General information<br />

The region is situated in the eastern part of<br />

Slovakia. It borders the regions of Kosice,<br />

Zilina, and Banska Bystrica, as well as the<br />

countries of Poland and the Ukraine. The<br />

Presov region is the most populated and<br />

one of the largest in the country. The<br />

region has a hilly terrain. The western part<br />

contains Slovakia’s most well-known<br />

Levoca<br />

mountains. The High Tatras. Water comes<br />

from the rivers of Poprad and Topla as<br />

well as dams of which Domasa is the<br />

largest one. It is also the most important<br />

recreational areas of the region. Non-metallic<br />

ores and salt are the most important<br />

mineral deposits in the region. Other<br />

materials for construction are gravel, sand,<br />

and different types of clay.<br />

Economy<br />

Agriculture and a diversified industrial<br />

base provide the economic basis for the<br />

region. For example, a list of the companies<br />

and their sectors are:<br />

clothing industry is represented by Egotex,<br />

OZKN Presov and Gemor Presov operate.<br />

Tesla Stropkov and Krizik are part of the<br />

electro-technical industry while wood-<br />

-processing includes Kronospan Slovakia<br />

Presov, and Bukoza Holding Vranov nad<br />

Toplou. The machinery and electro-technical<br />

sectors are concentrated mainly in the<br />

districts of Presov and Svidnik. Wood-<br />

-processing companies are in districts<br />

of Presov and Vranov nad Toplou.<br />

Foreign Direct Investments (FDI)<br />

• Foreign direct investment into the<br />

region reached 5,413 million SKK as of<br />

31 December 2000 (the eighth place<br />

ranking among all eight Slovak regions).<br />

By June 2002 FDI had reached 5,497<br />

million SKK.<br />

• The region’s share of total FDI of<br />

Slovakia is 2.4% and 2.3% for each time<br />

comprised mainly of roads and railways.<br />

<strong>PRESOV</strong><br />

Presov lies in a central part of Eastern<br />

Slovakia, in a northern part of Kosice area.<br />

It has a good location on the road system<br />

going from west to east and from north to<br />

south. International road and railroad<br />

routes go through the city to Poland and<br />

Ukraine.<br />

The city is a seat of district and regional<br />

administrative bodies and an administrative<br />

centre of a newly established Presov,<br />

the largest in Slovakia. The area of the city<br />

has 7,118 hectares, from which 36% is<br />

agricultural land, 36% are forests, and<br />

28% is an urban area. The historical centre<br />

of the city lies 255 metres above sea level.<br />

Business profile of the city<br />

• In the city and its surrounding area<br />

the most important sectors are:<br />

machinery and electro-technical (30%),<br />

food (18%), wood-processing, textile<br />

and clothing (10%). A high level of<br />

unemployment stems from a decline in<br />

industrial production and therefore not<br />

enough jobs.<br />

• income of population has lagged behind<br />

the national average for a long time due<br />

to decline in industrial production and<br />

the bankruptcy of many companies.<br />

SKK in year 2001. This figure represents<br />

a per capita income of 5,807 SKK.<br />

The city is the seat of Theatre of Jonas<br />

Zaborsky, Theatre of Alexander Duchnovic,<br />

cultural centre, Spis Gallery,<br />

Museum of Nature, Museum of Wine,<br />

Observatory, local television, newspaper<br />

Korzar, Presovsky dennik, Presovske<br />

noviny, Radio Flesh, and Radio Vychod.<br />

The city has an area of 356.13 m 2 .<br />

A majority of this area is in schools.<br />

The most important sport facilities are:<br />

football and hockey stadiums, handball<br />

stadium, cycling stadium, and swimming<br />

pools.<br />

The city hospital has 1,200 beds that<br />

are provided for the whole district. There<br />

are medical specialties for the whole<br />

region while 291 private doctors provide<br />

services in all specialties.<br />

• The city is located in the centre of the region<br />

and it is the third largest city in Slovakia<br />

• Good location due to its geographical<br />

location (proximity of borders with three<br />

different countries (Poland, Hungary,<br />

the Ukraine) and the availability of air<br />

Industrial park Presov<br />

In its development plan, the city of Presov<br />

has an allocated area of 200 ha that is<br />

assigned for the park. It also has a feasibility<br />

study for that area. It will be a green<br />

field industrial park.<br />

Paperwork for its first stage (app. 50 ha)<br />

is under evaluation process to obtain a<br />

use land permit with a designed technical<br />

infrastructure. The city prepared contracts<br />

on future contracts for current land<br />

owners with whom it negotiates land<br />

purchase. The city is a founder of the park.<br />

STROPKOV<br />

A district city lies on a junction of road<br />

II/575 (direction Medzilaborce and<br />

Lupkava valley and II/557 leading<br />

a north-south direction. It is connected<br />

to I/73 and E371 leading to a border<br />

point in Vysny Komarnik.<br />

Stropkov half-marathon run, musical<br />

festival Rock Fest, and Christmas market<br />

of traditional crafts.<br />

POPRAD<br />

The city is an administrative, industrial<br />

and cultural centre of the region under<br />

the High Tatras. Good geographical<br />

location and good traffic connection<br />

(it is an important junction of road and<br />

railway routes) offers entry to four<br />

national parks – the High Tatras National<br />

Park. The Low Tatras National Park,<br />

Pieniny National Park, and the Slovak<br />

