Local roads in the Waikato region as a whole exceed the national average for each ofthese measures. Although scores in the condition index are lower than several otherregions, Waikato has among the highest scores for both smooth travel exposure andthe pavement integrity index, as shown in figure 51.Figure 51: Condition index (CI), smooth travel exposure (STE) and pavement integrityindex (PI) by region (2011) 135At a local level, condition index scores for local roads in all territorial authorities exceptŌtorohanga district exceed the national average. Only South Waikato district scoresbelow the national average for smooth travel exposure. Ōtorohanga and Thames-Coromandel are the only districts below the national average for pavement integrity, asshown in figure 52.Figure 52: Condition index (CI), smooth travel exposure (STE) and pavement integrityindex (PI) by TA (2011) 136134Pavement integrity index is a combined index of the pavement faults in sealed road surfaces. It is a ‘weighted sum’ ofthe pavement defects divided by total lane length. PII combines surface faults (condition index) with rutting andshoving. 100 - pavement integrity index ensures that the higher the number the greater the pavement integrity.135Data sourced from the New Zealand Transport Agency Road Network Trends Wizard 2011.136Data sourced from the New Zealand Transport Agency Road Network Trends Wizard 2011.Page 48 Doc #: 2069885
