Provide housing, facilities and socialservices to returneesThe Government will continue to providehousing facilities, land plots and infrastructureto returnees to encourage voluntary returns.Key programs and projects to support implementation<strong>of</strong> the strategy will be implementedby several line ministries. These projects willsupport the reintegration <strong>of</strong> the returnees byproviding housing, public services and incomegeneration opportunities. Distribution <strong>of</strong> landplots to solve the housing problem will remainan important public arrangement. Publicworks programs will provide job opportunitiestogether with skill development training.These projects will be developed, costed andintegrated into the National Budget by the end<strong>of</strong> 2008.Since 2002 over a million returnees have benefitedfrom a rural housing program implementedin all regions <strong>of</strong> the country. Approximately170,000 houses have been built.Over 10,000 water points have been constructedin key returnee destinations.A Land Allocation Scheme was launched in2005 to address the needs <strong>of</strong> landless returneesand IDPs for land for housing. These settlementshave the necessary infrastructure includingschools, clinics, roads, mosques, potablewater, parks and sanitation.Priority has been given to those who have alreadyapplied for land (those that returned between2002 and 2006) and the most vulnerable(for example the disabled and widowed). Presentlyover 520,000 applications have been registered,approximately 100,000 beneficiaries havebeen selected, 23,000 plots have been distributedand 5,500 families have moved intohouses on site.The Government will also increase the provision<strong>of</strong> social services available to returnees,refugees and IDPs. These programs include:• providing legal aid and vocational trainingfor Afghan refugees and support to thehost communities in Pakistan;• improving primary and secondary healthcare for Afghan refugees in Mashhad andZahedan, Iran;• enhancing emergency preparedness forIDPs to ensure the timely and necessarysupport is provided to minimize hardshipand suffering; and• providing public works programs willprovide job opportunities together withskill development training.Enhance Government capacity to encouragevoluntary returnsOngoing efforts to increase Government capacityto manage returns will continue. Specifically,the Government will work to:• improve internal Government coordinationmechanisms, intern-ministerial cooperationand capacity for refugee and IDPs return;• enhance policy advice, data collection,analysis, research, knowledge generationand advocacy;• provide policy advice to provincial authorities;• promote a national framework and policyguideline for the protection <strong>of</strong> IDPs and anIDP mapping exercise;• identify and implement programs and interventionsto support voluntary refugeeand IDPs return;• incorporate IDPs and returnees into developmentand national programs and to providefor a national framework for their protection;• ensure greater access to land for the refugeeand IDP population;• ensure refugees and IDPs have greater accessto micr<strong>of</strong>inance loans; and• improve the capacity <strong>of</strong> the Ministry forRefugees and Returnees.CONCLUSIONThe sector strategies summarized here identifythe ANDS strategic objectives, principal outputtargets and the projects and programs that willbe required to reach these goals. More detailedsector and ministry strategies are presented inANDS Volume II.The objective <strong>of</strong> the ANDS with respect to economicand social development is to provideEconomical and Social Development 133
