CHAPTER 11MONITORING FRAMEWORKThe ANDS, as the country’s PRSP, consists of(i) formulation (ii) implementation and (iii)monitoring and evaluation phases. The monitoringand evaluation phase (see Figure 11.1below) runs parallel to implementation, allowingactions and measures taken to be monitored,providing an indication of their efficiencyand effectiveness in meeting povertyreduction and development targets. The Governmenthas already begun establishing a CentralMonitoring and Reporting System (CMRS)to fulfill both internal and PRSP reporting functions.While the CMRS will take some time toestablish, this chapter outlines the core approachadopted to measuring developmentoutcomes and impacts in line with ANDS priorities,Compact benchmarks and the MDGs.As the ANDS has an increasingly provincialfocus, with public spending linked to provincialdevelopment plans, an effective monitoringand evaluation system will need to be establishedin both the provinces and by the Governmentin Kabul.Figure 11.1. Formulations, Implementation and Monitoring and Evaluation ProcessThe Afghanistan Compact benchmarks and theMDGs have been integrated into the ANDSSector Strategies. The JCMB Secretariat, as thebody responsible for high-level co-ordination,together with the line ministries, will play akey role in high-level, strategic monitoring ofthe implementation of the Afghanistan Compactand the MDGs.It will be important to distinguish between twolevels of monitoring and oversight: (a) input/outputor program monitoring of the implementationof the ANDS, and (b) outcome/impactmonitoring for high level Governmentinstitutions (OSC, Cabinet) and theJCMB to ensure that the strategic priorities ofthe ANDS are met.ANDS MONITORING ANDEVALUATION PRINCIPLESIn developing a responsive, manageable andoutcome oriented monitoring and evaluationsystem, the Government commits to:• Establishing a centralized and eventuallyprovincial based monitoring and reportingsystem;• Adopting a comprehensive approach topoverty measurement and economic diagnosticwork through determination of baselinesand benchmarks;• Adopting evidence-based systems formonitoring and evaluating policy and implementation;Monitoring Framework 177
