• Protect and expand <strong>Afghanistan</strong>’s nationalinterests; and• Support the National and Border Police tocurb organized crime.To achieve these goals, the MoD has establishedthe ANA.The National Army (ANA)The National Army is responsible for protecting<strong>Afghanistan</strong>’s territorial integrity, upholdingand protecting the Constitution, defendingnational interests and the <strong>Islamic</strong> religion, andestablishing a favorable environment for publicwelfare and progress. The National Army, ledby civilian leadership and supported by theNational Police, has a mandate to improve internalsecurity. It also plays a role to boost regionalsecurity through military cooperationwith ISAF and regional and international allies.A reassessment <strong>of</strong> the design, composition andsize <strong>of</strong> the ANA has led to intensified nationalrecruitment drive and training.Following a presidential decree to establish aNational Army in 2003 the Ministry <strong>of</strong> Defenseand the Afghan National Army have achievedconsiderable progress. The ministry is responsiblefor maintaining pr<strong>of</strong>essional cadres todesign appropriate policies, manage the ANAand defense institutions, and establish necessarycoordination among security institutionsand international partners. The quality andquantity <strong>of</strong> the ANA is rapidly growing, andwill continue to grow until the army is capable<strong>of</strong> maintaining the stability <strong>of</strong> the country, defendingits sovereignty, and contributing toregional security. The National Army has amandate to assist the civilian administrationand police whenever needed. If instructed bythe National Security Council, the ANA willcooperate with the National Police, Anti-Disasters Department, Afghan Red CrescentSociety and other civilian charity organizationsto tackle emergency situations requiring disasterresponse and humanitarian assistance.Ministry <strong>of</strong> Internal Affairs (MoI),and the Afghan National Police (ANP)The Ministry <strong>of</strong> Internal Affairs is responsiblefor ensuring internal security, establishing therule <strong>of</strong> law, justice and protecting the country’sinternational borders. MoI’s responsibilitieswith regard to security are to ensure internalsecurity and fight criminal activity. High priorityactivities include:• Crack down on organized and internationalcrimes including drugs and humantrafficking; fight terrorism and other nationalsecurity threats in cooperation withMoD, ANA, ISAF and Coalition forces;• Establish a border police force to controlcross-border movements and assist withcollection <strong>of</strong> customs revenues in cooperationwith MoD, ANA and Ministry <strong>of</strong> Finance(MoF);• Enforce justice by detecting crimes, carryout investigations, and promptly handoversuspects to the judicial authorities withoutdelay in accordance with the law;• Provide witness protection and support tovictims <strong>of</strong> crime and establish detentioncenters;• Implement the DIAG program: Collect unregisteredarms in cooperation with othersecurity departments and implement andenforce new regulations regarding privatesecurity companies.The National Police (ANP)The Police are undergoing reforms aimed enhancingefficiency by improving police trainingand education, upgrading staff and equippingthe department adequately. The current MoITashkeel allows for 82,180 uniformed personnelin the ANP. Police capacities have beenincreasing with extensive help from donorsthat has led to the expansion <strong>of</strong> governmentcontrol to provinces. However, there is a needto accelerate recruitment, education and trainingprograms to ensure not only pr<strong>of</strong>essionalperformance but also to improve the reputation<strong>of</strong> the ANP. Ensuring quality police performanceand accountability <strong>of</strong> police and the MoI isthe key to stabilization <strong>of</strong> the society and gainingpopular support for the Government.The Border Police (BP) are responsible for bordercontrol, in cooperation with customs <strong>of</strong>ficials.The BP establish check points to monitorcrossings, particularly in areas with suspectedterrorist activity, and are responsible for preventinghuman trafficking, and drug smuggling.The Counter-Narcotics Police <strong>of</strong> <strong>Afghanistan</strong>(CNPA) has been especially establishedto work on drug related crimes.Security 57
