SPECIAL CONDITIONS/INSTRUCTIONS FOR THE TENDERERS1. Last date: Last date for submission <strong>of</strong> tender is 13.08.2013 upto 1200 hrs and tender willbe opened on same day at 1500 hrs in the Office <strong>of</strong> CIPET-II, Bhubaneswar.2. Earnest money deposit: Earnest money deposit shall be Rs. 44,000.00 through DemandDraft drawn in any nationalized bank in favour <strong>of</strong> ‘CIPET Bhubaneswar A/c No.0984050010555’ (United Bank <strong>of</strong> India) payable at Bhubaneswar3. The cost <strong>of</strong> the tender document is to be paid by Demand Draft drawn in any nationalizedbank in favour <strong>of</strong> ‘CIPET Bhubaneswar A/c No. 0984050010555’ (United Bank <strong>of</strong> India)payable at Bhubaneswar.4. The bidding is open to manufacturers only who can provide satisfactory evidence tosubstantiate the same upto a rating <strong>of</strong> minimum 250 KVA E/A set.5. INSPECTION OF SITE AND CONTRACT DOCUMENTSFor purpose <strong>of</strong> inspection <strong>of</strong> site and relevant contract documents the firm is required tocontact the Manager (Project), CIPET-II, Bhubaneswar concerned who shall givereasonable facilities for inspection <strong>of</strong> the same. The firm shall inspect and examine thesite and shall satisfy himself before submission <strong>of</strong> the tender as to the form andnature <strong>of</strong> the work, their quantities materials necessary for completion <strong>of</strong> the workand in general shall himself obtain all necessary information as to risk contingencies andother circumstances which may influence or affect his tender. No extra chargesconsequent on any misunderstanding or otherwise shall be allowed.6. SUFFICIENCY OF TENDERThe firm shall be deemed to have satisfied himself before entering into the contract asto the correctness and sufficiency <strong>of</strong> his <strong>of</strong>fer for the work and <strong>of</strong> the rates quoted in theschedule <strong>of</strong> works. These rates and amount shall, except as otherwise provided coverall his obligations under the contract and all matters and things necessary for propercompletion and maintenance and guarantee <strong>of</strong> the work.7. TAX AND DUTI ES:The firm shall quote rates for all items inclusive all taxes and duties. No concessionalforms can be issued by the department, except the octroi exemption certificate(Ifdemanded by the firm)4


15. Coordination at siteAt the site <strong>of</strong> work more than one agency may be working. Full co-operation shall beextended to other agencies during progress <strong>of</strong> work. The work will be carried out in sucha way so that it may not cause abnormal noise and hindrance to the <strong>of</strong>ficers <strong>of</strong> theCIPET-II, Bhubaneswar engaged in erection as well as to normal routine work.16. Test CertificatesThe firm shall submit the following test certificates on supply <strong>of</strong> material at site.Manufacturer s Test Certificate for Engine and Alternator.Excise Duty Gate passDepartment may test each unit at factory without any extra payment17. Completion DrawingsThe firm shall supply three sets <strong>of</strong> drawings/documents after physical completion <strong>of</strong> thework and before initial A/T as detailed below:Plan layout <strong>of</strong> the E/A Set indicating various equipments.Foundation details <strong>of</strong> EA Set.Schematic diagram am <strong>of</strong> control wiringOperation and maintenance manual18. Testing At SiteInitial testing for seven hours at full load and one hour at 10% over load.A/T in presence <strong>of</strong> representative <strong>of</strong> the department as per A/T schedule.Resistive load and fuel for testing will be supplied by the firm without any extra cost.19. Guarantees and Defect LiabilityThe guarantee shall be valid for twelve months after successful installation, testingand commissioning the equipments and handing over to the Department. Thecontractor shall guarantee that all equipments shall be free from any defect due to thedefective material and/or bad workmanship and also the equipments shall worksatisfactorily with performance and efficiencies not less than the guaranteed values.Any part found defective during this period shall be replaced free <strong>of</strong> cost by thecontractor. The service <strong>of</strong> the contractor’s personnel, if required during this period shallbe made available free <strong>of</strong> cost to the CIPET-II.The contractor shall depute his representative within 36 hours <strong>of</strong> notification <strong>of</strong> the defectby the CIPET-II.A joint report shall be prepared by the representative <strong>of</strong> CIPET-II and thecontractor regarding nature <strong>of</strong> defects and remedial action required. Time schedulefor such action shall also be finalized.6


