efforts and leads to better coordination, management,and effectiveness <strong>of</strong> aid. This is especiallyso with technical assistance grants.Efforts to increase capacity to implement theCore Development Budget more efficiently willresult in higher donor contributions, aidingcoordination. Equally important is the Government’saccountability to Afghan citizens onhow aid funds have been spent. The MoF’sPublic Expenditure Financial Accountability(PEFA) framework is crucial to this process.The ANDS provides the framework for priorityaid delivery. Aid delivery will be greatly improvedwhere Government, civil society andthe international community align expenditureswith the ANDS priorities. Further, theGovernment will work with civil society organizationsand Provincial ReconstructionTeams to ensure that these activities are alsoaligned with the ANDS priorities and goals.IMPLEMENTATION ANDMONITORING OF THE ANDSThe success <strong>of</strong> the ANDS depends on effectiveimplementation. The National Budget is thecentral tool for implementing the ANDS.Given this, all line ministries will first developor align their programs and projects with theANDS Sector Strategies; sector program andprojects will then be costed and re-prioritizedagainst the medium-term budget ceilings.Based on this, the ANDS Public InvestmentProgram (PIP) will be prepared to enable thefull integration <strong>of</strong> the ANDS into the mediumterm budget in accordance with the MoF’s ongoingactivities to introduce program budgeting.Furthermore, the Government will improveits absorption capacity and fiduciarypractices to encourage donors to implementtheir projects through the National (Core)Budget or, if this is not possible, to assure thatprograms or projects implemented through theexternal budget are aligned with the ANDSobjectives and priorities.At the national level, the following structureswill link policy, planning, budgeting and monitoring<strong>of</strong> the ANDS: The National Assembly isresponsible for legislating an enabling environmentfor security, economic growth andpoverty reduction. The Council <strong>of</strong> Ministersheaded by the President is the highest leveldecision-making body, providing overall policyguidance and direction under existing legislation.The ANDS Oversight Committee (OSC),composed <strong>of</strong> senior ministers, will oversee andcoordinate the overall ANDS implementationprocess. Line ministries and other governmentagencies will also be responsible for implementationitself. The MoF will play an importantrole by making sure that the program and projects<strong>of</strong> the line ministries are costed, prioritizedand integrated into the National Budget.The OSC will play a key role in coordinatingoverall efforts to implement the ANDS. Moreover,the Ministry <strong>of</strong> Economy will strengthenthis mechanism by coordinating the work <strong>of</strong>the line ministries at the operational level. TheJoint Coordination and Monitoring Board willremain the highest Government-donor mechanismin charge <strong>of</strong> coordination and monitoring,which will cover not only the <strong>Afghanistan</strong>Compact but the entire ANDS. The Consultativeand Working Groups will continue to bethe key forums for improving aid coordinationand ensure alignment <strong>of</strong> the donor programsand projects with the ANDS.The ANDS: An Overview 15
