Hence, a replication manual is developed by the SaferRiver, Life Saver Foundation, Inc. The projects presented <strong>in</strong> this replication manual are Solid WasteManagement and Coastal Resource Management.The replication manual is envisioned to direct the users particularly the replicat<strong>in</strong>g localgovernment unit what steps to undertake to effectively implement and susta<strong>in</strong> their project on SolidWaste Management and Coastal Resource Management at the barangay level. PrefaceThe Integrated Solid Waste Management Program is promoted by theLocal Government Units all over the country to confront garbage issues that allalong become afflict<strong>in</strong>g to the environment. R. A. 9003 or the Ecological SolidWaste Management Act of 2000 – An act provid<strong>in</strong>g for an Ecological Solid WasteManagement Program, creat<strong>in</strong>g the necessary <strong>in</strong>stitutional mechanism, and<strong>in</strong>centives, declar<strong>in</strong>g certa<strong>in</strong> acts prohibited and provid<strong>in</strong>g penalties,appropriat<strong>in</strong>g funds therefore, and for other purposes. It is a fundamental basis ofthe implementation of the project. All cities and municipalities are required toexecute the law <strong>in</strong> its barangays. In Cagayan de Oro City, Ord<strong>in</strong>ance Number8975 – An ord<strong>in</strong>ance requir<strong>in</strong>g the mandatory segregation of waste at source andprovid<strong>in</strong>g penalty for violation thereof and for other purposes. Hence, it ispromulgated to make the said act fully operational.


Project PrefaceIntroduction<strong>Barangay</strong> <strong>Lapasan</strong> is strategically located <strong>in</strong> the eastern part ofCagayan de Oro City. It is where most of the bus<strong>in</strong>ess districts are located.<strong>Lapasan</strong> has two big creeks, first is the Bitan-ag Creek that serves as literaland physical boundary of urban and rural barangays namely: <strong>in</strong> its westernside are the urban barangays 22, 24, 26, 33, 35; and, <strong>Barangay</strong> Puntod <strong>in</strong> thenorthwest. Macalajar Bay, which is known to be the gateway of M<strong>in</strong>danao, sitson the northern part. Hence, foreign and local vessels dock and trade <strong>in</strong> itsMacabalan port.Kolambog Creek, that is located <strong>in</strong> the east, runs through and opens tothe coastl<strong>in</strong>e. Unfortunately, it became the hatch for all the dischargeddomestic household wastes.LOADING THE EXCESSThe Integrated Solid WasteManagement Project of <strong>Lapasan</strong>adopted the Local EnvironmentalPlann<strong>in</strong>g and Management (L-EPM)process. This method, <strong>in</strong> turn, ispromoted by the Good Practice <strong>in</strong>Local Governance: Facility forAdaptation and Replication (GO-FAR). Thus, the focus of programis to support LGUs effort <strong>in</strong>confront<strong>in</strong>g local environmentalissues.In the a city-wide acitvity of L-EPM, <strong>Barangay</strong> <strong>Lapasan</strong>’srepresentatives has raised some of the ecological issues that need to beaddressed. The city government thru the endeavor of City Local Environmentand Natural Resources (CLENRO) <strong>in</strong>vited stakeholders from different sectorsof the city. Eventually, they are supportive the will<strong>in</strong>gness of the barangay toimplement a project based on the L-EPM.<strong>Lapasan</strong> Integrated Solid Waste Management Project


2The ma<strong>in</strong> goal of the project is <strong>in</strong> l<strong>in</strong>e with the effort of the barangay,which is to have a clean and healthy environment. The focus is to elim<strong>in</strong>ateirresponsible throw<strong>in</strong>g of garbage, and restor<strong>in</strong>g the creeks that becomedump<strong>in</strong>g sites.The ISWP PictureProject History: A FlashbackWhen the Susta<strong>in</strong>able Cities Program (SCP) <strong>in</strong> 1999 pioneered L-EPMprocess, <strong>Lapasan</strong> was one of the pilot barangays of Cagayan de Oro City.The goal of SCP is to encourage and provide for any susta<strong>in</strong>abledevelopmental projects <strong>in</strong> cities and municipalities throughout the world.Eventually, the focus of the global program is seek<strong>in</strong>g measures for prevalentecological issues, <strong>in</strong> which are effective and susta<strong>in</strong>able.The L-EPM was demonstrated with the facilitation of the citygovernment through the City Local Environment and Natural Resources(CLENRO). L-EPM process <strong>in</strong>cludes identify<strong>in</strong>g, clarify<strong>in</strong>g and analyz<strong>in</strong>g localenvironmental situations. This was made possible through the effort of variousstakeholders that were named and mobilized. Moreover, it has conductedactivities such as orientations, multi-stakeholders’ consultations, sem<strong>in</strong>ars andtra<strong>in</strong><strong>in</strong>gs for implementation purposes.The result of the series of activities was the establishment of the<strong>ISWMP</strong> project. In this connection, an organizational flow was created, notonly to supervise but also to render technical assistance.Project Description: The Circumstance and SolutionThe SituationThe vic<strong>in</strong>ity of <strong>Lapasan</strong> is considered to be essentially urbanized. Itliterally represents Cagayan de Oro as a cont<strong>in</strong>uously develop<strong>in</strong>g city.However, along with <strong>in</strong>dustrialization comes the problem on waste disposal.The issue on garbage <strong>in</strong> the barangay does not only consist of its own. It hasalso possessed the waste of the places along the streaml<strong>in</strong>e, even from thema<strong>in</strong>land.<strong>Lapasan</strong> Integrated Solid Waste Management Project