In case the contractor fails to depute his representative within 36 hours <strong>of</strong> notification <strong>of</strong>the defect or fails to cause remedial measure within reasonable time as decidedduring joint inspection, the CIPET-II may proceed to do so at the contractor’s risk andexpenses and without prejudice to any right <strong>of</strong> the CIPET-II to recover such expenses.20. Dispute Resolution Mechanism:Except where otherwise provided in the tender, all questions and disputes relating to themeaning <strong>of</strong> the specifications, design, drawings and instructions here-in beforementioned and as to the quality <strong>of</strong> workmanship or materials used on the work or as toany other question, claim, right, matter or thing whatsoever in any way arising out <strong>of</strong> orrelating to the contract, designs, drawings, specifications, estimates, instructions, ordersor these conditions or otherwise concerning the works or the execution or failure toexecute the same whether arising during the progress <strong>of</strong> the work or after thecancellation, termination, completion or abandonment there<strong>of</strong> shall be dealt with asmentioned hereinafter:21. Dispute Resolution BoardIf any dispute arises between the employer and the tenderer in connection with, orarising out <strong>of</strong>, the tender or the execution <strong>of</strong> the works, whether during the execution <strong>of</strong>the works or after their completion and whether before or after the repudiation or othertermination <strong>of</strong> the tender work, including any disagreement by either party with anyaction, inaction, opinion, instruction, determination, certificate or valuation <strong>of</strong> theengineer, the matter in dispute shall, in the first place, be referred to the disputeresolution board here in after called "the board."The board shall comprise <strong>of</strong> onemember selecton by the employer and one member by the architect as defined in thebidding data, the board at its discretion may co opt any other <strong>of</strong>ficer if in its opinion itmay help in resolving the dispute, either party may refer a dispute to the board, theboard shall give a decision in writing within 30 days <strong>of</strong> reference <strong>of</strong> dispute, either partymay refer a written decision <strong>of</strong> the board, if neither party refers the disputes to arbitrationwithin 30 days, the board's decision will be final and/binding. Employer at its discretionmay change any <strong>of</strong> the members <strong>of</strong> the board.22. Arbitration:Any dispute in respect <strong>of</strong> which the recommendation, if any, <strong>of</strong> the dispute resolutionboard has not become final and binding shall be finally settled in accordance with the7


provisions <strong>of</strong> the arbitration and conciliation act, 1996 or any statutory modifications orre-enactment there<strong>of</strong> and the rules made there under and for the time being in force, thearbitrator shall have full power to open up, review and revise any decision, and anyrecommendation <strong>of</strong> the conciliator related to the dispute.a sole arbitrator shall beappointed by the appointing authority as defined in contract data within 30 days <strong>of</strong>receipt <strong>of</strong> request from either party, if the arbitrator so appointed is unable or unwilling toact or resigns his appointment or vacates his <strong>of</strong>fice due to any reason whatsoever,another arbitrator shall be appointed in the manner aforesaid, such person shall beentitled to proceed with same reference from the stage at which it was left by hispredecessor.it