AIRWORTHINESS INSPECTORSHANDBOOK-FOR NCAR 145/66/147/M4.4.1 Approval Recommendation:The audit completion report will be submitted through CAAN Form 6. Thecompleted CAAN Form 6 including approval recommendation page will bereviewed by the head of the office, approving authority or any other officerauthorized by the Director General, CAA Nepal. The review will take intoaccount the relevant paragraphs of NCAR 145, the categorization of findinglevels and the proper closure action taken. Completion of satisfactory review ofthe audit form and acceptance of organization will be indicated by the signatureof the auditors and approving authority in the CAAN Form 6.4.5 Issue of approval (NCAR 145.B.25)The authorized officers in CAAN will formally approve the exposition and issue to theapplicant the duly filled CAAN Form 3, the approval certificate, which includes theCertificate, approval schedules or ratings and capability register. The certificate ofapproval will only be issued when the organization is in full compliance with NCAR 145requirements.4.5.1 Capability ListingThe approval will be based only upon the organizational capability (including anyassociated sub-contractors) relative to NCAR 145 and not limited by reference toFAA/ CAAN type certificated products. For example, if the organisation iscapable of maintaining within the limitation of NCAR 145 the Boeing 737-200series aircraft, the approval schedule will state A1 Boeing 737-200 series and notBoeing 737-2H6 which is a particular airliner designator for one of many -200series.4.5.2 Signing of Approval CertificateThe approval of the exposition will be intimated in writing. The following pageswill be signed and stamped with office seals:(a)(b)(c)(d)(e)(f)List of effective pages.Scope of activities (at each site if applicable).List of nominated persons (Including Accountable Manager).Facility details (at each site if applicable).Scope of Quality System.Authorization SystemOn satisfying that the organization is complying all requirement stipulated in theregulation, the CAAN may issue an organization approval Certificate ensuringthe following.(i) Signing of Approval Certificate(ii) Signing of Approval ScheduleJuly 2012 Page 12
AIRWORTHINESS INSPECTORSHANDBOOK-FOR NCAR 145/66/147/M(iii) Verifying and signing of Capability List(iv) Ensure that the organization file contains all necessary document forapproval evidence(v) Update the Register of Approved Organization(vi) Completion of fees deduction procedures4.5.3 Approval validity (NCAR 145.B.25 (2))The conditions of the approval will also be indicated on the CAAN Form 3approval certificate. The validity of the NCAR 145 approvals will be for a periodnot exceeding 12 months.4.5.4 Approval Number (NCAR 145.B.25 (3))The reference number will be included on the CAAN Form 3 approvalcertificate. The numeric sequence will be unique to the particular approvedmaintenance organization.4.5.5 Multi-base Operation4.5.6 FeesFor organizations having multiple locations, the approval will be issued for themain base. In such cases the airworthiness office may carry out the inspection atthe sub base and line stations and forward the recommendations to include thesub-base or line station in the schedule. The periodic renewal may also be carriedout by the Authority based on the receipt of recommendations of theairworthiness office.For grant of approvals, or changes to the approval ratings by inclusion ofadditional type of Aircraft (aircraft and engine combination) on the Certificate ofapproval, fees will be charged in accordance with Civil Aviation Regulations2002. Enhancement of the scope of maintenance of an aircraft already included inthe certificate of approval will not attract charging of additional fees. For renewalof approvals the fees will be charged in accordance with Civil AviationRegulations 2002.5. Continuation of an approval (NCAR 145.B.30)The continuation of an approval will be monitored in accordance with the applicableinitial approval process under NCAR 145.B.20. In addition, the office will maintain andupdate a program listing the approved maintenance organization under its supervision,the dates when audit visits are due and when such visits were carried out. Credit may beclaimed by the officers for specific item audits completed during the preceding 11months period (i.e., each item of CAAN Form 6 may be deferred by 11 months from thedue date of the same item, if the previous results were satisfactory) subject to followingfour conditions:July 2012 Page 13
