in a systematic and competent manner. Theadequacy <strong>of</strong> personnel is assessed and quantified based on reasonable justificationconsidering the quantum <strong>of</strong> existing activities and future activities in terms <strong>of</strong> manhours.Manpower requirements are being reviewed during the month <strong>of</strong> Decemberevery year or in the situation <strong>of</strong> increased activities; or based on number <strong>of</strong> certificatesissued and to be issued; the number and size <strong>of</strong> potential <strong>Part</strong>-145 approvedmaintenance organizations within the Country and outside, as well as the level <strong>of</strong> civilaviation activity, number and complexity <strong>of</strong> aircraft.2.3.3 Systems and Procedure:<strong>Airworthiness</strong> Office Procedures are endorsed by the Director General, CAA Nepal forsystematic processing <strong>of</strong> application, auditing and approval <strong>of</strong> organization. Thisprocedure manual is a reference document that provides guidance for day-to-dayactivities <strong>of</strong> <strong>of</strong>ficers.2.3.4 <strong>Authority</strong>:Each <strong>of</strong>ficer is issued with duties and responsibilities. The powers <strong>of</strong> delegationrelevant to the approval <strong>of</strong> maintenance organization have also been issued by theDirector General, CAA Nepal.2.4 Qualification and training (NCAR 145.B.10 (3))<strong>Airworthiness</strong> <strong>of</strong>ficer who performs this function will have requisite qualification,experience, skill and competency. Personal files containing the evidence <strong>of</strong> qualification,experience, skill and competency assessment will be maintained for each <strong>of</strong>ficer. Head<strong>of</strong> the <strong>Airworthiness</strong> Inspection Division will ensure that the <strong>of</strong>ficers involved in theprocess <strong>of</strong> approving aircraft maintenance organization under NCAR 145 must have:July 2012 Page 5
