Thisstrategy supports large and small scale miningfor immediate and sustainable economic gains.For mining and minerals, the emphasis is onthe exploration, extraction and delivery tomarket; for hydrocarbons the emphasis is explorationand exploitation.Experience during the period 1987 to 2000 hasdemonstrated that if governments address issuessuch as: up-dating the mineral policy andstrategy; amending the mining legislation (particularlyin respect <strong>of</strong> mining rights); up-datingthe mining taxation regime; reinforcing governmentsupervisory institutions; buildinggreater capacity (including good governance)within institutions; and developing a reliableand comprehensive scientific database; thecountry can attract significant amounts <strong>of</strong> investmentin this sector. Employment and benefitsfrom opportunities for skill improvementwill be substantial. Most mining related activityis expected to occur in isolated areas whereunemployment is high. In addition, the largecontribution that the mining sector will maketo government revenues will increase the availability<strong>of</strong> social services, such as education andhealth services, which will contribute to increasedsecurity and stability.50 Note, these targets are also identified in the Water Sector Strategy.Table 7.3.
