SUN CITY ANTHEM BOARD OF DIRECTORSPresident’s Report2012 director election. Our members elected JeanCapillupo, Jerry Gardberg and Dan Forgeron in this year’selection of directors. Jean fills the position formerlyoccupied by Celeste Bové, who did not seek re-election.Jerry and Dan ran as incumbents and continue theirservice on our Board. Thus, we start the year with one newand six continuing directors, very different from a yearago when we had four new and three continuing directors.Revision of Rules and Regulations. The Covenants,Conditions and Restrictions (CC&Rs) that Del Webb filedas part of the original platting of our community grantsour Board the authority to adopt a set of rules governingthe use of our Association’s properties, and enforce theserules through our Covenants Committee. The current setof Rules and Regulations were adopted in 2009. A taskforce has developed a rewrite of this document forconsideration by our Board. There will be a boardworkshop to discuss this draft starting at 1:30 p.m. on June26 (the afternoon of the June agenda review meeting.)Among other changes, the proposed rules would prohibitfirearms in Association buildings, provide more explicitrules on behavior in our buildings, and regulate use of ourAssociation’s website. Some sections of the FacilitiesUsage Manual would also be incorporated into the newrules.Management contract expectations. Our ManagementAgreement Task Force has completed its analysis of whatour community should expect from our managementcompany. You can read this task force report by logginginto our Association’s website and clicking: Documents /Board of Directors / Board Book / 2012 / June.Wi-Fi is coming. At its April meeting, our Boardapproved the $39,375 purchase of the equipmentnecessary to install 25 Wi-Fi hotspots in our Association’sthree buildings. This system will be installed by our staff.These hotspots are designed to provide free Wi-Fi serviceto more than 150 simultaneous users in our buildings. It isunlikely there will be service in the <strong>Anthem</strong> Centerwalking track, the Liberty Center fitness room, or thewoodshop.This additional Association amenity will allow ourresidents who rely on public hotspots in coffee shops orsimilar places to access the Internet in our buildings.Please remember that it is impossible for any public Wi-Fihotspot to provide complete data security to its users, souse caution in sending sensitive data (such as financialaccount log-in information.) This system will beoperational sometime this summer, and its availability willbe announced through a community email bulletin. This isa good time to remind you that signing up to receive emailbulletins will keep you current on our Association’sactivities.Political yard signs. NRS 116.325 establishes the limits onpolitical yard signs in our community. A resident is able toexhibit one sign for each candidate, with a maximum size of24 by 36 inches for each sign. There is no time limit and nolimit to the overall number of signs as long as the one-signper-candidaterule is followed. The more restrictive limits inour Association’s Design Guidelines are not enforceabledue to the above-noted statute.<strong>Anthem</strong> Council website. <strong>Anthem</strong> Council has establisheda new website to provide information to the residents of thesix communities that share our hillside. This websitecontains meeting agendas and minutes, budgets, audits,and year-to-date financial information. There is a link to the<strong>Anthem</strong> Council website on the SCA website under the“Contact Us” button in the top menu. <strong>Anthem</strong> Councilmaintains the landscape along <strong>Anthem</strong> Parkway and <strong>Sun</strong><strong>City</strong> <strong>Anthem</strong> Drive, including the waterfalls at the base ofour hill. To pay its expenses, <strong>Anthem</strong> Council has theauthority to assess each lot in the <strong>Anthem</strong> master plan,including commercial lots. Our Association pays thisassessment on your behalf, and it constitutes about 8% ofyour quarterly Association assessments.Improved T-Mobile cell phone reception. Crown CastleInternational maintains numerous cell phone mini-towerson the streets of our community, and leases access to thesetowers to cell phone providers. We recently learned thatT-Mobile has agreed to lease the use of these towers for itscustomers. Prior to this, Verizon was the only companyleasing these towers. Crown Castle has additional capacity,which would allow other carriers to improve their service inour community. As you are probably aware, the topographyof our community creates many problems with cell phonereception. I, on behalf of all the ARC Subcommittee,wish to thank her for her very active participationand wish her well. It is our hope she will be able toinvolve herself with our group again in the future.I would like to let all our homeowners know that theARC Subcommittee is almost always looking forvolunteers to fill what is a very rewarding activity. Itinvolves approving changes to the exterior of<strong>Sun</strong> <strong>City</strong> <strong>Anthem</strong> homes at our second and fourthThursday monthly meetings, inspecting completedwork, and general advice. I have been a volunteer fora few years and as a result, met a number of veryinteresting people. So please give volunteering athought and drop off a resume at the <strong>Anthem</strong> CenterFront Desk for Jennifer Guilliams or her assistantJames Arteaga. We live in a wonderful HOAcommunity and I remind everyone