is a term <strong>of</strong> this contract that the arbitrator shall adjudicate only suchdisputes as are referred to him by the appointing authority and give separate awardagainst each dispute and claim referred to him and in all cases the arbitrator shall givereasons for the award, if any fees is payable to the arbitrator, these shall be paid equallyby both the parties. It is also a term <strong>of</strong> the contract that the arbitrator shall be deemed tohave entered on the reference on the date he issues notice to both the parties callingthem to submit their statement <strong>of</strong> claims and counterstatement <strong>of</strong> claims. The venue <strong>of</strong>the arbitration shall be such place in India as may be fixed by the arbitrator in his solediscretion. Neither party shall be limited in the proceedings before such arbitrator to theevidence or arguments put before the conciliator for the purpose <strong>of</strong> obtaining itsrecommendation/decision. No recommendation shall disqualify conciliator or employerfrom being called as a witness and giving evidence before the arbitrator on any matterwhatsoever relevant to the dispute.23. Laws Governing The Tender:This tender shall be governed by the laws <strong>of</strong> India for the time being in force and thecontrcat will be with in thw jurisdiction <strong>of</strong> the Orissa High Court.24. SPECIFICATIONS FOR 250 KVA DIESEL GENERATORThe EA sets and the associated work shall comprise <strong>of</strong> items described in the schedule <strong>of</strong>work and specifications for various items <strong>of</strong> work detailed in the following sections1. SCOPE:a. This section sets out general requirements, methods and guidelines for installation <strong>of</strong>Engine Alternator sets and provisions <strong>of</strong> control panel distribution schemes.b. The work shall be carried out as per current CPWD specifications for electricalworks and Indian Electricity Rules as amended from time to time.c. Any damage caused to the building during the course <strong>of</strong> execution <strong>of</strong> work by the contractorwill have to be made good by the contractor at his risk and cost. If he fails to do so within areasonable time as determined by Engineer- in- Charge, the same will be got doneby the department at the risk and cost <strong>of</strong> the contractor.d. The engine alternator and the other associated equipments used in engine alternator setshall not have been manufactured earlier than one year from the date <strong>of</strong> award <strong>of</strong> work.e. EA shall be suitable for following operating conditionsAmbient Temperature 0 to + 55 Degree centigradeAltitude Up to 2500 metersHumidity 95% RH at 40 Degree Centigrade2. ENGINE ALTERNATOR SETa. The scope <strong>of</strong> this section covers general requirements for reciprocating dieselengine and alternator complete with drive, safety controls, lubrication system,cooling system, instruments etc. i/c erection, testing & commissioning.b. The set may be idle for a long time, except for periodical tests. Wherever there iselectrical mains supply failure, the set may be required to run continuously for periodseven exceeding 24 hours.a. DIESEL ENGINE• The Engine shall be capable <strong>of</strong> developing specified BHP (at NTP) as specified at1500rpm with over load capacity <strong>of</strong> ten percent for one hour in every twelve hours <strong>of</strong>continuous operation at full load.• The Engine shall be equipped with the required standard accessories. Broadly these areas under:I. Flywheel.II. Flywheel housing.III. Air cleaner.IV. Exhaust turbo charger & after coolers (whenever required)V. Lubricating pump.VI. Fuel injection pump.VII. NozzlesVIII. Governor.IX. Fuel filter.X. Corrosion resistor/inhibitorXI. Self starter suitable for operation on 2 x12 Volts 100 AH or above if required Batter y.XII. Fuel tank9