5The ApproachConsequently, the focus of the implementation centered on theReduction of the Garbage vis-à-vis the Practice of Segregation at Source.Figure 2: Strategical ActionIn <strong>Barangay</strong> <strong>Lapasan</strong>, their ma<strong>in</strong> approach <strong>in</strong> the project was to <strong>in</strong>stitutecompell<strong>in</strong>g good governance; because, successful implementation woulddepend on the credibility of the authority and those who were <strong>in</strong>volved <strong>in</strong> away or another. Thus, promoted the follow<strong>in</strong>g:• Participatory:- There has beenparticipation by both menand women <strong>in</strong> the entirecourse of the project.Volunteerism was the keyfactor as well as thecommitment to endure untilthe completion;- Participation has becomedirect or through legitimate<strong>in</strong>termediate orCOLLECTIVE EFFORT<strong>Lapasan</strong> Integrated Solid Waste Management Project


6representatives. For <strong>in</strong>stance, the academe or the schoolswith<strong>in</strong> the vic<strong>in</strong>ity had helped <strong>in</strong> the advocacy;- Participation also had become freedom of association andexpression on the one hand and an organized civil society onthe other hand. The implementation welcomed open fora forsuggestions and related matters that had <strong>in</strong>fluenced theproject. In example, should there be consequences for theviolators? Or, what would there be penalties?• Rule of Law:- Good governance required legal frameworks that wereenforced impartially. In this case, barangay resolutions andord<strong>in</strong>ances were promulgated and adapted <strong>in</strong> relation with<strong>ISWMP</strong>;- Full protection of human rights, particularly those of themarg<strong>in</strong>alized community.• Transparency:- Decisions taken, and its enforcement, were done <strong>in</strong> a mannerthat follows the guidel<strong>in</strong>es, rules and regulations of theimplementation;- Information was freely available and directly accessible tothose who would be affected with such decisions.• Responsiveness:- Institutions and processes tried to serve all stakeholders with<strong>in</strong>a reasonable timeframe.• Consensus oriented:- Need of meditation of the different <strong>in</strong>terests to reach a broadconsensus <strong>in</strong> the society on what was best for wholecommunity and how this could be achieved;- It had required a long-term perspective for susta<strong>in</strong>able humandevelopment and how to achieve the goals of suchdevelopment;<strong>Lapasan</strong> Integrated Solid Waste Management Project


7• Equity and <strong>in</strong>clusiveness:- Ensur<strong>in</strong>g that all members of society feel that they have astake <strong>in</strong> it and did not feel excluded from the ma<strong>in</strong>stream;- This required all groups, and especially the most vulnerable tohave opportunities to ma<strong>in</strong>ta<strong>in</strong> or improve their well-be<strong>in</strong>g.• Effectiveness and efficiency:- Process and <strong>in</strong>stitutions produced results that had met theneeds of the society while mak<strong>in</strong>g the best use of resources atits disposal;- It also susta<strong>in</strong>ed the use of natural resources and theprotection of the environment.• Accountability:- Governmental <strong>in</strong>stitutions as well as the private sector andcivil society organizations had been accountable to the publicand to their <strong>in</strong>stitutional stakeholders;- In general organizations and <strong>in</strong>stitutions were accountable tothose who would be affected by decisions or actions.Disposal System before <strong>ISWMP</strong>It was <strong>in</strong>deed advantageous to <strong>Lapasan</strong>. The barangay hasalready its own disposal system. The garbage collection was easier than mostbarangays, because it has its own dump trucks. With the <strong>in</strong>troduction of<strong>ISWMP</strong>, the barangay garbage system was realigned to fit the process.Hence, the trucks were utilized at the same time was given a little break. Thiswould mean that, it has already the capacity to reduce expenses related to itsoperation. For <strong>in</strong>stance, there has already been sav<strong>in</strong>gs on the fuel becauseof the <strong>in</strong>stallation of the pick-up po<strong>in</strong>t. Another was the m<strong>in</strong>imiz<strong>in</strong>g ofma<strong>in</strong>tenance, s<strong>in</strong>ce the garbage collected has been reduced, the truck wouldnot carry huge bulks of waste anymore.<strong>Lapasan</strong> Integrated Solid Waste Management Project

