threats are deterred, contained or eliminated;• ANA and ANP operationally capable ofperforming those missions and tasks assigned;• ANP and ABP expenditures are fiscallysustainable;• Citizens have an enhanced level of justicewith the help of Police and the Army;• Narcotics industry is reduced in line withcounter-narcotics national strategy;• Reduction of corruption in the ANA, ANPand amongst other government officials;• Reduced level of deaths and casualtiescaused by UXOs, reduce the number of affectedcommunities and increased safetyprecautions;• Enhanced public trust on government abilityto deliver justice and security as illegallyarmed groups are disbanded and reintegrated;and• Eventual eradication of Poppy Productionand crack down on drug trafficking.SECURITY INSTITUTIONSAfghanistan’s security sector includes a numberof institutions responsible for maintainingsecurity and enforcing laws. Increased capacityand improved coordination is necessary toachieve the strategic objectives for this sector.The security sector includes ministries, departmentsand institutions that are responsiblefor enforcing security and laws to protect theGovernment and the Afghan people. Theseinclude among other: National Security Council(NSC), Office of the National Security Council(ONSC), the Policy Action Group (PAG),Ministries, National Directorate of Security(NDS), National Army and Air Forces, AfghanNational Police (ANP), Presidential Guard, ParliamentaryCommissions on Security andMonitoring, Public Audit and Evaluation Offices,justice and judicial institutions, Ministryof Justice, Prosecution Departments and theHuman Rights Commission. To improve professionalcapabilities of the security institutionstheir duties and responsibilities need to be coordinated.This will guarantee appropriateregulations, set priorities in policy making,help forecasting financial expenses and ensurecorrect allocation of funds.National Security CouncilThe National Security Council is the highestinstitution for identifying and addressing nationalsecurity issues. The Council, led by thePresident, is responsible for developing strategiesand policies, determining priorities, and isresponsible for the oversight and coordinationof the security sector and institutions. The NationalSecurity Advisor identifies the needs andrequirements of the sector and leads the PolicyAction Group (PAG) which has been establishedas an emergency response mechanism toaddress the deteriorating security conditions inthe six southern provinces. The PAG directsand coordinates security, development work,reconstruction and strategic relations across allfunctional areas of the Government and theInternational Community (both civilian andmilitary).Ministry of Defense (MoD), and theAfghan National Army (ANA)MoD is responsible for establishing and maintainingpeace and security. The Minister ofDefense is a civilian with the ministry beingnon-political and non-partisan. MoD standsready to provide support to the MoI, which isresponsible for border control in emergencysituations. Reforms and capacity building initiativesare in process to make the MoD moretransparent and accountable with a strong administrationand internal discipline. The MoDis developing an ethnically balanced, nonpoliticalarmy with a single military doctrineand operational capabilities. Education, trainingand equipping the national army to create aprofessional army with strong operational capabilityto fight terrorism and armed groupsare top priorities. The MoD must ensure thatall military units under its command observeand respect Islamic religion and Afghan values.MoD’s primary responsibilities include:• National defense against foreign militaryaggression;• Fighting illegally armed groups and terrorism,and help establish the rule of law;• Deter wars and ensure stability to securenational interests;• Play an active part to solve crisis and controlemergency situations;• Render assistance to civilian officials tocontrol any emerging security crisis, naturaldisasters and emergency situations;56Afghanistan National Development Strategy (ANDS)
• Protect and expand Afghanistan’s nationalinterests; and• Support the National and Border Police tocurb organized crime.To achieve these goals, the MoD has establishedthe ANA.The National Army (ANA)The National Army is responsible for protectingAfghanistan’s territorial integrity, upholdingand protecting the Constitution, defendingnational interests and the Islamic religion, andestablishing a favorable environment for publicwelfare and progress. The National Army, ledby civilian leadership and supported by theNational Police, has a mandate to improve internalsecurity. It also plays a role to boost regionalsecurity through military cooperationwith ISAF and regional and international allies.A reassessment of the design, composition andsize of the ANA has led to intensified nationalrecruitment drive and training.Following a presidential decree to establish aNational Army in 2003 the Ministry of Defenseand the Afghan National Army have achievedconsiderable progress. The ministry is responsiblefor maintaining professional cadres todesign appropriate policies, manage the ANAand defense institutions, and establish necessarycoordination among security institutionsand international partners. The quality andquantity of the ANA is rapidly growing, andwill continue to grow until the army is capableof maintaining the stability of the country, defendingits sovereignty, and contributing toregional security. The National Army has amandate to assist the civilian administrationand police whenever needed. If instructed bythe National Security Council, the ANA willcooperate with the National Police, Anti-Disasters Department, Afghan Red CrescentSociety and other civilian charity organizationsto tackle emergency situations requiring disasterresponse and humanitarian assistance.Ministry of Internal Affairs (MoI),and the Afghan National Police (ANP)The Ministry of Internal Affairs is responsiblefor ensuring internal security, establishing therule of law, justice and protecting the country’sinternational borders. MoI’s responsibilitieswith regard to security are to ensure internalsecurity and fight criminal activity. High priorityactivities include:• Crack down on organized and internationalcrimes including drugs and humantrafficking; fight terrorism and other nationalsecurity threats in cooperation withMoD, ANA, ISAF and Coalition forces;• Establish a border police force to controlcross-border movements and assist withcollection of customs revenues in cooperationwith MoD, ANA and Ministry of Finance(MoF);• Enforce justice by detecting crimes, carryout investigations, and promptly handoversuspects to the judicial authorities withoutdelay in accordance with the law;• Provide witness protection and support tovictims of crime and establish detentioncenters;• Implement the DIAG program: Collect unregisteredarms in cooperation with othersecurity departments and implement andenforce new regulations regarding privatesecurity companies.The National Police (ANP)The Police are undergoing reforms aimed enhancingefficiency by improving police trainingand education, upgrading staff and equippingthe department adequately. The current MoITashkeel allows for 82,180 uniformed personnelin the ANP. Police capacities have beenincreasing with extensive help from donorsthat has led to the expansion of governmentcontrol to provinces. However, there is a needto accelerate recruitment, education and trainingprograms to ensure not only professionalperformance but also to improve the reputationof the ANP. Ensuring quality police performanceand accountability of police and the MoI isthe key to stabilization of the society and gainingpopular support for the Government.The Border Police (BP) are responsible for bordercontrol, in cooperation with customs officials.The BP establish check points to monitorcrossings, particularly in areas with suspectedterrorist activity, and are responsible for preventinghuman trafficking, and drug smuggling.The Counter-Narcotics Police of Afghanistan(CNPA) has been especially establishedto work on drug related crimes.Security 57
