<strong>Afghanistan</strong> National Development Strategy (ANDS)A major challenge facing rapid urban development will be to adopt systems where urban taxes and cost recoveryfunds the provision <strong>of</strong> efficient government services. This will expand the scope for increased private sectorprovision <strong>of</strong> urban services, with funding still partially coming from the public sector to cover costs for thoseliving in poverty. To alleviate urban sprawl, zoning and new city planning management capacities will bestrengthened.EducationThe Government aims at having a well-educated nation. Since 2002, the Government has invested heavily inthe education sector and has attained progress toward the ultimate goals <strong>of</strong> educating all <strong>of</strong> <strong>Afghanistan</strong>’schildren, reducing illiteracy, and creating a skilled labor force. The Government is committed to meeting theMillennium Development Goals, and the primary education objective for the ANDS is to keep <strong>Afghanistan</strong> ontrack for their timely attainment.The Government aims to increase literacy, improve quality <strong>of</strong> education, expand the capacity <strong>of</strong> the educationsystem to absorb more students, increase equal access to education for all, improve opportunities for and quality<strong>of</strong> higher education, and expand the capacity and improve the quality <strong>of</strong> vocational education and skillsbuilding.The provision <strong>of</strong> basic education and reducing illiteracy rates will remain the top priority for the Governmentthroughout the life <strong>of</strong> the ANDS. The Government is committed to implement the priority programs endorsedin the National Education Strategic Plan, including: (i) general education (targeting a 60 percent and 75 percentenrolment rate for girls and boys, respectively); (ii) improved teacher education and working conditions; (iii)education infrastructure rehabilitation and development; (iv) curriculum development and learning materials; (v)<strong>Islamic</strong> education; (vi) technical and vocational education and training; (vii) literacy and non-formal education;and (viii) reform and development <strong>of</strong> education administration.The next priority is to improve the quality and management <strong>of</strong> education through devolving responsibility forthe delivery <strong>of</strong> education services to local authorities while strengthening the monitoring and strategic planningcapacity <strong>of</strong> the Ministry <strong>of</strong> Education, Ministry <strong>of</strong> Higher Education, and Ministry <strong>of</strong> Labor and Social Services.The key priority in the vocational training subsector is to align vocational training and skills developmentprograms with the needs <strong>of</strong> the economy through improved coordination and implementation capacity at theNational Vocational Education and Training Board (NVETB).Culture and MediaThe culture and media sector vision is (i) to foster the continued expansion <strong>of</strong> a free and lively media that isindependent and accessible to women and men throughout the country; (ii) to preserve and protect the culturalheritage <strong>of</strong> <strong>Afghanistan</strong>; and (iii) to foster cultural creativity.Major goals for this sector include the documentation <strong>of</strong> unregistered historical monuments and archaeologicalsites and the restoration and protection <strong>of</strong> vulnerable locations; the adoption <strong>of</strong> new media legislation to supportindependent and open media; the expansion <strong>of</strong> media throughout the country; and the continuation <strong>of</strong> efforts torecover stolen artifacts through international and bilateral relations.Health and NutritionBy all measures, the people <strong>of</strong> <strong>Afghanistan</strong> suffer from poor health. <strong>Afghanistan</strong>’s health indicators are near thebottom <strong>of</strong> international indices, and fare far worse, in terms <strong>of</strong> their health, than any other country in the region.Life expectancy is very low, infant, under-five and maternal mortality is very high, and there is an extremelyhigh prevalence <strong>of</strong> chronic malnutrition and widespread occurrence <strong>of</strong> micronutrient deficiency diseases.The overarching priority <strong>of</strong> the health sector is to address priority health issues through a universal coverage <strong>of</strong> aBasic Package <strong>of</strong> Health Services (BPHS).
