Moreover, the successfulimplementation <strong>of</strong> the ANDS will be one <strong>of</strong> themain drivers in achieving the HIPC requirementsand securing debt relief.Enhancing strategic partnershipThe Government’s aid policy aims tostrengthen the partnership with the donors byencouraging information sharing and policydialogue, at both sectoral and program levels.In addition, the Government’s policy will encouragethe launching <strong>of</strong> joint analytical projectsbetween the Government and donors.That is, the Government will develop agreements—inthe form <strong>of</strong> Memoranda <strong>of</strong> Understandingwith all donors in which rights; mutualobligations; and accountabilities are clearlyidentified.The following lessons learned will be implementedacross all consultative structures andplatforms to ensure an effective dialogue:• All CG’s Working Groups will remain focusedon results, with time-bound actionplans and clearly defined targets and milestones;• Government and donors will improve theirrepresentation to ensure that only representativeswith adequate technical expertisewill take part in consultations;• Maximize the efficiency <strong>of</strong> the ConsultativeGroup meetings. The ministries and agencieschairing the meetings will establishsecretariats including the participation <strong>of</strong>technical people from the leading donoragencies;• Helping the Government achieve developmentobjectives and implementing theANDS will be main priorities for donorsrather than a donor-driven policy agenda.• Where necessary, joint Government/Donorsub-groups should be formed on specificissues to improve efficiency <strong>of</strong> developmentwork.CONCLUSIONThe Government and people <strong>of</strong> <strong>Afghanistan</strong>are grateful to international community fortheir timely and much needed assistance. For<strong>Afghanistan</strong> to shift from recovery-relatedgrowth to long-term sustainable development,additional continued and efficient donor supportwill be required. Of course, building amore prosperous <strong>Afghanistan</strong> is a joint taskbetween the people, the Government and theinternational community. This joint effortshould be viewed in the context <strong>of</strong> the commonbenefits that will accrue to the Afghan peopleand the international community from overcomingthe threats <strong>of</strong> terrorism and drugs.With proper support, <strong>Afghanistan</strong> will emergeas stable and growing economy in the region,cooperating with its neighbors for mutualprosperity, and finally at peace with its self, theregion and the world.The successful implementation <strong>of</strong> the ANDSwill remain dependent on securing the requiredlevels <strong>of</strong> the donor assistance. It hasbeen widely acknowledged that achievement <strong>of</strong>the <strong>Afghanistan</strong> MDGs cannot be accomplishedwith current levels <strong>of</strong> international support. Atthe same time, it is known that success <strong>of</strong> theANDS also depends on the Government anddonors’ ability to increase aid effectiveness andefficiency. Government policies based on theANDS provide a good framework for achievingthis goal. However, both the Governmentand donors will have to do more to improveaid delivery mechanism and efficiency to bringmore tangible changes to the life <strong>of</strong> ordinaryAfghans. The Government is accountable toAfghan people and National Assembly on howaid is spent. The Government is committed todo its part to ensuring the successful implementation<strong>of</strong> Paris Declaration and their support<strong>of</strong> the Government’s policies and strategies.Aid Effectiveness and Coordination 163