Paradise. Because it lies nearby the High<br />

Tatras, it is called “the High Tatras Gate”.<br />

Currently it is a city with developing<br />

economic potential. The headquarters<br />

In the past, the city was lying on an important<br />

trade route from Hungary to Halic.<br />

This route was known as Porta Rustica<br />

– Russian Route. Snina is located in the<br />

most eastern edge of Slovakia. The city<br />

lies in the valley of the Ciroha river, on<br />

its junction with the Pcolina river. It is<br />

surrounded with Vihorlat Mountains,<br />

Bukovske Mountains, and Low Beskyds.<br />

An industrial zone of the city of Snina<br />

plan is located in the area of Vihorlat<br />

company. Size of the area is 3.8 ha,<br />

ownership to it. The city together with<br />

other potential investors plans to allocate<br />

another area of a similar size for future<br />

investments.<br />

The allocated area does not have any<br />

fixed assets or infrastructure despite the<br />

fact that it is a part of Vihorlat private<br />

company. The area has connection to<br />

railway tracks.<br />

above sea level. Climate of the city is warm,<br />

influenced by the Topla river.<br />

provide facilities for 25 different sports. The<br />

city has 109 sport facilities and the most<br />

important are: indoor and outdoor swimming<br />

pools, hockey and football stadiums,<br />

tennis courts, minigolf, playgrounds, and<br />

fitness centres. The city provides primary<br />

and secondary health care. The most<br />

important medical facility is a local hospital<br />

with 639 beds.<br />

Project of an economical development<br />

of the city of Humenne<br />

• The city and the Government of the<br />

United States signed the Memorandum<br />

on Understanding with the aim to realise<br />

a project of strategic plan for development<br />

of the local economy. The strategic<br />

process will be supervised by representatives<br />

of the US Embassy, Agency USAID,<br />

and consultants from the Czech-American<br />

consulting company Berman Group.<br />

Strategic plan for economic development<br />

of the city<br />

It is based on a principle of concentrated<br />

effort in priority areas and in choosing<br />

those activities and projects that are<br />

of the most important and effective for the<br />

development of the city and local economy.<br />

The strategic plan focuses on two main<br />

areas:<br />

1) to create favourable conditions for<br />

investors – those already operating in<br />

the city and those who might be<br />

attracted to the city;<br />

2) development of small and medium<br />

enterprises that are the most dynamic<br />

sectors in all industrial countries.<br />

To achieve this plan, it will be necessary<br />

to focus on three critical areas:<br />

1) Technical conditions:<br />

– for big companies<br />

– marketing programme<br />

– cooperation among companies<br />

2) Accessibility of the city:<br />

– external transport accessibility<br />

– entry to the city and transport<br />

Industrial Park Humenne<br />

– Gutmanovo<br />

A feasibility study of the industrial park for<br />

issuance of a land use permit was based on<br />

the study of experts from PE International<br />

Consultants l.t.d. called “Technological park<br />

Humenne – Gurmanovo”. It was also based<br />

on a project form dated August 2000 as well<br />

as consultations with city representatives,<br />

EU commissioners, and a group appointed<br />

by the mayor of Humenne.<br />

Location of the industrial park<br />

The industrial park is located in Humenne,<br />

in the industrial zone of Gutmanovo that is<br />

on the left side of Polna street, behind<br />

railway tracks leading to a water treatment<br />

facility. The park neighbours the area of<br />

Chemes company. Its southern part is on<br />

a boundary of a proposed protected area<br />

for traffic circumvention of Humenne. Its<br />

northern part is made by railway tracks of<br />

Chemes. There is a private property<br />

between the access road to the park and<br />

Polna street that is not included in the park<br />

area. Entry to the park will be from Polna<br />

street after its reconstruction to meet<br />

a required width. The whole park area<br />

is located on a green field, specifically on<br />

agricultural land that will be owned by<br />

the city of Humenne after purchasing from<br />

private owners.<br />

Due to its geographical location and<br />

potential, the city has all the right<br />

conditions for rapid development. It is<br />

located in Spis region nearby the High<br />

Tatras. Its proximity to international<br />

road routes will stimulate this growth.<br />

The city of Kezmarok will be a founder of<br />

the park. The area of the park is included<br />

in the area development plan of the city.<br />

A feasibility study of the park was not<br />

prepared. Ownership of the land that<br />

is considered for the park construction<br />

has not been not settled yet.<br />

Infrastructure required<br />

The area is partially prepared because<br />

it is located nearby roads and a railway<br />

station. Energy supply networks are easily<br />

accessible from the area of the park.<br />

Proposed industries in the park will be:<br />

electro-technical, textile, construction<br />

materials, processing, etc., due to predominant<br />

qualification of local labour force.<br />

Financing of the park is not resolved yet.<br />

It is assumed that it will combine financial<br />

sources from the city, state funds,<br />

European Union funds, and foreign and<br />

local investors. Currently, the city is trying<br />

to find foreign investors and financial<br />

sources for land settlement.<br />
