Cross cutting issues in the Governance, Rule <strong>of</strong> Law and Human Rights PillarAnti-Corruption Gender Equality Counter-Narcotics Environment Regional Capacity BuildingBy Jaddi 1392 (end-2013), the corruptionin the judiciary and the government atall levels especially in security, customs,civil administration and municipalitieswill be significantly reduced. A monitoringmechanism to track corruption inhigh places will be put in place by Jaddi1387 (end-2008). By Jaddi 1387 (end-2008), cross-cutting electronic governmentapplications will be launched toreduce corruption and increase efficiency.By Jaddi 1387 (end-2008), theGovernment will establish and implementa public complaints mechanism.The citizens have right <strong>of</strong> access to informationfrom government <strong>of</strong>fices inaccordance with Article 50 <strong>of</strong> the Constitution.This right will have no limits,unless it violates the rights <strong>of</strong> others. ByJaddi 1389 (end-2010), the legal frameworkrequired for exercising this rightprovided under the constitution will beput in place, distributed to all judicialand legislative institutions, and madeavailable to the public and, implemented.By Jaddi 1389 (end-2010), the Governmentwill increase the number <strong>of</strong> arrestsand prosecutions <strong>of</strong> traffickers and corrupt<strong>of</strong>ficials, and improve its informationbase concerning those involved inthe drugs trade, with a view to enhancingthe selection system for national andsub-national public appointments. Public<strong>of</strong>ficials elected and appointed tohigh positions will be required to declaretheir asset before taking charge <strong>of</strong> theirThe Governmentwill fully implementthe NationalActionPlan for Womenin <strong>Afghanistan</strong> byJaddi 1389.The Governmentwill bring legislationon affirmativeaction providinga specificpercent reservation<strong>of</strong> seats forwomen in theelected district,municipal andvillage councilsas well as in thecivil service. The right <strong>of</strong> everyone toreceive environmental informationthat is held by publicauthorities ("access to environmentalinformation").2. The right <strong>of</strong> both womenand men to participate in environmentaldecision-making.("public participation in environmentaldecision-making");3. The right to review proceduresto challenge public decisionsthat have been madewithout respecting the twoaforementioned rights or environmentallaw in general("access to environmental justice").Local Environmental Governance:Natural resources willbe managed through community-basedmechanisms andwith the support <strong>of</strong> legitimatelocal governments.Natural Resource Management-relatedinterventionswill be based on broad consultationswith local communities(that include marginalizedgroups like pastoralists orLOGOTRI is theNetwork <strong>of</strong> LocalGovernment Trainingand ResearchInstitutes in Asiaand the Pacific. Itsmembers are bothgovernmental,autonomous andprivate sector institutionsand organizationsinvolvedprimarily inlocal governmenttraining and research.The IndependentDirectorate<strong>of</strong> Local Governance(IDLG)will collaboratewith the LOGOTRIwith a view to organizingtrainingand study tours <strong>of</strong>Afghan subnationalgovernancepolicy makersand Afghan <strong>of</strong>ficialsat LOGOTRImemberinstitutionsin Asiaand the Pacific.The capacity <strong>of</strong> National AssemblyMembers will be built in draftingand ratification <strong>of</strong> legislation, reviewand input to the nationalbudget review, oversight, and representation,and on issues related towomen’s rights, national security,international relations, and interethnicrelations.The Government will strengthenthe capacity <strong>of</strong> Provincial Councils,support knowledge sharing andexchange among Provincial Councils.The Government willstrengthen the elected sub-nationalrepresentative bodies enablingthem to perform their roles andfulfill their responsibilities towardstheir constituent citizens.By end-1389 (20 March 2011), theGovernment will build institutionaland administrative capabilities inprovincial, district and, municipaladministrations to manage basicservice delivery through reformingorganizational structures, streamliningmanagement processes, developingessential skills and knowledge<strong>of</strong> civil servants.A training policy for entire publicsector workforce will be developedand implemented. Institutionalarrangements shall be put in placeto ensure that each member <strong>of</strong> theworkforce gets trained at least oncein two years in organization specificand job specific training along with70AFGHANISTAN NATIONAL DEVELOPMENT STRATEGY (ANDS)
