The value and contribution<strong>of</strong> partners to the education sector will be enhancedthrough improved understanding andcollaborative implementation.A government-led education sector needs to besupported through building an accountableand transparent system <strong>of</strong> education financingand administration. The underpinning strategythat the government will employ to achieve itspolicy goals, therefore, is the reform and restructuring<strong>of</strong> the management systems inplace that facilitate the delivery <strong>of</strong> educationservices. At the primary and secondary schoollevel, a major policy shift seeks to devolvegreater authority to the school level for minoroperating expenses, planning and execution.This is part <strong>of</strong> the overall intention to improvegovernance and management standards.Recruitment processes will be reviewed and bepart <strong>of</strong> the overall public administration reforms.Registration <strong>of</strong> all teaching pr<strong>of</strong>essionalsacross the sector, implementation <strong>of</strong> publicadministration reform, teacher salaries andother incentives are being reviewed as part <strong>of</strong>the pay and grading process, including appropriatecareer development <strong>of</strong> teaching pr<strong>of</strong>essionalsbased on merit and performance to increaseretention, in conjunction with the CivilService Commission.StrategiesPrimary and Secondary Education: A comprehensivefive-year strategic plan 55 for thedelivery <strong>of</strong> education services has been developedby the Ministry <strong>of</strong> Education to meet themedium-term benchmarks for primary andsecondary education set in the <strong>Afghanistan</strong>Compact by 2010. Based on the overarchingpolicy <strong>of</strong> attaining national and gender equityin access to quality and relevant education, includingaffirmative action initiatives, the StrategicPlan encompasses the National EducationProgram that comprises two subsets <strong>of</strong> priorityprograms. The first set comprises service deliveryprograms and the second set quality assuranceand support programs. The servicedelivery programs are General Education, <strong>Islamic</strong>Education, Technical/Vocational Educa-tion and Literacy, 56 while the quality <strong>of</strong> educationis assured through the Teacher Education& Working Conditions, Curriculum Development& Learning Materials, Education InfrastructureRehabilitation and Development, andEducation Administration Reform and Management.Each <strong>of</strong> these programs has a set <strong>of</strong>costed projects that are prioritized and sequencedfor implementation. For detail informationrefer to Volume II.Higher Education: The Higher Educationstrategy involves improving quantity and qualityaspects to satisfy the demand for the marketbased economy with skilled pr<strong>of</strong>essionals. Thiswill involve increasing the capacity to accommodatemore qualified students, together withan improvement in the quality <strong>of</strong> higher educationby improving the number and quality <strong>of</strong>lecturers and <strong>of</strong>fering a greater variety <strong>of</strong>courses. There are plans to provide universitieswith greater autonomy. A key component<strong>of</strong> the strategy is to encourage universities toenter into cooperative arrangements with otheruniversities, both domestic and foreign, so thatthere can be an exchange <strong>of</strong> lecturers. Implementation<strong>of</strong> this strategy has already commenced.Eleven cooperative partnerships betweenindividual universities in the countrywith well qualified foreign universities are invarious stages <strong>of</strong> finalization.In 2007 a Higher Education Law has beenpassed by Cabinet. A Master’s course has alreadybegun as part <strong>of</strong> the objective to <strong>of</strong>fer agreater variety <strong>of</strong> courses. Ministry <strong>of</strong> HigherEducation has started to introduce accreditationthrough the Academic CoordinationCommittee. This body, whilst still in the earlystages will also be involved in quality assuranceand control, which is an integral component<strong>of</strong> the accreditation procedures. Thiscomponent <strong>of</strong> the strategy will be monitored bythe structure that has been established throughan agreement and Memorandum <strong>of</strong> Understanding(MoU) signed with the World Bankon establishment <strong>of</strong> <strong>Afghanistan</strong> NationalQualification Authority. In its efforts to improvethe quality <strong>of</strong> Higher Education, mostfunds available to the Ministry will be used torefurbish the existing university campuses and55 National Education Strategic Plan (1385-1389), Ministry <strong>of</strong>Education, <strong>Islamic</strong> <strong>Republic</strong> <strong>of</strong> <strong>Afghanistan</strong>.56 Outputs <strong>of</strong> these programs contribute to the development anddelivery <strong>of</strong> the Skills Development sub-sector.118<strong>Afghanistan</strong> National Development Strategy (ANDS)
