Staff recommended that the web site provide information about the location of dryice and bottled water distribution centers, listings of the Company's storm-relatednews releases, and other pertinent information such as safety tips about, forexample, the danger of downed wires and recommendations for preparing for astorm. Finally, the web site should focus on and reinforce the importance ofcontacting the Company to report outages and it should provide the necessaryinformation for making that contact.Q. Has NYSEG begun implementation of the recommendations?A. NYSEG has already made many revisions and enhancements to its web site foroutage information based upon Staff's original recommendations and subsequentdiscussions with Staff. For example, the Company has enhanced its exiting website home page and links to include more prominent identification of links, todedicate space for storm information and to modify drop down and descriptivetext.Q. Are there elements of Staff's recommendations that the Company has not yet beenable to implement?A. Yes. The Company, through its evaluation of the scope and costs to provideoutage location maps, summary level outage and estimated restoration maps anddata, has determined that an Enterprise geographic information system ("GIS") isrequired to properly provide that information.39

Can the Company's existing Outage Management System provide outage mapsand estimated restoration times on the web?A. The Company's Outage Management System limits the type of outageinformation that can be presented to customers on the web. The system lacks theflexibility to model real world restoration events (e.g., dynamic modeling and cutins)which results in an over-prediction of the numbers of customers affected inmany storm situations. Manual intervention is required to analyze and presentinformation. As such, the information cannot be automatically communicated tocustomers via the web in a meaningful format. An Enterprise GIS system wouldsolve this problem.Q. What other benefits would be derived from the Enterprise GIS?A. The Enterprise GIS will provide improved outage analysis capabilities, anenhanced mapping solution, an enterprise platform for GIS, and position GIS andthe existing Outage Management System for Advanced Metering Infrastructure("AMI").Q. What is the schedule for implementing the Enterprise GIS?A. The project will require eighteen (18) months to complete after initiation and theestimated cost is shown on Exhibit __ (NYSEGCRO-1).Q. What Facility capital expenditures are planned?A. The investment identified in the Company's Exhibit __ (NYSEGCRO-8) is acollection of small projects needed to maintain the Company's buildings andproperty.40
