1. Purpose of this document: EMMP
1.1 Objectives
This document�the Environmental Monitoring and Management Plan (EMMP Rev5)�relates to
the proposal by Marine Produce Australia (MPA) to culture up to 2000 tonnes/annum of
Barramundi (Lates calcarifer) in Cone Bay, approximately 215 km north-northeast of Broome,
Western Australia (Figure 1.1). The objective of the EMMP is to ensure the proposal is
managed to achieve the relevant Environmental Values (EV) and Environmental Quality
Objectives (EQO), as outlined by the Government of Western Australia (2003, 2004) and the
Environmental Protection Authority (EPA) (2005a, 2005b).
The EV and EQO for application in Western Australia’s coastal waters are provided in
Table 1.1. Although MPA was required to consider each of the EQO in the context of the
aquaculture proposal, not all of the EQOs were of direct relevance (i.e. maintenance of water
suitable for industry is unlikely to ever be an issue in Cone Bay). To that end, the EMMP has
been designed in the context of the EQO1�Maintenance of ecosystem integrity�as this is the
EQO most likely to be adversely affected by the proposal. This is also a conservative
approach as EQO1 has the most stringent requirements for environmental quality.
