Significant steps have been taken since 2001 torevamp and train the Afghan National Armyand the Afghan National Police. Police capacitieshave been increasing with extensive helpfrom the international community. Large militiashave been integrated into the Ministry <strong>of</strong>Defense, with the majority demobilized. Amulti-sector donor support scheme has beenestablished where individual donors are allocatedresponsibility for overseeing support foreach <strong>of</strong> the key elements <strong>of</strong> the reform, including:disarmament, demobilization, and reintegration<strong>of</strong> ex-combatants; military reform; policereform; judicial reform; and counternarcotics.National Directorate <strong>of</strong> Security (NDS)The National Directorate <strong>of</strong> Security is responsiblefor lending support to the military andpolice in fighting terrorism, anti-governmentelements and narcotics. NDS fulfill its dutiesby collecting and analyzing information and<strong>of</strong>fering specific recommendations on security.The Directorate is designed to help improveeffectiveness <strong>of</strong> operations carried out by nationalsecurity agencies. NDS also shares informationand cooperates with internationalsecurity organizations stationed in <strong>Afghanistan</strong>.NDS is non-political institutions withmerit based promotion system.Ministry <strong>of</strong> Foreign Affairs (MoFA)The Ministry <strong>of</strong> Foreign Affairs is responsiblefor organizing and following <strong>Afghanistan</strong>’srelations with other countries and internationalorganizations. It is mandated to:• Establish cordial international relationsbased on sovereignty and mutual trust;• Set foreign policy objectives in line withnational military strategies and activities <strong>of</strong>the National Army and border police;• Support and promote international peaceand welfare by upholding and implementinginternational laws, conventions and nationaldevelopment strategies ;• Support development and encourage investmentin <strong>Afghanistan</strong> and promotetrade;• Promote regional peace and prosperity,adopt active diplomacy to achieve regionalstability and support economic programsthat help in securing national interests;• Support and promote bilateral and multilateraleconomic initiatives with neighborsto secure national interests.Ministry <strong>of</strong> Counter Narcotics (MCN)The Ministry <strong>of</strong> Counter Narcotics is responsiblefor the implementation <strong>of</strong> the NationalDrug Control Strategy (NDCS). The MCN’spolicies are designed to address: (i) development<strong>of</strong> projects to provide alternative livelihoodopportunities in districts where poppy isgrown; (ii) programs to reduce demand fordrugs including addiction treatment facilitiesin affected provinces; (iii) development <strong>of</strong> effectivemechanisms to deal with drug-relatedcrimes; and (iv) media and public awarenesscampaigns to discourage people from growingpoppy and producing narcotics; and (v) poppyeradication programs..‘RIGHT-FINANCING’SECURITY SECTOR REFORMFiscal sustainability is essential for a sound andstable security forces. Given the limitations <strong>of</strong>the National Budget at present, additional timeis needed before security sector expenditurescan be included in the ordinary budget. Thesecurity sector must therefore rely on continuedassistance from <strong>Afghanistan</strong>’s internationalallies. Limited internal revenue will inevitablyforce the Government to make some verytough decisions when it comes to security sectorspending. The Government supports thedevelopment <strong>of</strong> a ‘Right-financing’ approach tothe security sector, within which to strike anappropriate balance between current securityneeds and the goal <strong>of</strong> building a fiscally sustainablesecurity sector based on realistic resourceprojections.<strong>Afghanistan</strong> has no wish to be a burden on theinternational community for longer than is necessary.In line with a three phased effort todevelop the Afghan military, coalition allieswill move progressively from carrying the majorburden <strong>of</strong> combat operations to a supportingand enabling role. The First Phase, an accelerateddevelopment both in numbers andcapabilities <strong>of</strong> <strong>Afghanistan</strong>’s security forcesthat are adequately manned, equipped andtrained to defeat all internal and external58<strong>Afghanistan</strong> National Development Strategy (ANDS)
