to re-forest <strong>Afghanistan</strong> (i.e., “Greening <strong>of</strong> <strong>Afghanistan</strong>”)will be introduced to supply additionaljobs to decrease deforestation <strong>of</strong> thecountry. All programs will be redesigned toreach the most isolated and remote areas. Inaddition to other public arrangements, targetedland distribution and lump sum payments willcontinue to be used to help the poorest warvictims and victims <strong>of</strong> natural disaster.Diversification <strong>of</strong> the market based arrangements:In <strong>Afghanistan</strong>, market basedarrangements for social protection are dominatedby micr<strong>of</strong>inance schemes. These will befurther developed and strengthened. However,efforts will be made to develop othermarket-based arrangements such as increasingfinancial market literacy and the introduction<strong>of</strong> community-based insurance schemes. Loss<strong>of</strong> women’s inheritance entitlements to malerelatives and denial <strong>of</strong> their property rightsprevents women from using collateral and limitsaccess loans for creating employment opportunities.Therefore, future Government policieswill introduce measures to enforce women’srights to inheritance.Strengthening informal arrangements forsocial risk management: Migration to workin neighboring countries and remitting fundswill remain as a key informal arrangement forthe poor. The Government will ensure thatAfghan migrant workers are not subject toabuse in the countries <strong>of</strong> their destination. Inthis regard, the Government will conclude internationalagreements with the neighboringand other countries to regulate the rights <strong>of</strong> the<strong>Afghanistan</strong>’s migrant workers.Priority measures to provide social include:• Integrate the current direct cash transfers tomartyr’s families and people with disabilitiesinto the pension system;• Develop projects for the distribution <strong>of</strong>livestock, orchards and tools for farming;• Develop projects for the distribution <strong>of</strong>food parcels in winter (winterization);• Develop a new public works program:“Greening <strong>of</strong> <strong>Afghanistan</strong>”• Develop mechanisms for distributing directcash entitlements to poor disabled individualswith non-war related disabilitiesand include rehabilitation <strong>of</strong> the disabledin the BHP in all provinces;• Develop programs for community-basedrehabilitation <strong>of</strong> drug-addicts;• In cooperation with NGOs implement pilotprojects to support extremely vulnerablegroups which will include options for reintegrationinto families;• Conduct surveys to collect data on civilianvictims <strong>of</strong> conflict and develop policies tosupport civilian victims;• Conduct reviews <strong>of</strong> the MoLSAMD andprepare plans for capacity building and restructuring,including the establishment <strong>of</strong>the Child Secretariat within MoLSAMD.Strengthening the capacity and restructuringthe MoLSAMD: Implementation <strong>of</strong>effective social protection reform will requiresignificant capacity building <strong>of</strong> the MoLSAMD.The main objectives <strong>of</strong> this will be to improvepolicy/strategy/elaboration <strong>of</strong> standards <strong>of</strong>care, monitoring, targeting and project preparation/implementationin partnership withNGOs in charge <strong>of</strong> service delivery; and to increaseabsorption capacity. <strong>Enhanced</strong> roles <strong>of</strong>the private sector and NGOs in providing theservices will support timely implementation <strong>of</strong>the projects. Finally, developing courses toenable university graduates to obtain qualificationfor social workers will be important forcapacity building.Pension reform: The main objective <strong>of</strong> pensionreform will be to improve old-age protection(especially for civil servants and military)and establish fiscally sustainable pensionschemes. Priorities will include the enhancement<strong>of</strong> fiscal sustainability by increasing collection<strong>of</strong> the pension contributions, and buildingthe capacity <strong>of</strong> the Pension DepartmentDesign <strong>of</strong> the pension reform: Coverage:The future pension system will cover the samegroups <strong>of</strong> employees that are covered in thecurrent system (civil servants and military personal).The system will remain a defined benefitsystem based on a formula that will take intoaccount age, years <strong>of</strong> service, and a specifiedaccrual rate. The average benefit for an employeewith 25 years <strong>of</strong> service will equal 50percent <strong>of</strong> final pay after Pay and Grading reform.The benefit accrual rate will be 2 percentfor each year <strong>of</strong> service.
