The Second Phase isto transition from coalition-led, to an Afghanledand NATO-supported security operation.Although much <strong>of</strong> the security burden remainswith our coalition allies, there has been progressin combined Afghan/Coalition operations,and in independent ANA security operations.Phase Three will encompass efforts t<strong>of</strong>urther improve pr<strong>of</strong>essionalism, discipline andoperational cohesiveness and the ANA willconduct independent operations and lead thefight. ISAF will move to a supporting role. Atthe end <strong>of</strong> this final phase, a capacity to defendthe country will have been established, and thepartnership with allies will become one <strong>of</strong>normalized defense relations.SOUND ADMINISTRATION,JUSTICE AND JUDICIALSYSTEMEstablishing a transparent and accountable judicialadministration is a key in achieving durablestability in the country. The Governmentis committed to strengthening the justice system,incuding the Supreme Court, AttorneyGeneral´s Office, Chief Prosecution Department,Ministry <strong>of</strong> Justice, and military courts inthe capital and provinces. Priority programs <strong>of</strong>the Government include appointing pr<strong>of</strong>essionalcadres, coordinating law enforcementand justice sector development programs toestablish a prosperous, stable, and a just societybased on democratic values and internationalstandards. An effective legal administrationthat ensures the rule <strong>of</strong> law is important forpeople to have faith in their government. TheGovernment is implementing programs tostrengthen and support reform in the Ministry<strong>of</strong> Justice, the Supreme Court, and the AttorneyGeneral’s Office.RELATIONS WITHNIEGHBORS ANDINTERNATIONAL ALLIES<strong>Afghanistan</strong>’s security is closely linked withinternational developments. The country borderswith six countries and inevitably has economicand political interests with these countriesthat are related. The Government seeks tocooperate with its neighbors by strengtheningregional security linkages with intelligencesharing to tackle cross-border infiltration, terrorismand narcotics trafficking.The Government will make every effort to ensureregional stability, security and prosperityfor itself and for neighboring countries. TheKabul Declaration on Peaceful Coexistence andGood Neighborliness was signed in 1381(2002). It obliges <strong>Afghanistan</strong> and its neighborsto respect each others’ territorial integrity, establishfriendly relations and cooperation, andensure non-interference in each other’s internalaffairs. All <strong>of</strong> the Government’s efforts tomaintain security and accelerate social andeconomic development will not work withoutsome degree <strong>of</strong> cooperation and support from<strong>Afghanistan</strong>’s neighbors. A secure <strong>Afghanistan</strong>in a stable region is in the best interest <strong>of</strong> entireworld. The Government will work with theinternational community and neighboringcountries for an effective diplomatic solution tosecurity challenges. This will require: (i) concerteddiplomatic pressure against the safe havensenjoyed by terrorist groups outside <strong>of</strong> <strong>Afghanistan</strong>’sborders; (ii) coordinated and effectivemeasures for strengthening border andcross-border security; (iii) support for the programsagreed in recent regional economic cooperationconferences; and (iv) a furtherstrengthening <strong>of</strong> the Tri-partite Commission todialogue with Pakistan on substantial issues.CONCLUSIONThe Government is fully committed to successfully:(i) implementing an integrated and comprehensivenational security policy and strategy;(ii) building a robust security sector reformprogram; (iii) strengthening synergies betweencivil and military operations; (iv) increasing therole <strong>of</strong> security forces in counter-narcotics activities;and (v) strengthening the civilian components<strong>of</strong> security entities. While internationalassistance is vitally necessary at the presenttime, the Government is planning andlooking forward to taking on an increasingshare <strong>of</strong> the responsibility for security in <strong>Afghanistan</strong>.Security 59
