SECTION 1INTRODUCTION1.1 PURPOSEFulton County, Georgia (“County”) is soliciting proposals from qualified vendorsexperienced in the delivery of mental health services to provide mental healthservices to inmates housed at the Fulton County Jail and satellite offices.Through the issuance of this Request for Proposal (“RFP” and/or “Proposals”),the County is soliciting Proposals from qualified Vendors for the Jail InmateMental Health Services.Proposals provided in response to this RFP that comply with the submittalrequirements set forth in Section 4.0, including all forms and certifications, will beevaluated in accordance with the criteria and procedures described in Section5.0. Based on the results of the evaluation, the County will award the FultonCounty Jail Inmate Mental Health Services to the most advantageous Vendorbased on the cost and the evaluation factors set forth in the RFP.1.2 BACKGROUNDThe Fulton County Jail Facility Complex (“FCJ”) housed an average dailypopulation in the first half of calendar year 2006 of 2,800 inmates, most of whomare pretrial detainees, and many of who are maximum security inmates.The satellite offices of Bellwood, the 2F Building and the Alpharetta Jail willhouse up to 370 inmates, with minimum or medium security ratings.Mental health services, as outlined in the scope of work of this RFP, shall beprovided at the Fulton County Jail Complex, which consists of the Main Jail,Bellwood Facility, 2F Jail Annex Building, and the Alpharetta Jail, all located inFulton County, Georgia.
