Lack <strong>of</strong> Capacity: The ANDS must focusmore efforts at the sub-national level,where the capacity <strong>of</strong> government, privatesector and civil society remains weak.Low Aid Volume and Low Disbursement:Despite generous pledges, <strong>Afghanistan</strong> hasnot received the same per capita commitmentas other post-conflict states.Weak Aid Coordination and Effectiveness:Despite the <strong>Afghanistan</strong> Compactand JCMB, the external budget has remaineddominant, limiting coordination.Enhancing Provincial Equity and PovertyTargeting: Unequal provincial developmentand a failure to target vulnerabilityusing NRVA data remain endemic.Private Sector Capacities: Inadequate attentionhas been given by the Governmentand donors alike to the enabling environmentfor private sector growth.Donor Alignment: Despite sector strategiesand national programs, donor effortshave remained fragmented, and there hasbeen poor coordination and reporting; aswell as programmatic and provincial biases.Conflict Sensitivity: It is essential that asystem be put in place to ensure that conflictsensitivity is mainstreamed into alldevelopment programs.Management <strong>of</strong> Complexity: Both theGovernment and donors are faced withcomplex policy and delivery challengesthat require a concerted and coordinatedeffort.IMPLEMENTATIONFRAMEWORK ANDINTEGRATED APPROACHThe Government will integrate the nationalbudgetary process, legislative agenda and programdelivery simultaneously. This will requiredevelopment partners and donors toalign their efforts with ANDS priorities andactivities through joint planning and evaluation.The Government will concentrate on integratingand delivering donor-supported programsthat achieve the ANDS goals <strong>of</strong> (i) stability,(ii) delivery <strong>of</strong> basic services and infrastructureand (iii) enabling a vibrant national economy.This integration will require a strengthening<strong>of</strong> government machinery both at thecentre (OAA, NSC, Ministry <strong>of</strong> Finance,IARCSC and JCMB Secretariat) and at subnationallevel (through the Ministry <strong>of</strong> Interior,MCN, IDLG and Ministry <strong>of</strong> Economy).This new capacity will itself requirea program approach.The sector strategies and the implementationframework are premised on the application <strong>of</strong>the following principles:• Enhance the Medium Term Budget<strong>Framework</strong>, maintain fiscal sustainability,adopt sector-wide approaches and buildupon Provincial Development Planning;• Strengthen links between Kabul and theprovinces and support the resolution <strong>of</strong>conflicts;• Targeting basic and essential services andsocial protection through national programs;• Enhance budget prioritization, sequencing,aid effectiveness and provincial equity;• Enhance private sector engagement to enhancecompetitiveness;• Focus on productive infrastructure development;• Improve security through governance, rule<strong>of</strong> law and regional cooperation;• Meeting PRGF and HIPC requirements;• Improve government and civil society capacitythrough a human capital strategy;• Enhance poverty and economic growthdiagnostic monitoring and impact evaluation.The proposed implementation and coordinationframework, outlined below, balances theneed for coordination between the Governmentand donors as well as provincial based formu-Implementation <strong>Framework</strong> 167
