1 Introduction1.1 About this <strong>profile</strong>Martin (2005) considers that there is a value in identifying <strong>regional</strong> fundamentals andexternal economies as primary sources or inputs of <strong>regional</strong> competitive advantage. Henotes that <strong>regional</strong> competitiveness is probably best seen as an evolving, complex selfreinforcingprocess, in which outputs themselves become inputs, and thus influencefuture outputs. 3The Ministry of Economic Development 4 created a research framework to measureAuckland’s international competitiveness. This framework contains a comprehensiveset of indicators that provide an overall picture of Auckland’s competitive advantageand distinctiveness. The set of indicators provides an evidence base that reflects thecomplexity of a city-region system. 5This <strong>profile</strong> uses an analytical framework that draws on both of these models to ensurethat it is relevant to the <strong>Waikato</strong> region. The framework is illustrated by figure 1.3Martin (2005, p. 23).4The Ministry of Business, Innovation and Employment (MBIE) was formed on 1 July 2012, bringing together fourseparate government agencies into one ministry.