XIII.XIV.XV.XVI.XVII.XVIII.Fuel lines.Engine star ting relay ( i.e. with start push button/starting key relay shouldenergized to operate start solenoid <strong>of</strong> starter.).Others as may be provided / recommended by the manufacturers.High enclosure temperature Alarm (for silent Genset).Cooling system shall consist <strong>of</strong> Radiator suitable for an ambient Operationaltemperature (0-50 Degree Centigrade). Ethylene Glycol Mixture is to be used as coolantand coolant pump should be belt/ gear Driven.Engine shall be in- built with lube oil pump, strainer, lube oil filter SPIN ON type, oilcooler and oil dipstick. Lube oil shall be as per manufacturer’s recommendations. Lub oilshall be able to withstand a maximum Temperature <strong>of</strong> 121 Degree Centigrade witha changing <strong>of</strong> 250 to 300 Hrs <strong>of</strong> operation. The maximum change in speed shall not be more than 3% when the load is increasedfrom no load to full load or decreased from full load to no load. The lubrication system shall consist <strong>of</strong> following major components:i) Oil Panii) Oil temperature gaugeiii) Oil Pumpsiv) Oil Pressure gaugev) Oil Filtervi) Bypass filter/Centrifugevii) Oil Cooler.Lubricating oil filter shall be provided for operation <strong>of</strong> 250 hrs. Without any necessity <strong>of</strong>replacement or cleaning.When lubricating oil cooling is used, the filter shall be <strong>of</strong> air cooled type.All standard accessories in respect <strong>of</strong> radiator or heat exchanger like inlet, outletconnections, fill connection, drain plug etc. shall be provided. Coolant <strong>of</strong> sufficientquantity shall be provided as per manufacturer’s recommendation.b. AIR POLLUTION NORMS:DG SETS SHALL MEET THE REQUIREMENTS OF ENVIRONMENTAL(PROTECTION) RULES 1986 AS LAID DOWN BY MINISTRY OF ENVIRONMENTAND FOREST, GOVT.OF INDIA READ WITH GSR 371 (E) DATED 17.2.2002AND GSR 520(E) DATED 1.7.2003 IN RESPECT OF EMISSION NORMS AND INRESPECT OF NOISE LEVEL, AS AMENDED AND APPLICABLE AT THE TIME OFSUPPLY.I. Requirement <strong>of</strong> certification: The manufacturer <strong>of</strong> engine or the importer <strong>of</strong> theengine or product should have valid certificates <strong>of</strong> Type Approval and Certificates <strong>of</strong>Conformity <strong>of</strong> Production for each year, for all engine models being manufactured or forall engine or product models being imported with the emission limit as specified in 2.2.1.II.Requirement <strong>of</strong> conformance labeling:a) The engine supplied should be clearly engraved “Genset Engine” on the cylinder block.b) The supplier <strong>of</strong> the product must affix a conformance label on the product having the10

The maximum change in speed <strong>of</strong> engine shall be not more than 10% or 4% when thefull load is either taken <strong>of</strong>f or thrown ON temporarily or permanent as the case may be fornaturally aspirated engines.b. The maximum change in speed <strong>of</strong> engine shall be not more than 3% or 2% when changein load is about 20% <strong>of</strong> rated load temporarily or permanently as the case may be forturbo charger/turbo charged after cool 20% engines. However, total change inspeed from zero load to full load or full load to zero load in steps & shall not be more than4% permanently from zero load or full as the case may be.c. The steady load engine speed shall be maintained within deviation limit <strong>of</strong> one percent.d. The EA set shall be able to attain the steady speed within a time period <strong>of</strong> 3secondsfrom the time load change takes place.7. BATTERY: :One no. 2x12 volts 100( or above if required) amp-hour semi maintenance free battery, copperconductor stranded, insulated battery leads in required length, sockets etc. i/c MS stand forbattery with wooden base.8. SAFETY CONTROLS:-The engine shall be fitted with following factory fitted safety controls.i. Cylinder Air temp safety control fitted/ water Temperature safety control fitted.ii. Lubricating oil pressure safety control fitted in the main oil gallery.Each engine shall be provided with an instrument panel having following mountings:i. Starting switch key (for manually operated sets.)ii. Lubricating oil temperature gauge.iii. Lubricating oil pressure gauge.iv. Hour meter cum speed (RPM) indicator.v. Manual Start push button.vi. Emergency stop push button outside the enclosure .vii. Additional safety Devices for Earth fault and Reverse power shall be provided inthe control panel.9. ALTERNATOR: -The Alternator shall be brush less type and shall be totally