vincial-based planning will identify furtherroles line ministries and other organizations.NDCS Chapter 3 also specifies, by the eightpillars, the ministries and organizations thatare expected to be involved in the evaluationand implementation <strong>of</strong> CN plans. The Governmentwill mitigate weaknesses in the ministries,agencies and provinces charged with implementingthe CN plans by drawing on theresources <strong>of</strong> international donors and contractingexpert staff. The other key institutionalcapacity that needs to be addressed by the internationalcommunity is the lack <strong>of</strong> sufficientCN expertise. The international communitywill be asked to provide sustained CN specifictechnical assistance to Afghan counterparts.The new NDCS implementation plan has toinclude a commitment by the internationalcommunity to fund and support efforts to:• Integrate CN into operations <strong>of</strong>ISAF/NATO (this is suggested but will requiredto be dealt with in a combined aswell as bilateral manner in considerationwith the the individual partners capacityand sensitivity);• Adequate financing <strong>of</strong> CNTF and adjustalternative development programs to thepriorities <strong>of</strong> PDPs, subject to reform andimproved functioning;• Increase funding <strong>of</strong> the Good PerformanceInitiative;• Prevent the import <strong>of</strong> precursors into <strong>Afghanistan</strong>;• Create markets for Afghan productsthrough trade preferences and investmentin infrastructure for export;• Arrest and prosecute international drugdealers/traffickers;• Procure supplies and services for internationalmilitary forces and organization in<strong>Afghanistan</strong> from Afghan sources, as envisagedin the “Afghan First” policy;• Improve intelligence sharing on counternarcoticsactivities;• Provide large scale assistance to follow uperadication and reduction in cultivation;• Production and market development programsfor cash crops in certain areas; and,• Reduce global demand for illicit drugs.ANTI-CORRUPTIONBackground and contextCorruption, the misuse <strong>of</strong> public <strong>of</strong>fice for privategain, undermines the authority and accountability<strong>of</strong> the Government, lessening publictrust and reducing the legitimacy <strong>of</strong> stateinstitutions. Corruption is a significant andgrowing problem in <strong>Afghanistan</strong>. According toone <strong>of</strong> the most widely-used international indexes,‘Worldwide Governance Indicators,1996-2006 published by the World Bank Institute(2007), <strong>Afghanistan</strong> is close to the bottomamong the 212 countries in terms <strong>of</strong> its abilityto control corruption – ranking in lowest percentilealongside Bangladesh, Somalia andZimbabwe.The Government is fully committed to controllingcorruption, promoting transparency andaccountability through establishing new andeffective preventative mechanisms and implementingthe <strong>Afghanistan</strong> Compact Anti-Corruption Benchmarks. The chronic povertyconditions in <strong>Afghanistan</strong> are seen as naturalbreeding grounds for systemic corruption dueto social and income inequalities and perverseeconomic incentives. A key ANDS strategicobjective is to establish a state administrationthat operates with integrity and accountabilityto provide an enabling environment for economicand social development, based upon therule <strong>of</strong> law, impartiality in political decisionmaking,the proper management <strong>of</strong> public resources,the provision <strong>of</strong> efficient administrativesystems and the active engagement <strong>of</strong> civilsociety.The National Anti-Corruption Strategy andRoadmap developed as part <strong>of</strong> the ANDS willbe implemented in support <strong>of</strong> the followingstrategic aims: (i) enhancing Government anticorruptioncommitment and leadership; (ii)raising awareness <strong>of</strong> corruption and evaluatingthe effectiveness <strong>of</strong> anti-corruption measures;(iii) mainstreaming anti corruption into Governmentreforms and national development;(iv) strengthening the enforcement <strong>of</strong> anticorruptionaimed to strengthen the legalframework for anti-corruption and build a coherentand fully capacitated system <strong>of</strong> enforcementinstitutions required to support theeffective implementation <strong>of</strong> the UNCAC; (v)reinforcing counter-narcotics integrity; (vi) re-Cross-Cutting Issues 147
