Executive SummaryTargets1. The Public Administration Reform program will be completed by 2013;2. A substantial reduction in corruption will be achieved by 2013;3. By 2009, the new criminal procedure code will be enacted and published, and for its implementationtraining with written commentary will be provided to all legal pr<strong>of</strong>essionals, as well as communitylegal education for citizens;4. By 2010, all laws, regulations, and other legal instruments will be compiled, indexed, uploaded andmaintained on government websites, will be published and distributed to state institutions at all levels,and will be made available to the people nationwide5. By 2013, all government agencies and ministries will have improved technical capacity to draft andpropose nondiscriminatory legislative and regulatory instruments.Pillar 3: Economic and Social Development:Reduce poverty, ensure sustainable development through a private sector-led market economy,improve human development indicators, and make significant progress toward achieving theMDGs.The Government is committed to policies conducive to a private sector-led market economy that delivers high,sustainable economic growth. Within the ANDS, the Government’s key poverty reduction initiative will be tosupport the private sector as the most efficient vehicle for increasing employment and incomes. At the sametime, the Government recognizes the need to target resources at the poorest and most vulnerable groups, to beachieved through fiscally sustainable and transparent income transfer policies. Since 2002, the Government hasalso placed a high priority on attempting to provide health and education services to all Afghans. These policieswill continue to be strengthened, in order to improve human development indicators significantly across<strong>Afghanistan</strong>.ChallengesAlthough the economy is experiencing high growth rates, <strong>Afghanistan</strong> faces a number <strong>of</strong> constraints that mustbe addressed to ensure long-term economic expansion and poverty reduction. Among the most severe arecontinuing instability, the poor state <strong>of</strong> infrastructure, low levels <strong>of</strong> human capital development and institutionalcapacity, and the lack <strong>of</strong> a proper enabling economic environment. At the same time, growth alone is notenough to reduce poverty and improve human development indicators. A major challenge in this pillar is tocreate an environment where the economy performs to its full potential, while at the same time ensuring that themost vulnerable members <strong>of</strong> society are not left behind.Targets1. The proportion <strong>of</strong> people living on less than $1 a day will decrease by 3 percent per year;2. The proportion <strong>of</strong> people who suffer from hunger will decrease by 5 percent per year;3. The net enrolment in primary school for girls and boys will be at least 60 percent and 75 percentrespectively by 2010;4. Female teachers will be increased by 50 percent by 2010;5. Seventy percent <strong>of</strong> <strong>Afghanistan</strong>’s teachers will have passed a competency test by 2010;6. The under-5 mortality rate will be reduced by 50 percent between 2003 and 2013;7. The maternal mortality ratio will be reduced by 50 percent between 2002 and 2013;8. The Basic Package <strong>of</strong> Health Services will be extended to cover at least 90 percent <strong>of</strong> the population by2010;9. The proportion <strong>of</strong> people without sustainable access to safe drinking water and sanitation will behalved by 2020: by 2013, 50 percent <strong>of</strong> households in Kabul and 30 percent <strong>of</strong> households in otherurban areas will have access to piped water; 90 percent <strong>of</strong> villages will have access to drinking waterand 50 percent <strong>of</strong> villages will have access to sanitation.9
