threats are deterred, contained or eliminated;• ANA and ANP operationally capable <strong>of</strong>performing those missions and tasks assigned;• ANP and ABP expenditures are fiscallysustainable;• Citizens have an enhanced level <strong>of</strong> justicewith the help <strong>of</strong> Police and the Army;• Narcotics industry is reduced in line withcounter-narcotics national strategy;• Reduction <strong>of</strong> corruption in the ANA, ANPand amongst other government <strong>of</strong>ficials;• Reduced level <strong>of</strong> deaths and casualtiescaused by UXOs, reduce the number <strong>of</strong> affectedcommunities and increased safetyprecautions;• <strong>Enhanced</strong> public trust on government abilityto deliver justice and security as illegallyarmed groups are disbanded and reintegrated;and• Eventual eradication <strong>of</strong> Poppy Productionand crack down on drug trafficking.SECURITY INSTITUTIONS<strong>Afghanistan</strong>’s security sector includes a number<strong>of</strong> institutions responsible for maintainingsecurity and enforcing laws. Increased capacityand improved coordination is necessary toachieve the strategic objectives for this sector.The security sector includes ministries, departmentsand institutions that are responsiblefor enforcing security and laws to protect theGovernment and the Afghan people. Theseinclude among other: National Security Council(NSC), Office <strong>of</strong> the National Security Council(ONSC), the Policy Action Group (PAG),Ministries, National Directorate <strong>of</strong> Security(NDS), National Army and Air Forces, AfghanNational Police (ANP), Presidential Guard, ParliamentaryCommissions on Security andMonitoring, Public Audit and Evaluation Offices,justice and judicial institutions, Ministry<strong>of</strong> Justice, Prosecution Departments and theHuman Rights Commission. To improve pr<strong>of</strong>essionalcapabilities <strong>of</strong> the security institutionstheir duties and responsibilities need to be coordinated.This will guarantee appropriateregulations, set priorities in policy making,help forecasting financial expenses and ensurecorrect allocation <strong>of</strong> funds.National Security CouncilThe National Security Council is the highestinstitution for identifying and addressing nationalsecurity issues. The Council, led by thePresident, is responsible for developing strategiesand policies, determining priorities, and isresponsible for the oversight and coordination<strong>of</strong> the security sector and institutions. The NationalSecurity Advisor identifies the needs andrequirements <strong>of</strong> the sector and leads the PolicyAction Group (PAG) which has been establishedas an emergency response mechanism toaddress the deteriorating security conditions inthe six southern provinces. The PAG directsand coordinates security, development work,reconstruction and strategic relations across allfunctional areas <strong>of</strong> the Government and theInternational Community (both civilian andmilitary).Ministry <strong>of</strong> Defense (MoD), and theAfghan National Army (ANA)MoD is responsible for establishing and maintainingpeace and security. The Minister <strong>of</strong>Defense is a civilian with the ministry beingnon-political and non-partisan. MoD standsready to provide support to the MoI, which isresponsible for border control in emergencysituations. Reforms and capacity building initiativesare in process to make the MoD moretransparent and accountable with a strong administrationand internal discipline. The MoDis developing an ethnically balanced, nonpoliticalarmy with a single military doctrineand operational capabilities. Education, trainingand equipping the national army to create apr<strong>of</strong>essional army with strong operational capabilityto fight terrorism and armed groupsare top priorities. The MoD must ensure thatall military units under its command observeand respect <strong>Islamic</strong> religion and Afghan values.MoD’s primary responsibilities include:• National defense against foreign militaryaggression;• Fighting illegally armed groups and terrorism,and help establish the rule <strong>of</strong> law;• Deter wars and ensure stability to securenational interests;• Play an active part to solve crisis and controlemergency situations;• Render assistance to civilian <strong>of</strong>ficials tocontrol any emerging security crisis, naturaldisasters and emergency situations;56<strong>Afghanistan</strong> National Development Strategy (ANDS)