that accordingly,we do have CC&Rs and Design Guidelines that keepit great. One issue that is becoming a problem isgarden ornamentation. Although allowed bearingaesthetics in mind, any changes require ARCSubcommittee approval. Pots, once containing plantsnow dead or empty and unattended are left lyingaround. Even though Phyllishas been “on the road” on several occasions, she stillmanaged to email a script from wherever she landed.Thank you, Phyllis!Channel 99 has some new show offerings, so be sure totune in. Weekly program listings are now available atthe front desks of <strong>Anthem</strong>, Independence and LibertyCenters.As part of its forthcoming public relations plan, thiscommittee's public relations task force proposed creating aprogram to give prospective buyers and visitors to ourcommunity an organized tour of SCA facilities. This conceptwas tested on April 12, when <strong>Sun</strong> <strong>City</strong> <strong>Anthem</strong> hosted agroup of Japanese professionals who had been visiting LasVegas for a medical meeting and wanted to see the country'stop-rated retirement community. They were impressedwith SCA's amenities and even purchased some cut-glassitems in the Arts and Crafts Room.David Berman of the task force is leading this initiative. Hewas shadowed by residents who expressed interest involunteering as tour guides. They jump into thejob the day their nomination is approved, and are soonwell-versed in the many aspects of their committee’sresponsibilities. Every day there are lots of emails,telephone calls, meetings, reports to read and write, anddecisions to be contemplated. I have found it all to be verychallenging, rewarding and most of the time, enjoyable.In April, all the standing committee volunteers wereformally acknowledged at a wonderful VolunteerAppreciation Luncheon hosted by the ActivitiesDepartment. The food and entertainment were first classand the sincere words of appreciation meant a lot. So, ifyou are considering applying to be a member of a standingcommittee, please be assured that you will be making amuch appreciated contribution to our wonderfulcommunity.Our two monthly meetings are both open to thecommunity. The second one in June will be Friday, June 15,at 9:00 a.m. This meeting will be followed by a luncheonfor the club presidents. The last step is the submittalof a prioritized list of recommended Capital Projectsto be considered by the Board for inclusion in nextyear’s budget. But first, let’s do a quick recap.Hopefully, you’ll recall the P&G article in theJanuary issue of the Spirit Magazine which providedthe definition of a Capital Project and how anyresident can request such a project by submitting aProject/Item Request Form (PIRF.) A follow-uparticle in the April issue explained how PIRF’s areprocessed and the two major milestones each PIRFmust pass. Those two milestones are ProjectApproval and Funding Approval. P&G has finishedthe Project Approval Milestone phase. Thoseapproved projects will now enter the FundingApproval phase and begin their journey through theannual budget review process.To begin the Funding Approval phase, P&G isrequired to prioritize the approved Capital Projectsinto categories of “Must Do,” “Need to Do,” “Like toDo” and “Don’t Need to Do.” These categoriesprovide the Finance Committee and the Board ofDirectors with a hierarchy rating of the approvedprojects in the event insufficient funds are availableto fund all the projects. I am seeing this everywhere lately.Answer: Well, this is the first I have heard of this practice.Please, collect the waste in a bag, take the bag with you,and properly dispose of it. If you see people walkingaway and leaving pet waste, or a bag of pet waste, and youknow the person’s address, you may contact theHenderson Animal Control Department. The AnimalControl Ordinance requires the waste be removed. Thenumber for Henderson Animal Control is 267-4970. Whatcan the Association do about it? You can report this inwriting to the Compliance Department, but only if you cangive us the address of the culprit. After receipt of yourcomplaint, we will process it as described in theGoverning Documents.Question: Why are cases where a violation of theGoverning Documents may have occurred referred tothe Covenants Committee?Answer: Cases are referred to the Covenants Committeebecause they are the Board designated Hearing Tribunalfor <strong>Sun</strong> <strong>City</strong> <strong>Anthem</strong> and they are responsible for applyingsanctions or fines as necessary in an effort to achievecompliance with the Governing Documents. FlagDay is now celebratedthroughout the UnitedStates to commemorate theadoption of our Nation's flag.The first Flag Day wascelebrated in Rennerdale,Pennsylvania on June 14,1937 as a state holiday.Pennsylvania remained theonly state to officially observeFlag Day for quite some time.In August of 1949, National Flag Day was officiallyestablished by an Act of Congress.Recently, we have made some changes in ourDepartment. For anyone who has lived here sincethe Community originated, you know how much ithas grown, not just in the number of homes thatwere built, but also in the landscaped areas. Ourlandscaping has grown extensively and is requiring alot more trimming, removal of stressed plants, treemaintenance and so forth. In addition, due to theage of the irrigation system, we need to replace moreworn or broken irrigation clocks, cracked pipes,emitters and many other parts needed to keep ourplants, trees and grass watered properly. This alsoincludes extending new