Valuableoutcomes and lessons have been learnedas part of this process, which are being used tostrengthen the policy, planning and budgetformulation. As the consultation design allowedfor ministerial and cross-ministerial cooperation,some of the outcomes of the processhave addressed cross-cutting issues. Mar2006 2007 2008 2009CONSULTATION PROCESSConsultations were conducted with primaryand secondary stakeholders from the:(i) national; (ii) sub-national; (iii) international;and (iv) private sector, civil society, religiousand traditional communities. Through the consultationprocess the Government has aimed toconnect newly formed central and provincialgovernance structures and ensure harmonizationand co-ordination of the developmentprocess. The following section provides a verybrief summary of the important strategy designprocess.• National Consultation Process: The day today preparation of the ANDS was managedby the ANDS Directorate, with thesupervision of a Presidential OversightCommittee, chaired by the Senior EconomicAdvisors. The Oversight Committee(OSC) was formed to oversee the economic,policy and strategic direction for the implementationand development of theANDS. The committee is composed ofCabinet Ministers, including the Ministersof Finance, Foreign Affairs, Economy,Commerce, Justice, Education and the NationalSecurity Advisor and meets bimonthlyto monitor the progress of implementationof the Afghanistan Compact, I-ANDS and the ANDS. Within the frameworkof the various Consultative andTechnical Working Groups, each Ministryand Agency developed its individual strategy,coordinated within the sector wideapproach underpinning the ANDS. Thesestrategies cut across the three pillars andseventeen sectors of the ANDS, includingthe mainstreaming of cross cutting issues,to deliver a mutually reinforcing, fully prioritizedand integrated strategy. The JointCoordination and Monitoring Board(JCMB) coordinates the efforts of all partnersin the process, and reports the resultsto the President, the National Assembly,and the UN Secretary General as well as tothe international community and the public.Between quarterly meetings, the JCMBSecretariat coordinates activities that keepthe benchmarks on track. The JCMB servesas the official link between the ConsultativeGroups (CGs) as well as between the TechnicalWorking Groups (TWGs) and theOSC. Moreover, key national stakeholdersinvolved in the National ConsultationProcess include (a) the national assembly(b) sub-cabinet committees (c) consultativeand technical working groups and (d) theprivate sector and members of the Afghandiaspora.• Sub National Consultation Process: 9 Thesub-national consultation process of theANDS represented the first significant dialoguebetween the central Government andthe provinces; designed to strengthen centre-peripheryrelations. The outcome of thisconsultation process included the formulationof 18,500 village based developmentplans, leading to 345 district development9 The sub-national consultation process and how the PDPs weredeveloped and informed policy will be discussed in greater detailin the next section.The Participatory Process 19