enclosed and screenprotected ‘F’ / ’H’ class insulation , body <strong>of</strong> Cast Iron. It will be 3 phase 4 wires connected.Neutral shall be brought out suitably for independent earthing. The alternator will be starconnected and suitable to generate 250 KVA at NTP at 1500 synchronous R.P.M. It willbe self regulated and excited and conforming to IS 4722/1968. The regulation <strong>of</strong> alternatorshall be within 1.0% from no load to full load and from hot to cold at unity power factor and 0.8power factor with damper windings. It shall be screen protected drip pro<strong>of</strong> confirming to IS 4691with sealed antifriction ball/roller bearings. It will be suitable to take 10% overload for one hour inevery 12 hours <strong>of</strong> continuous operation. The alternator shall be suitable to sustain 40 % nonlinearload in addition to rest linear load. The Alternator shall be suitable for coupling with engine12


v) Means shall be provided to identify various phases <strong>of</strong> the bus bars.vi) The entire length <strong>of</strong> bus bars shall be insulated with PVC sleeve/2 layers <strong>of</strong> PVCinsulating tape except on the joints which may be left for ease <strong>of</strong> maintenance.12.10 CONTROL WIRING:i) The control wiring shall be done with PVC insulated copper wires <strong>of</strong> minimum1.5 sq.mm. size.ii) The control wiring shall be provided with identification ferrules at each end.iii) More than two wires shall not be terminated at any one terminal.iv) The wires shall be arranged and supported in such a manner that they shall beseparately bunched.v) Runs <strong>of</strong> wires shall be neatly bunched and suitably supported and clamped. A.Cand D.C wiring shall be separately bunched.vi) All control wiring meant for external connections are to be brought out on aterminal board.12.11 ROUTINE TESTS:12.11.1 The control panels shall be subjected to following routine tests beforecommissioning. Insulation resistance test with 500 volts meggar.12.11.2 1) Polarity test.2) Earth continuity test.3) Control circuit wiring test.13.0 TEST PROFORMA:13.1 SCOPE:13.1.1 This section lays down the procedure for conducting test on the installation. Ingeneral the procedure laid down here shall be followed, which is at variance, thesame may be adopted.13.2 PHYSICAL CHECKS:13.2.1 Particulars such as name plate details <strong>of</strong> all major components/equipments shallbe recorded and compared with what has been <strong>of</strong>fered by the contractor as perthe concluded agreement.13.2.2 Physical visual inspection <strong>of</strong> the installations especially on the following aspectshall be conducted.1 Firmness <strong>of</strong> mounting.2. Verticality <strong>of</strong> installed set3. Tightness <strong>of</strong> nuts & bolts.4. Proper installation <strong>of</strong> exhaust pipe.5. Insulation <strong>of</strong> exhaust pipe.6. Provision <strong>of</strong> guards on EA set coupling joint.7. Proper location <strong>of</strong> fuel tank.8. Size <strong>of</strong> electrical cables as per approved plan.9. Termination <strong>of</strong> cables.10. Ratings <strong>of</strong> various fuses.11. Termination <strong>of</strong> earth leads on neutral & body.13.3 EARTH RESISTANCE:16


13.3.1 Measurements shall be taken in respect <strong>of</strong> earth resistance or earth stations providedfor grounded <strong>of</strong> neutral and body. The resistance shall be measured by isolating theconnecting earth load in respect <strong>of</strong> all earth stations individually. The results shall berecorded as under:-Sl. Load current13.5 FUEL CONSUMPTION TEST:i) Fuel consumption for half an hour shall be measured after the full load operatingconditions have stabilized.ii) During the measurement the load shall be maintained unchanged.iii) The fuel consumption shall be compared with values given in technical particulars.13.6 OVERLOAD TEST:13.6.1 Over load test to the extent <strong>of</strong> 10% over the rated load for one Hr. shall be conductedImmediately after the full load run test.13.6.2 The various parameters as in the case <strong>of</strong> run test shall regularly be monitoredand recorded.13.6.3 After the overload test the load shall be normalized to rated value and allParameters