• In the North East and Central Highlandsareas the main priorities are provision ofroads, education and agriculture.The clearest message to be obtained form aprovincial level analysis is that every provinceis unique in its needs, goals and priorities andthis should be a major consideration within theresource allocation process.CONCLUSIONThe ANDS is the result of an extensive processof consultations involving key players at international,national, provincial and grassrootslevel. The insights provided by these consultationshave served to highlight both nationaland local priorities to form the holistic vision ofthe country’s development strategy, keeping inmind the vast experiences of the internationalcommunity in this arena. The PDPs have enabledthe prioritization of provincial sectoralgoals and needs into time-bound activities.The voices of the poor have informed the overallpolicy framework and the poverty profile,as well as the various sectoral priorities outlinedin this document. It is envisioned thatparticipation processes will be sustainedthroughout implementation of the strategy.Lessons learned have been formally integratedinto the policy, planning and budgeting processes,including ongoing concerns about regionalcooperation, conflict management,counter-narcotics, anti-corruption, gender, theenvironment and capacity building. It is assumedthat integration of the provincial planning,budgeting and implementation into thenational development process will contributeto a relevant and accountable national developmentprocess.The Participatory Process 25
