Figure 114: Real labour productivity and output growth, exports sectors, 2009 3759.4.2 Waikato region labour productivityLabour productivity here is defined as the contribution to GRP per employee and iscalculated by dividing economic value-added within the Waikato region by totalemployees including owner-operators. Average Waikato labour productivity was$73,000 in 2011, higher than $67,000 for New Zealand. 376Most Waikato sectors have higher labour productivity than their national counterparts, with the exception of forestry, mining, oil and gas, and electricity, as shown in figure115. This could be caused by Waikato employees in those sectors working longerhours, being more highly skilled, or having higher levels of man-made or natural capitalper employee. If it is due to higher capital intensity we would not necessarily expect tosee higher wages because businesses need to earn a return on capital and could bebecause natural capital is being eroded. Higher labour productivity is therefore not anindicator of stronger economic performance in the region.Figure 115: Comparison of Waikato region and New Zealand labour productivity (2011)375New Zealand Institute (2011a, p. 55).376Data sourced from the Market Economics Ltd multi region input output model, 2011.Doc # 2069885 Page 121
