Preliminary ProvisionsRule 11.2.Rule 2ObjectiveThese Rules regulate <strong>the</strong> organisationand establish <strong>the</strong> procedure <strong>of</strong> <strong>the</strong>African Commission on Human andPeoples’ Rights in accordance withArticle 42 (2) <strong>of</strong> <strong>the</strong> African Charteron Human and Peoples’ Rights.In <strong>the</strong> absence <strong>of</strong> a provision in <strong>the</strong>seRules or in case <strong>of</strong> doubt as to <strong>the</strong>irinterpretation, <strong>the</strong> Commission shalldecide.DefinitionsFor <strong>the</strong> purpose <strong>of</strong> <strong>the</strong>se Rules:“African Charter” refers to <strong>the</strong>African Charter on Human andPeoples’ Rights.“African Children’s Charter” refersto <strong>the</strong> African Charter on <strong>the</strong> Rightsand Welfare <strong>of</strong> <strong>the</strong> Child.“African Commission” or“Commission” refers to <strong>the</strong> AfricanCommission on Human and Peoples’Rights.“African Court Protocol” refers to<strong>the</strong> Protocol to <strong>the</strong> African Charteron Human and Peoples’ Rights on <strong>the</strong>Establishment <strong>of</strong> an African Court onHuman and Peoples’ Rights.“African Court” refers to <strong>the</strong> AfricanCourt on Human and Peoples’Rights.“Amendment to a proposedmotion” is an addition to, deletionfrom or revision <strong>of</strong> part <strong>of</strong> thatmotion.“Assembly” refers to <strong>the</strong> Assembly<strong>of</strong> Heads <strong>of</strong> State and Government <strong>of</strong><strong>the</strong> African Union.“Bureau” refers to <strong>the</strong> Chairpersonand Vice Chairperson.“Chairperson” refers to <strong>the</strong>Chairperson <strong>of</strong> <strong>the</strong> AfricanCommission on Human and Peoples’Rights.“Child Rights Committee” refers to<strong>the</strong> African Committee <strong>of</strong> Experts on<strong>the</strong> Rights and Welfare <strong>of</strong> <strong>the</strong> Child.“Commissioner” refers to a member<strong>of</strong> <strong>the</strong> African Commission on Humanand Peoples’ Rights.“Day” shall be understood to be anatural day.“Executive Council” refers to <strong>the</strong>Executive Council <strong>of</strong> <strong>the</strong> AfricanUnion.“Member State” refers to a MemberState <strong>of</strong> <strong>the</strong> African Union.“Secretary” refers to <strong>the</strong> Secretaryto <strong>the</strong> African Commission on Humanand Peoples’ Rights.“Serious or massive violations”refers to grave human rightsviolations as distinguished by <strong>the</strong>irPreliminary Provisions5
