and exploitative work; children in conflict withlaw; children with mothers in detention; childrenwith severe disability); (iii) poor personswith disability; (iv) victims of violence, such aswomen and children victims of violence, abuseand victims of human trafficking; (v) extremelyvulnerable individuals, including mentally illpersons, and drug addicts, and (vi) unemployed,underemployed and victims of naturaldisaster.The target group of “war survivors” includes:(i) martyr’s families from the previous and ongoingconflict; (ii) disable individuals with warrelated disability, and (iii) civilian victims ofthe ongoing conflict.The civilian victims of the ongoing conflict includesthe following vulnerable groups: (i)families who lost the breadwinner or membersas result of military operations; (ii) familieswho lost their breadwinner or members as resultof suicide bombing that targeted internationalor Government troops; (iii) families thatlost the breadwinner or members as result ofmilitary attack at the international or Governmenttroops; (iv) individuals which becamedisabled as result of military operations; (e)individuals that became disabled as result ofsuicide or military attacks on international orGovernment troops; and (vi) families or individualswhose property was destroyed ordamaged as result of military operations, suicideand military attack at the international andthe Government troops. Social support to thisgroup will be coordinated with the supportfrom the MoD and MoI.Implementation of this will be through the NationalSocial Protection Sector Program andwill consist of: (i) public arrangements; (ii)market-based arrangements; (iii) informal arrangements;and (iv) capacity building. Preliminarycosting of the program indicated thataround $500 million will be required for thenext five years which will need to be metthrough the Core and the External Budgets.Public arrangements to enhance socialsupport reform: Future social support systemswill include most of the existing publicarrangements such as: (i) direct cash payments;(ii) payments in kind; (iii) public works; (iv)skills development; (v) lump sum payments;(vi) support to orphanages; and (vii) land distribution.However, given the insufficient impacton the poor some arrangements like subsidies(for fuel, pensions, and kindergartens)will gradually be eliminated. Support to orphanageswill remain part of the social supportsystem; however, they will be reorganized toprovide day care services for other children “atrisk”.The current cash transfers to the martyr’s familiesand individuals with war related disabilitieswill be integrated into the pension systemand will cease to be part of the social supportsystem. However, this will occur only in themedium term and after completion of pensionreforms. The new direct cash transfers will begradually introduced for the poor disabledwith non-war related disability. The inclusionof the poorest families with small children intodirect cash transfers will depend on mobilizationof domestic revenues and possible introductionof the Zakat-based tax.Payment in kind, through distribution ofhumanitarian assistance, will continue to beused to support higher children’s enrolment inschools (e.g., food for education) and trainingof teachers (e.g., food for training). Accordingto the NRVA 2005 the poorest households havecritically low consumption during winter, especiallyin March. Therefore, a new system ofpayments in kind will be introduced for thepoorest families with small children (winterization).The parcels with basic food and nonfooditems will be distributed through AfghanRed Crescent Society to support the pooresthouseholds in the most difficult period of year.Given the high incidence of rural poverty thenew program will be developed to provide freedistribution of livestock, orchards and tools forfarming helping the poor to diversify agricultureproduction. Both, direct cash transfers andpayments in kind will be made conditional:poor families will have to enroll children inschool and take them to regular health checkups.Given the extent of unemployment, skills developmentwill remain one of the high prioritypublic arrangements in the social support system.However, the terms of reference of theNSDP will be changed to introduce the mostvulnerable as the highest priority group forskills development training. Public works programs,such as NSP, NABDP and NRAP willcontinue to provide job opportunities for thepoor. Moreover, the new public work program126Afghanistan National Development Strategy (ANDS)
to re-forest Afghanistan (i.e., “Greening of Afghanistan”)will be introduced to supply additionaljobs to decrease deforestation of thecountry. All programs will be redesigned toreach the most isolated and remote areas. Inaddition to other public arrangements, targetedland distribution and lump sum payments willcontinue to be used to help the poorest warvictims and victims of natural disaster.Diversification of the market based arrangements:In Afghanistan, market basedarrangements for social protection are dominatedby microfinance schemes. These will befurther developed and strengthened. However,efforts will be made to develop othermarket-based arrangements such as increasingfinancial market literacy and the introductionof community-based insurance schemes. Lossof women’s inheritance entitlements to malerelatives and denial of their property rightsprevents women from using collateral and limitsaccess loans for creating employment opportunities.Therefore, future Government policieswill introduce measures to enforce women’srights to inheritance.Strengthening informal arrangements forsocial risk management: Migration to workin neighboring countries and remitting fundswill remain as a key informal arrangement forthe poor. The Government will ensure thatAfghan migrant workers are not subject toabuse in the countries of their destination. Inthis regard, the Government will conclude internationalagreements with the neighboringand other countries to regulate the rights of theAfghanistan’s migrant workers.Priority measures to provide social include:• Integrate the current direct cash transfers tomartyr’s families and people with disabilitiesinto the pension system;• Develop projects for the distribution oflivestock, orchards and tools for farming;• Develop projects for the distribution offood parcels in winter (winterization);• Develop a new public works program:“Greening of Afghanistan”• Develop mechanisms for distributing directcash entitlements to poor disabled individualswith non-war related disabilitiesand include rehabilitation of the disabledin the BHP in all provinces;• Develop programs for community-basedrehabilitation of drug-addicts;• In cooperation with NGOs implement pilotprojects to support extremely vulnerablegroups which will include options for reintegrationinto families;• Conduct surveys to collect data on civilianvictims of conflict and develop policies tosupport civilian victims;• Conduct reviews of the MoLSAMD andprepare plans for capacity building and restructuring,including the establishment ofthe Child Secretariat within MoLSAMD.Strengthening the capacity and restructuringthe MoLSAMD: Implementation ofeffective social protection reform will requiresignificant capacity building of the MoLSAMD.The main objectives of this will be to improvepolicy/strategy/elaboration of standards ofcare, monitoring, targeting and project preparation/implementationin partnership withNGOs in charge of service delivery; and to increaseabsorption capacity. Enhanced roles ofthe private sector and NGOs in providing theservices will support timely implementation ofthe projects. Finally, developing courses toenable university graduates to obtain qualificationfor social workers will be important forcapacity building.Pension reform: The main objective of pensionreform will be to improve old-age protection(especially for civil servants and military)and establish fiscally sustainable pensionschemes. Priorities will include the enhancementof fiscal sustainability by increasing collectionof the pension contributions, and buildingthe capacity of the Pension DepartmentDesign of the pension reform: Coverage:The future pension system will cover the samegroups of employees that are covered in thecurrent system (civil servants and military personal).The system will remain a defined benefitsystem based on a formula that will take intoaccount age, years of service, and a specifiedaccrual rate. The average benefit for an employeewith 25 years of service will equal 50percent of final pay after Pay and Grading reform.The benefit accrual rate will be 2 percentfor each year of service.