recorded accordingly in addition to recording stator body temp.13.7 ENGINE GOVERNOR:Suitable to meet requirement as given under Speed Governing <strong>of</strong> A/T Test13.7.1 SPEED GOVERNING:The Engine shall run steadily and load up to its maximum rated load to the standard givenbelow:Maximum change <strong>of</strong> speed as a LOAD VARIATION percentage <strong>of</strong> rated speed* Load variation on suddenly taking Temporary change 10%<strong>of</strong>f or throwing on the rated load Permanent Change 4%* On change <strong>of</strong> load by any step <strong>of</strong> Temporary change 3%20 percent <strong>of</strong> the rated load Permanent change 2%13.8 INSULATION TEST:i) Insulation test shall be conducted after testing the EA set at over load.ii) The insulation resistance between the stator coil and frame shall be measured with 50017


volts megger.iii) Insulation resistance <strong>of</strong> control wiring with 500V megger shall be measuredwhich shall not be less than one mega ohm.13.9 FUNCTIONAL TEST:i) Functional tests in respect <strong>of</strong> various components like controls, inter locks, measuringdevices, battery charger and annunciation devices shall be considered.13.10 BATTERY TEST:i) The batteries shall be tested for six successive attempts for starting <strong>of</strong> engine in orderestablish healthy condition <strong>of</strong> battery.14.0 SPECIFICATION FOR SOUND PROOF ENCLOSURE FOR E/A SET.1. The canopy should be sound pro<strong>of</strong>, weather pro<strong>of</strong> and environment fr iendly. And made <strong>of</strong> notless than 1.6 mm thick M.S.Sheet & Powder coated.2. The sound pro<strong>of</strong> canopy shall meet the requirements <strong>of</strong> Environmental (protection) Rules1986 as laid down by Ministry <strong>of</strong> Environment and Forests read with GSR-371(E) dated17.2.2002, GSR520(E) dated 1.7.2003 and GSR 448(E) dated 12/7/2004 in respect <strong>of</strong> noiselevel for the E/A sets or as amended and applicable at the time <strong>of</strong> supply.3. The canopy shall be designed for maximum permissible sound pressure level for D.G. setsshall be 75 dB (A) at One meter from the enclosure (canopy) surface. The D.G. set shall beprovided with proper exhaust muffler with insertion loss <strong>of</strong> minimum 25dB ( A).4. Suitable see through window made <strong>of</strong> transparent polymer sheet/heat resistant glass <strong>of</strong>thickness not less than 10 mm for visibility <strong>of</strong> meters/indications etc. on control panel shall beprovided.5. The door s shall be double walled and openable for easy access to virtually every part <strong>of</strong> E/Aset for comfortable maintenance.6. Suitable G.I. Bus bar shall be provided in the canopy for neutral and body earthing separately.All the equipments in the canopy shall be connected together with suitable G.I. strip and in turn tothe bus bars for body earthing.H. SetSALIENT FEATURES OF ACOUSTIC ENCLOSUREThe acoustic enclosure is made <strong>of</strong> 14 / 16 gauge CRCA sheet. The salient features <strong>of</strong> theacoustic enclosure are:- The enclosure is <strong>of</strong> modular construction with the provision to assemble and dismantleeasily at site. The sheet metal components are ELEVEN TANK pre treated before powder coating. The enclosure is powder coated (inside as well outside) with a special pure polyesterbased powder. All nuts and bolts/external hardware are made from stainless steel. The doors are gasketed with high quality EPDM gaskets to prevent leakage <strong>of</strong> sound18


The door handles are lockable type. Sound pro<strong>of</strong>ing <strong>of</strong> the enclosure is done with high quality Rock wool / Mineral woolconforming to IS 8183. The rock wool is further covered with fibre glass tissue andperforated sheet. Specially designed attenuators are provided to control sound at air entry and exit points. Adequate ventilation is provided to meet total air requirement. If required, a blower isprovided to meet total air requirement. Temperature <strong>of</strong> enclosure does not exceed beyond 5 - 7°C <strong>of</strong> ambient temperature. There is a provision <strong>of</strong> emergency shut down from outside the enclosure. Noise Level is