9Advocacy:• The program was formally launched <strong>in</strong> the barangay community;• Education and Communication (IEC) campaign has beencommenced;• General assemblies and orientations were conducted to endorsethe new solid waste management system;• House to house approach became part of the IEC;• The advocacy was supported by a Recorida or street broadcastdur<strong>in</strong>g the gather<strong>in</strong>g, with a particular mention of thosehouseholds that had failed to segregate their waste.5. Project Proper:• The solid management system has its provided schedule ofcollection. On Mondays, biodegradable were collected and takento the community garden. Recyclable were gathered onWednesdays, while Fridays were meant for residuals andhazardous wastes. Hence, the collected wastes were weighedand recorded accord<strong>in</strong>gly, which also <strong>in</strong>clude not classifiedgarbage;UNITED CLEANLINESS• The biodegradable wastes were taken to the Allotment Garden –an offshoot project of <strong>ISWMP</strong>. It had just become the receiv<strong>in</strong>gfacility for the biodegrable waste. S<strong>in</strong>ce, it would be useful as acompost fertilizer for the plants;• The residuals were brought to the landfill;• The recyclables were sold.<strong>Lapasan</strong> Integrated Solid Waste Management Project


10At first, there was a house-to-house collection of the garbage. Yet, itdemanded much effort consider<strong>in</strong>g the location. The plan was revised andsacks were placed <strong>in</strong> a pick up po<strong>in</strong>t, which would be collected by the rov<strong>in</strong>gcollector – a trisikad that would drive the collection at a place where thegarbage truck has access. However, some of the households would just dumptheir un-segregated waste.After awhile, it became a compliance to label their waste conta<strong>in</strong>ers,which were usually cellophanes. This was an easy way to identify whichhouse did not segregate. And if found out, the said garbage would not becollected, and the household who owned the waste would be warned.Households that consecutively segregated were given <strong>in</strong>centives ofrecognition. In this way, they would be more <strong>in</strong>spired to segregate.6. Monitor<strong>in</strong>g and Evaluation:• Each household waste were weighed;• A record was kept of which household segregated or not. Or,what fraction of the household’s waste were segregated;• With the data, it was easy to identify the volume of garbage. 11Project ResultsThe Material Recovery Facility (MRF) have not really materialized as itwas expected. Although, there were segregation posts throughout theneighborhood. These were the sacks provided, and had been served as pickuppo<strong>in</strong>ts. The reason for this was, there was no available venue to <strong>in</strong>stall thefacility. One factor that <strong>in</strong>fluenced the issue was that, there was no vacant lot.And if there was, it was privately <strong>Lapasan</strong> is a highly urbanized barangay.On the other hand, it was a success that the community has learned toadopt the disposal system. There was an change <strong>in</strong> the attitude of thebarangay with regards to waste. They had also ga<strong>in</strong>ed an awareness to beconcerned with its environmental situation.However, the Allotment Garden, which was an offshoot of the <strong>ISWMP</strong>has achieved its goals. Among others, it has become the receiv<strong>in</strong>g facility forthe biodegradable wastes. Eventually, it has also created <strong>in</strong>come for the local<strong>in</strong>digents.<strong>Lapasan</strong> Integrated Solid Waste Management Project


12Lessons and InsightsResources and Susta<strong>in</strong>ability. The two issues that seemed to beshortcom<strong>in</strong>gs of the implementation were the <strong>in</strong>adequate human support andresources; and, the lack of Material Recovery Facility. The barangay LGU aswell as the community has realized to bridge this gap. Moreover, a barangayord<strong>in</strong>ance was sanctioned to <strong>in</strong>crease the budget for the complete <strong>in</strong>stallationof the waste disposal system. Along with this was a one-year plan to fullyimplement <strong>ISWMP</strong> <strong>in</strong> the whole barangay. Another new local law was madecompulsory for its residents, which is an orientation regard<strong>in</strong>g <strong>ISWMP</strong>. Anycitizen that would be seek<strong>in</strong>g barangay clearance has to undergo suchsem<strong>in</strong>ar and workshop.Seek<strong>in</strong>g Stakeholders. Com<strong>in</strong>g up withstakeholders had also been a difficulttask. Except for the technicalassistance from the City Government.There were <strong>in</strong>vitation so thatorganizations, <strong>in</strong>stitutions couldpartake <strong>in</strong> the activities. but it has alsobeen a matter of priority. The barangayhas admitted that they should havestrengthen the partnership with thestakeholders.THE ADVOCATESStrengthen<strong>in</strong>g Advocacy. The meticulous advocacy had only expandedto a few households. The barangay contemplated on mak<strong>in</strong>g its citizens,especially the renter-residents to really understand the concept of <strong>ISWMP</strong>.
