tions designed to promote Government efficiency,reduce costly waste and ensure informationsystem inter-operability will beimplemented. This will involve adopting afull set <strong>of</strong> Rules and Procedures that willgovern the competitive procurement andutilization <strong>of</strong> ICT by all Government institutions.An e-Government resource centerwill be established for the design and implementation<strong>of</strong> projects. MoCIT will promoteprivate investment for Afghan Telecomto reduce the financial burden on theGovernment, and adopt the legal instrumentsfor private investment in the sector.Afghan Post <strong>of</strong>fices will be modernized usingICT to ensure reliable collection anddistribution <strong>of</strong> mail. The infrastructure <strong>of</strong>mobile networks will be adapted to enablemobile commerce, meaning the use <strong>of</strong>phones to transfer funds and conduct otherfinancial transactions (pay utility bills andtaxes, make retail purchases). MoCIT willsubmit draft ICT legislation governing e-transactions, electronic commerce, electronicsignatures and cyber crimes to theNational Assembly. The <strong>Afghanistan</strong> NationalData Center will be ready to host thee-government applications.• A unified curriculum and regulatoryframework for private ICT training centerswill be drafted in cooperation with Ministry<strong>of</strong> Education. MoCIT will have establishedan IT Training center in all provincialcapitals where security permits.• By end-2009, further efforts will be made toreduce corruption by reviewing all Governmentservices and making recommendationsfor the adoption <strong>of</strong> ICT to streamlineand automate (for example, customsprocessing, procurement and licensing).• An ICT Village will be established in Kabul,this facility will attract foreign and localinvestments in ICT. Efforts will bemade to ensure that all schools have accessto internet and multimedia resources, togetherwith a basic curriculum that includesbrowsing, searching and messaging.• By end-2010, the ICT sector will contributefive billion Afs ($100 million) annually tothe treasury by broadening the tax base (attractingadditional investors to the market,rather than over-burdening the existingones). ATRA will foster a transparent legal-regulatoryregime that attracts a further37.5 billion Afs ($750 million) in private investment,and adds 50,000 jobs.• National ICT networks will be expandedand interconnected so that at least 80 percent<strong>of</strong> Afghans will have access to affordabletelecom services.• By end-2018, all pupils should be digitallyliterate by the time they leave school. Digitalliteracy will be adopted as one <strong>of</strong> thebasic skills <strong>of</strong> all young Afghans.The ICT sector strategy incorporates feedback,proposed projects and comments from the SubNational Consultations. The ministry activelyutilized its video conferencing capabilities toreach out to all 34 provincial capitals and many<strong>of</strong> the 240 district capitals that are presentlyserved by the District Communications Network(DCN) infrastructure. MoCIT has alsoworked with National Assembly to reach allcommunities. The Ministry has furthermoreconducted planning sessions by bringing togetherrepresentatives from all 34 provinces forworkshops in Kabul. ATRA is in the process <strong>of</strong>instituting greater responsiveness to the needs<strong>of</strong> remote communities, by making availablefinancial support from the Telecom DevelopmentFund (TDF) upon request from communityleaders.Policy framework: key initiatives andissuesThe MoCIT is responsible for providing theinstitutional leadership for the ICT sector. Ithas the primary responsibility for developingpolicy and supervises the implementation <strong>of</strong> anumber <strong>of</strong> key ICT projects, such as the NationalData Center, the Optical Fiber Cable andthe Copper Cable Network projects.Afghan Telecom is presently a corporation thatis 100 percent owned by MoCIT however it isbeing privatized (an 80 percent share is to besold), reflecting the Government’s 2003 Telecomand Internet Policy. This will lead to thefurther expansion <strong>of</strong> the mobile phone network.The Ministry’s Information CommunicationTechnology Institute (ICTI) provides specializedtechnical training and certification haslaunched a four year ICT bachelors program(the first class <strong>of</strong> 50 students have recentlycommenced studies).
