TRANSLATIONAL HEALTH SCIENCE & TECHNOLOGY INSTITUTENo. THS/6.6.0 Dated: 15 th Sep. 2011TENDER NOTICESubject: - Tender Notice for Hiring Vehicles for use in Translational Health Science &Technology Institute (THSTI) – reg.SEALED TENDERS are invited from reputed Tours and Travel Agencies/companies located inNew Delhi/Delhi/Gurgaon, for hiring of vehicles on monthly basis and need basis for the officialuse of THSTI, initially for a period of one year and extendable for two more years on satisfactoryperformance. Firms which fulfil the following minimum criteria may only apply:-(i) The firm should be registered with relevant authorities (Certificate of Incorporation,Registration with service tax, PAN No., attested copies of registrations to beenclosed).(ii) The firm should have at least 5 nos. of vehicles registered in its name; (Attestedcopies of Registrations to be enclosed).2. Terms and Conditions of the tender are given in Annexure-I.3. The Bid should be strictly as per format given in Annexure-II. An earnest money deposit(EMD) amounting to Rs.10,000/- (Ten Thousand only) in the form of Demand Draft/Pay Orderdrawn in favour of THSTI payable at Gurgaon has to be enclosed with the Bid failing which theBid shall be rejected.4. The rates quoted in the Bid should be both in words and figures and quotations with anycutting or overwriting in figures will not be considered, unless corrections are countersigned. Thebid should be properly sealed and signed.5 The Bid should be put in an envelope superscribed as ‘Quotation for hiring of vehicles”; andsealed and addressed to the Administrative Officer (P&A), 496, Udyog Vihar, Phase-III,Gurgaon-122016.6. (xv) The owner/senior representative of the firm should be available on his own direct telephone(office/residence) so as to respond to the call for vehicles in emergent cases. The Mobile numbershould also be given.(xvi All the charges towards repair/servicing, salary of the Driver, fuel expenses any otherincidental expenses on operation & maintenance of the hired car would be borne by the firm.(xvii) Actual parking charges/toll taxes/entry taxes/inter-state taxes for journeys/service taxes willbe paid by the driver and got reimbursed along with the hiring charges bill. The bills raised by thefirm should have all tax registration numbers printed on the bills.(xviii) The vehicles should be insured in all respects by the firm. All liabilities arising out of anychallan, loss, legal dispute, accidents, etc. shall be borne/ paid by the firm and THSTI shall not beliable in any matter whatsoever.(xix) The car with the driver should be placed at the disposal of THSTI. THSTI would be free touse the hired car in any manner for carrying officials, material etc. as per its requirements and thefirm will not have any objection to it.(xx) No advance payment, in any case, would be made to the firm.(xxi) Payment shall be made on presentation of bill, duly certified by the user officer, on monthlybasis. The THSTI will not be responsible for delay in payment due to non-submission of bills intime.(xxii) The antecedents of drivers to be deployed should be properly verified (by Policeauthorities) and their details (names, addresses, telephone nos., photograph, copy of drivinglicense etc.) will have to be provided to this office. Prior permission has to be obtained from thisoffice before change of any driver.(xxiii) The driver should have valid driving license and the vehicle should be registered with theconcerned authorities of Central/State Government. A certificate to this effect should beprovided. The drivers of the vehicle provided must follow traffic rules and other regulationsprescribed by the Government from time to time. The Drivers must be dressed appropriately,proficient in speaking local language, well mannered, courteous with proven integrity, healthypersonal habits and should always carry a mobile phone with him.(xxiv) The vehicle and driver provided to THSTI shall not be changed except under compellingcircumstances and after prior consent of the THSTI.(xxv) The firm shall not transfer, assign, pledge or sub-contract its service under anycircumstance without written permission of the THSTI.(xxvi) The transporters shall not deploy vehicles hired by THSTI on monthly basis for any otherpurpose or any other business during the validity of the contract. The vehicle must be parked atTHSTI or any other defined premises as communicated by the THSTI authorities concerned.(xxvii) Penalty Clauses would be as under:-S. No. Problems Penalty1. Drivers poor knowledge ofrouteThe vehicle will be returned.A taxi will be hired, payment of whichwill be borne by the contractor alongwith a daily fine of Rs.500.00, till suchtime a proper vehicle is provided.Driver to be changed by the Contractor.If the Contractor doesn’t change thedriver in 03 days time, the vehicle willbe sent back and a taxi hired, paymentof which will be borne by theContractor, along-with a fine ofRs.200.00 daily.8. Driver’s behavior Rs.50.00 to Rs.250.00 depending uponthe gravity of the misdemeanour.If the misbehaviour continues then thedriver will have to be changed by thecontractor.If the contractor doesn’t change thedriver in 03 days time, the vehicle willbe sent back and a taxi hired, paymentof which will be borne by theContractor, along with a fine ofRs.200.00 daily.

(xxviii) Additional penalty can also be imposed if the contractor violates any of the terms andconditions of the contract.(xxix) The firm has to provide vehicle from 8.00 AM to 8.00 PM on all days of the year includingall holidays, if so required. The duty point would be THSTI or any other place intimated by theTHSTI from time to time. The mileage and timing would be calculated from the place ofreporting to the place of release and not from garage to garage.(xxx) The daily record (indicating time and mileage) shall be maintained separately for eachvehicle.(xxxi) The jurisdiction for legal disputes, if any, arising during the tenure of the contract will beDelhi Courts only.
