However, theGovernment is aware that this activity will alsorequire a significant capacity building.MONITORING ANDEVALUATION FRAMEWORKBased on the development of the sector strategies,initial Sector Monitoring and EvaluationFrameworks have been prepared to identifyneeds with regard to existing and plannedpolicies, and developing the programs/projectsand indicators. These Frameworks have identified:(i) the milestones in implementation of theM&E plans; (ii) activities required to build onexisting monitoring structures; and (iii) reportingrequirements for the multilateral agencieson the progress of the implementation of theANDS. The monitoring and evaluation planwill also identify data requirements and additionalsurveys, where required, to establish sectoralbaselines. The M&E plans will furthermorebe developed and monitored to captureprogress on the achievement of benchmarks.An exercise to rationalize and adjust the Compactbenchmarks to the Government’s implementationcapacity has already been addressedat JCMB meetings.CONCLUSIONThe ANDS monitoring and evaluation systembeing developed will track the progress of implementationof the ANDS towards theachievement of its objectives in poverty reductionand overall development in the country. Italso provides valuable inputs for further policy-streamlining,planning and implementationfine-tuning. The monitoring and evaluationinstitutions, especially the JCMB and CMRS,and capacity created in the country will producea strengthened and sustainable developmentprocess. The availability of relevant informationproduced by this system, will promoteconstructive public debate on the challenges,solutions and progress in poverty reductionand economic development. The centralrole that the CMRS will eventually playwithin the implementation framework of thePRSP will enable the development of a povertymonitoring and analysis system, based on acceptedinternational criteria. Given the existingweak capacity in the Government, it is importantto stress that the strengthening of themonitoring framework will require a stagedapproach that will eventually develop into amore sophisticated monitoring and evaluationsystem.182Afghanistan National Development Strategy (ANDS)
