Mar2006 2007 2008 2009CONSULTATION PROCESSConsultations were conducted with primaryand secondary stakeholders from the:(i) national; (ii) sub-national; (iii) international;and (iv) private sector, civil society, religiousand traditional communities. Through the consultationprocess the Government has aimed toconnect newly formed central and provincialgovernance structures and ensure harmonizationand co-ordination <strong>of</strong> the developmentprocess. The following section provides a verybrief summary <strong>of</strong> the important strategy designprocess.• National Consultation Process: The day today preparation <strong>of</strong> the ANDS was managedby the ANDS Directorate, with thesupervision <strong>of</strong> a Presidential OversightCommittee, chaired by the Senior EconomicAdvisors. The Oversight Committee(OSC) was formed to oversee the economic,policy and strategic direction for the implementationand development <strong>of</strong> theANDS. The committee is composed <strong>of</strong>Cabinet Ministers, including the Ministers<strong>of</strong> Finance, Foreign Affairs, Economy,Commerce, Justice, Education and the NationalSecurity Advisor and meets bimonthlyto monitor the progress <strong>of</strong> implementation<strong>of</strong> the <strong>Afghanistan</strong> Compact, I-ANDS and the ANDS. Within the framework<strong>of</strong> the various Consultative andTechnical Working Groups, each Ministryand Agency developed its individual strategy,coordinated within the sector wideapproach underpinning the ANDS. Thesestrategies cut across the three pillars andseventeen sectors <strong>of</strong> the ANDS, includingthe mainstreaming <strong>of</strong> cross cutting issues,to deliver a mutually reinforcing, fully prioritizedand integrated strategy. The JointCoordination and Monitoring Board(JCMB) coordinates the efforts <strong>of</strong> all partnersin the process, and reports the resultsto the President, the National Assembly,and the UN Secretary General as well as tothe international community and the public.Between quarterly meetings, the JCMBSecretariat coordinates activities that keepthe benchmarks on track. The JCMB servesas the <strong>of</strong>ficial link between the ConsultativeGroups (CGs) as well as between the TechnicalWorking Groups (TWGs) and theOSC. Moreover, key national stakeholdersinvolved in the National ConsultationProcess include (a) the national assembly(b) sub-cabinet committees (c) consultativeand technical working groups and (d) theprivate sector and members <strong>of</strong> the Afghandiaspora.• Sub National Consultation Process: 9 Thesub-national consultation process <strong>of</strong> theANDS represented the first significant dialoguebetween the central Government andthe provinces; designed to strengthen centre-peripheryrelations. The outcome <strong>of</strong> thisconsultation process included the formulation<strong>of</strong> 18,500 village based developmentplans, leading to 345 district development9 The sub-national consultation process and how the PDPs weredeveloped and informed policy will be discussed in greater detailin the next section.The Participatory Process 19
