8. Additional information
Additional information is provided in fulfilment of Department of Fisheries Guideline for
preparation of Environmental Management Plans.
8.1 Proponent responsibilities
Ultimate responsibility for environmental compliance relating to Aquaculture Licence 1465
rests with the proponent’s board of directors. MPA understands that the activities of a third
party on the licensed site are ultimately the responsibility of the proponent (licensee) and
that any agreement between the proponent and MPA does not transfer the legal responsibility
for compliance with licence and ministerial conditions to MPA. The joint venture agreement
between MPA provides the proponent with a legal instrument with which to make certain that
MPA is aware of its obligations in operating at the site, and conduct aquaculture activities
within the conditions of Aquaculture Licence 1465 and EPA Ministerial Statement 798. Under
the joint venture agreement the board of directors of MPA is obligated to report on all
activities and issues relating to environmental approvals and compliance to the proponent.
The key roles and responsibilities relating to implementing this EMMP are outlined below:
8.1.1 General Manager
The General Manager reports to the MPA board or directors and is responsible for:
� Reporting all instances of exceedances of trigger values relating to EQC directly to OEPA
and DoF within one working day of determining this has happened.
� Preparation and submission to OEPA and DoF, of Annual Environmental Compliance
reports.
� Maintaining environmental monitoring program database;
� Implementation of all statutory requirements, policies and procedures detailed in this
EMMP.
� Regularly reviewing the EMMP and implementing improvements in consultation with DoF
and OEPA; and
� Proactive liaison and consultation with DoF and OEPA, and community stakeholders.
8.1.2 Farm manager
The Farm Manager reports to the General Manager and is responsible for:
� Conducting day-to-day monitoring program in conjunction with farm staff.
� Reporting all incidents of escape of fish to the General Manager and DoF within one
working day of determining this has happened.
� Reporting all incidents of entanglement of wildlife immediately to the General Manager,
and DEC within one working day of determining this has happened.
� Enacting appropriate reactive management measures in consultation with the General
Manager.
8.1.3 Technical manager
The Technical Manager reports to the Farm Manager and is responsible for:
� Oversee conduct of all routine quarterly sampling including recording and collation of
results; and
� Collecting and collating all daily environmental data and enter in to the company
production database.
8.1.4 Site supervisor
The Site Supervisor reports to the Farm Manager and is responsible for:
� Oversee collection of the daily monitoring requirements outlined in this EMMP.
� Reporting all incidents of entanglement of wildlife, and escape of fish immediately to the
Farm Manager and complete a company accident/incident report form and file it with the
Farm Manager within 24 hours.