lines to accommodate theextra water required to take care of the maturinglandscape.With so much more attention needed to inspectour landscape, we have hired John Dominguez to filla much needed position of Landscape Assistant.John’s entire career has been in the landscapingfield and he is extremely knowledgeable regardingplants and irrigation. He will be spending muchof his day inspecting all of our Association-ownedproperties. His office is here at the Center, so if I amnot available, you may reach him directly at614-5814. When you see John in the field,please join us in welcoming him to our team.Just a reminder that even though the SouthernNevada Water Authority does allow us to water dailythroughout the month of June, it is important tonote that under this program you may not runsprinklers between the hours of 11:00 a.m. and7:00 p.m. on any day or you could receive a waterwastefee or citation by SNWA.The photo this month is a Tamarisk tree which Ihave been asked to feature to help everyone identifythis very large invasive “weed.”This picture was taken here in our Community andthe shrub/tree in the center of the photo depicts aTamarisk growing in a drain area. Our landscaperswill be completely removing this tree as it is a veryfast growing tree and it seeds spread rapidly. Thedanger with these trees is that they end up blockingdrain areas so that when we get a heavy rain, thedrains are blocked and cannot handle large amountsof water properly. Their propagation is spurredwhen the seeds spread and then we get a little rain,so they start sprouting. They mature rapidly, thenrequire no water at all to keep them growing. If youhappen to spot what you think may be a Tamarisk,please contact us right away and we will immediatelycheck on its identification.With the prime goal of keeping our communitybeautiful, we regularly walk our grounds andinteract with the crews from three landscapecompanies that maintain our outdoor areas. We tried to rescue twodifferent dogs at the NVASPCA, but both were ill when wewent to meet them and they were not adoptable at thattime! Never did we dream we would then get twoadorable puppies that we named Desee and Lucee. We felttwo dogs would be good company for one another withthe hope of them becoming good friends! Lucee is asix-month old Morkie (combination of Yorkie and Maltese)and has a very loving disposition. Desee is a six-month oldpurebred Havanese and loves attention. We had new shadestructures built with picnic tables for viewers.Rules Review… Non-Volley Zone Boundaries in PlainEnglishThe NVZ is the area of the court bounded by the twosidelines, the non-volley line, and the net. The non-volleyline and the sidelines are included in the NVZ. So a playercan hit a volley from beside the NVZ. He can hit a volleyfrom the court behind the NVZ line, jump across the cornerof the NVZ and land out of bounds in the area beside theNVZ. The NVZ is a two dimensional plane, not threedimensional; so a player’s paddle, arm, leg, etc., can be overthe NVZ when hitting a volley as long as the player andnothing he is wearing or carrying touches the NVZ surfaceduring or after the volley.A player may step in the NVZ at any time except when thatplayer is volleying the ball. This seems like a simple rule butmany people have questions about it. If you hit a ball thathas bounced you can be in the NVZ before, during or afterthe hit. (see photos)After months of planning and hard work, our “The Battleon the Concord” Invitational for 128 women golfers fromthroughout Southern Nevada will take place on June 5. Abig thanks to all of our members who worked so hardputting this tournament together.Our Member-Member Tournament on May 1 and 2 was abig success, thanks to Chairman Sally Brennan and herassistant Judy Kaade. Twenty teams competed in thetournament.On April 25, our club hosted the South Shore Ladies Golf<strong>Club</strong> in a “Playday Exchange” on The Concord. GaryCranford of UBS sponsored lunch for all the players. Lastyear, our members were guests at South Shore.The Spring Fling, our annual event with the Men’s <strong>Club</strong>,again had rave reviews. This year we had a total of 38women sign up to play. Hopefully, next year we can geteven more women to participate. Gary Cranfordsponsored the luncheon after and also donated twoGarmin GPS devices for closest to the pin on hole #8. Many people are onvacation or are spending the summer months in coolerclimes, so the woodshop tools and equipment are moreavailable and there is more space at the woodworkingbenches. The club continues to function through thesummer months. There will continue to be experiencedwoodworkers available to assist any member who needsor desires help with a project.It is not too early to start on Christmas presents for agrandchild or other special people. Terry Weiss created thegiraffe bank and Bruce Litchfield, with help from Bob Tankand Scott Sturman, built the cherry wood cradle. The dollquilt was stitched by Joanne Litchfield who is a member ofthe Quilting <strong>Club</strong>. You too can learn the skills to produceprojects like these. If you have ever considered trying yourhand at woodworking, now would be a good time to joinus.Woodchips membership is open to all SCA residents foronly $25.00 a year. After mandatory safety training, youwill be on your way as a woodworker. Our shop, which islocated at the rear of Independence Center, is openMonday, Tuesday and Wednesday for member trainingand shop projects; and Thursday through Saturday, 9:00a.m. – 2:00 p.m. for general member use.
